The City of Grapevine Parks and Recreation Advisory Board met Thursday, July 18,
1996 at 7:06 p.m. at 307 W. Dallas Road, Room 104, Grapevine, Texas, with the
following members present, to wit:

The meeting was called to order at 7:06 p.m. The invocation was given by Larry
Atchley.
Jodi Brown of the City of Grapevine City Secretary's Office gave the Oath of Office
to new Boardmembers Jeff Kirkhuff and Gina Dutcher.
Roy Robertson nominated Larry Atchley as Chairperson. A motion was made by Craig
Neill and seconded by Barbara Johnson to cease nominations. Motion passed
unanimously. Larry Atchley was elected as chairperson by acclamation.
Craig Neill nominated Roy Robertson as Vice Chairperson of the Board. A motion was
made by Robert Brunson and seconded by Craig Neill to cease nominations. Motion
passed unanimously. Roy Robertson was elected as Vice Chairperson by acclamation.
Roy Robertson nominated Linda Dobbs Willis as Secretary of the Board. A motion
was made by Robert Brunson and seconded by Lisa Haines to cease nominations.
Motion passed unanimously. Linda Dobbs Willis was elected as Secretary by
acclamation.
Larry Atchley said that he appreciates the support and wants the Board to be an
integral part of the City. He has been a resident, by choice, for 17 years. Larry says
he believes in this City plus not only preserving but building and enhancing the quality
of life here. He looks forward to an exciting year.
A motion was made by Lisa Haines and seconded by Ruth Nichol to approve the
minutes of the June 20, 1996 meeting. The motion passed unanimously.
Ice packs at Dove Pool and the water fountain cooled down were mentioned as
needed items at the pool by Gina Dutcher.
Under New Business, Doug Evans introduced the co-sponsored associations and
explained why they were present.
Grapevine Baseball/Softball Association
Kelly Allensworth introduced Nina MacAfee from the Grapevine Baseball/Softball
Association. Nina reported:
- $8,500 in bank
- 1,020 enrollments
- 95% Grapevine/Euless residents
- carpeted batting cages
- improved field conditions $5,000
- benches field #11 and #12 bought
- windscreens bought
- needs - Oak Grove Park
- improve drainage around old concessions stand
- field #9, dugout needs concrete
- improve field #7
Roy asked why GBSA was charging people to enter the parking area. Nina explained
that a tournament was going on. Lisa asked if the quantity of fields were enough?
And what type, how much and how advertised are scholarships? Shane Wilbanks
asked Doug Evans when we started charging to come onto COE property. Charlie
Burger and Kelly Allensworth informed the group of Special Event Permit.
Grapevine/Southlake Soccer Association
Mickey O'Brien of the Grapevine/Southlake Soccer Association gave the program stats
for the association. Reported:
- increased number of board members
- did background checks on coaches, very successful
- addressed scholarship issue
- Police Association runs concessions
- Police on duty at fields
- Bob Jones Park, soccer complex, still sketchy on details, in Southlake
- will be giving City $6,000 for field maintenance expenses
- needs - Meadowmere funding for practice fields
- light fields #1 and #4 at Oak Grove
Grapevine Football Association
Representatives from the Grapevine Football Association were absent. The packet
provided information. One question asked, "What age do they start wearing pads?"
Staff will coordinate Football Association appearance at next meeting.
Grapevine Women's Double Tennis
Sue Svrcke and Judy Vest reported:
- filled courts with participants
- finished on time
- needs - mowers to not cut grass onto courts
- nets (east side back - need to be replaced)
- presented a $500 check for assistance in improvements
Doug Evans presented the orientation of the Board members.
REPORTS
Trail Projects
Reports on Lake Grapevine and Hwy. 26 were given.
South Grapevine Swimming Pool
Agreements with GCISD are going well. Grants are being secured for portions of trail
to extend to pool location.
Unfunded Needs
The Bessie Mitchell Meeting Facility, Parr Park parking lot and Grapevine Middle
School tennis courts are unfunded needs.
Community Activities Center
Staff reported status of building.
Sunshine Harbor Park
Staff outlined details of proposal for park in Sunshine Harbor Estates.
MISCELLANEOUS BOARD ITEMS
Larry Atchley offered assistance from the Park Board with the CAC Grand Opening.
Park Board members can act as host and hostesses to citizens. Craig Neill was
appointed to chair the committee.
Larry suggested social ... non -business meetings, with the 1 st one in the fall at Larry's
house.
Ruth Nichol reported a dead tree in Banyan Park.
Lisa Haines reported that there is an odor of sewage on Snakey Lane and that water
lines on Silvercrest are leaking into street.
John Fox inquired about the trash cans at Horsehoes Trails Park and asked if we could
go back to the 55 gallon drums. Also, where does progress on the connecting trail
to South Grapevine Pool stand?
Craig Neill inquired as to having 6:30 p.m. meeting times.
Nameplates for Board members were discussed.
Motion was made by Craig Neill and seconded by Larry Atchley to adjourn. Motion
passed unanimously.

VI. OLD BUSINESS
A. Financial and participation report from the Grapevine Pee Wee
Football Association
Representatives from the Grapevine Pee Wee Football Association
were unable to attend the last Park Board meeting.
Representatives will be present at the meeting to discuss their
activities.
B. Grapefest Booth
East festival in Grapevine, the Parks and Recreation Department
reserves a booth to promote the activities and facilities of the
department. The Board will discuss strategy on this and discuss
the coverage of the booth.
C. Parks Tour
Each September, staff coordinates a tour of the parks in
Grapevine. The Board will discuss possible dates to do this.
VII. NEW BUSINESS
A. Program Evaluation Survey
Boardmembers will discuss the development of a new Program
Evaluation Survey for the department. Please review samples of
existing surveys and be prepared to discuss and develop a new
survey.
