DIRECTOR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Advisory Board met Thursday, April 18, 1996 at 7:00 p.m. at 307 W. Dallas Road, Room 104, Grapevine, Texas, with the following members present, to wit: Denise Gasmire Molly King Larry Atchley Shane Wilbanks Craig Neill Marion Brekken Linda Dobbs Willis Lisa Haines Roy Robertson Donald Florence Absent: Robert Brunson John Fox Roland Johnson The following City Staff were present: Doug Evans Joe Moore Kelly Allensworth The meeting was called to order at 7:06 pm. A motion was made by Linda Dobbs Willis and seconded by Don Florence to amend the minutes of the last meeting to reflect that the Annual Report was approved. The motion to adopt the minutes with the amendment passed unanimously. NEW BUSINESS Community Activities Center Proposed hours for the CAC presented a total of 88 hours will be open to the public. Lisa Haines recommended 6:00 a.m. opening because of her experience in Dallas Centers, and the Grapevine Swim Center open at 6:00 a.m. A seven (7) year old age limit to come to the center without adults is proposed, with older ages for the weight room and racquetball court being discussed. Fees were also discussed. Main Street Days It was suggested that old Park Board members be called to work the booth. Suggestions were made to put in the booth: pictures of parks, action shots, Master Plan, City maps, C.O.E. maps, Playbooks, etc. Contact with the C.O.E. about the booth was suggested. REPORTS Trail Project With reference to the Hwy. 26 trail, a certified letter requesting the agreement to use DART R.O.W. was sent to DART staff. The consultant for the project has been identified. A TXDOT agreement with them will follow. Lake Grapevine Trail Detail work on the revised plans will be waived by TXDOT. Plans will be delivered to TXDOT in 2-3 weeks. October will be the bid letting. The trail will start at the east end of Horseshoe Trails and end at the east side of the soccer fields. Swimming Pool A field survey is being conducted. The survey firm proposal will be taken to Council on May 7th. A Construction Manager will be used on this project. Once completed, Schrickel, Rollins & Associates will begin the design phase of the project. Parr Park Trail The Parr Park connection to Carriage Glen Subdivision was reported. Sailing Program An update on building the sailing site was provided. The delay in the building has caused the June 3 session to be canceled. Safety is an issue with regards to the use of the Snakey Lane site. MISCELLANEOUS BOARD ITEMS Two trees remain alive at Cannon Elementary planting site. David Draz will be presented a plaque at the May 7th Council Meeting. An ordinance regarding horses at Horseshoe Trails Park was discussed. Denise Gasmire was presented a plaque for her years on the board. This was her final meeting. The motion was_Made by Lisa Haines and seconded by Linda Dobbs Willis to adjourn. 4' pa4seq` unanimously. The meeting was adjourned at 8:19 p.m. F.PARKIS AND RECREATION CH''AIRMAN%OF THE PARK WARD IV. NEW BUSINESS - Addendum A. Consideration of Molly King, 3256 Shady Glen Drive to serve as the Student Liaison to the Parks and Recreation Advisory Board According to the Amendment to the existing ordinance approved by the City Council at the May 7, 1996 meeting, since there will be two high schools in Grapevine this Fall, the Student Liaison shall be appointed by the Superintendent of schools. I discussed the appointment of the Student Liaison with Dr. James Thompson, Superintendent of Grapevine-Colleyville Independent School District, and he recommended that Molly King be reappointed as the Student Liaison to the Parks and Recreation Advisory Board. B. Consideration of a request from the Young family, 4507 Amesbury Circle, for the Adopt -A -Park Program for the trail in Bear Creek Park Enclosed is the application for the Adopt -A -Park Program submitted by the Jay Young family. The program will involve litter pick-up 20' on both sides of the "Deborah Joan Swanson Memorial Trail." C. Consideration of a request by the YMCA of Metropolitan Fort Worth to use Parr Park as a day camper drop-off and pick-uD site during the summer months. Attached is the request from the YMCA for the use of Parr Park as a drop-off and pick-up site for day campers. Staff agreed to allow the YMCA to begin on May 28th and will visit the site to observe the traffic patterns. Staff will give the Board a report on the findings at the meeting.
