The City of Grapevine Parks and Recreation Advisory Board met Thursday, January
18, 1996 at 7:00 p.m. at 307 W. Dallas Road, Room 104, Grapevine, Texas, with the
following members present, to wit:

* Note: Councilperson Shane Wilbanks attended the meeting but was called out
on an emergency.

The following City Staff were present:

The meeting was called to order at 7:03 pm. Motion was made by Robert Brunson
and seconded by Craig Neill to approve the minutes of the November 16, 1995 Parks
and Recreation Board meeting. Motion passed unanimously.
DISCUSSION ITEMS
Dove Park Concept Plan
A handicapped accessible play area, in-line skating rink, pool additions, 1/2 mile
walking/jogging trail were pointed out via a plan by Director Doug Evans. Halff and
Associates of Dallas have donated their services for the design of the play area and
are on contract to do the concept plan of the entire park. Estimated cost for the
development of the play area is $200,000. Funds to develop this project will come
from private donations and sponsorships.
Casey's Clubhouse at Dove Park
Boardmembers discussed a grant request submitted from the non-profit association
(Community Foundation of Texas), for the development of "Casey's Clubhouse", a
handicapped accessible play area at Dove Park. Motion was made by John Fox and
seconded by Larry Atchley to approve the grant submitted by the Community
Foundation of Texas in the amount of $5,000 for the development of "Casey's
Clubhouse". Motion passed unanimously.
REPORTS
Mitchell Meeting Facility
Next Board Meeting will be at the Mitchell Meeting Facility.
Bear Creek Park
Near completion, but experiencing problems due to usage while renovations are being
done. Grand Opening date expected on April 13th.
Oak Grove Baseball Lighting Project
Awarded bid to NEMA 3. Ordered concrete poles for ballfields, and pulled out the
wooden ones. The project will be complete by the end of February.
Lake Grapevine Trail
Plans are in Austin being reviewed by TXDOT. Estimated construction cost by
TXDOT is $800,000 with a budget of only $463,000.00. The consultant's estimate
for construction is $616,000. If everything goes as planned, the project will go out
for bids in April and construction will begin in June.
State Highway 26 Trail
Within a week of possibly getting information from DART and an agreement for the
use of Right -of -Way.
Community Activities Center
The beams are complete on the north gym and 3/4 of the parking lot is finished.
Work is being done on the south side gymnasium. Boardmember Lisa Haines
expressed concerns regarding the number of showers in the women's restroom. Ms.
Haines feels that the women's restroom should have the same number of showers as
the men's restroom.
Meadowmere Park
A Park Development grant was approved by the Board and City Council for the
Grapevine/Southlake Soccer Association and the Challenge Soccer Club to begin the
development of the practice soccer fields. The grading plan will be most likely be
done in-house with Public Works possibly on weekends, which will be less costly than
with a contractor.
South Grapevine Swimming Pool
Status of the grant will be known within the next two weeks.
NYSCA Coaches Training
By Council policy, it is mandatory that all youth sport coaches attend the NYSCA
Certification Clinic.
The motion was made by Lisa Haines and seconded by Linda Dobbs Willis to adjourn.
The motion passed unanimously. The meeting was adjourned at 8:45 p.m.

IV. NEW BUSINESS
A. Adopt -A -Roadway Program
Request from the Grapevine Jr. High Student Council for the
Adopt -A -Roadway Program on Pool Road from State Highway 26
to Hall -Johnson Road.
B. Annual Report - Parks and Recreation Department
Staff will distribute the Annual Report at the meeting and go over
the highlights of the years activities (FY94-95).
