The City of Grapevine Parks and Recreation Advisory Board met Thursday, August 15,
1996 at 7:06 p.m. at 307 W. Dallas Road, Room 104, Grapevine, Texas, with the
following members present, to wit:

The meeting was called to order at 7:06 p.m. The invocation was given by Larry
Atchley. A motion was made by Craig Neill and seconded by Mark Born to approve
the minutes of the July 18, 1996 meeting. The motion passed unanimously.
Matt Wilson of the Grapevine Baseball Association, which is part of the DFW League,
has 217 participants to date. The estimated breakdown is 75% Grapevine residents,
20% Southlake residents, and 5% HEB School District. The fees are the same for
residents and non-residents. For the upcoming season, the Association is expecting
a total of 250 participants with 50% returning players. The Association anticipates
starting up each year with $2,000 - $4,000. Scholarships are not advertised. If
scholarships are utilized, the recipient is asked to participate in the fundraising
projects.
There will be 2 booths for Parks and Recreation at Grapefest. The booths will be
staffed Friday evening and all day Saturday and Sunday until closing. Training for the
Grapefest booth as well as Casey's Clubhouse will be at the Sept. 5th Park Tour. The
Boardmembers will meet at the Police Building on Sept. 5, 1996 at 6:00 p.m. to begin
the tour.
REPORTS
Community Activities Center Grand Opening - Committee Report
The Committee is scheduled to meet on 8/22/96 at 7:00 p.m. at the Mitchell Meeting
Facility to discuss decorations, food and entertainment. Name tags and fresh flowers
will be a part of the opening. The committee consists of Craig Neill, Lisa Haines,
Linda Dobbs -Willis and Kelly Allensworth.
Trail Projects
Doug Evans gave an update on the Lake Grapevine SH26 hike & bike trail projects.
Minor modifications are in process to the plans for the Lake Grapevine trail and staff
is waiting for a proposal for the design of the SH26 trail.
Swimming Pool
The property appraisals are completed and include 2.96 acres. Proposals are going
to City Council and GCISD for approval before design work begins.
Unfunded Needs
The Mitchell Meeting Facility parking lot bid came in high and staff are reviewing
these to see if costs can be lowered. Grapevine Middle School courts resurfacing
project will be coordinated by staff at the Parks & Recreation Department. The design
proposal was received for Parr Park parking and staff is reviewing these and will be
making a recommendation for approval.
Sunshine Harbor Park
This area is a narrow park in the street right-of-way. There is $11,600 in the budget
to begin the project. Additional funds are proposed in FY97. Boardmembers briefly
reviewed two conceptual designs of the park.
Miscellaneous Board Items
Barbara Johnson suggests some type of motivation, such as prizes, to the Adopt-A-
Park/Roadway program. People are not aware of the program and thus needs to be
promoted. Doug Evans mentioned that the Grapefest booth will provide information
and once signs are in the park, people will be more aware of the program. Shane
Wilbanks noted that people participate to feel good and not for recognition such as
what Roy Robertson does at Horseshoe Trails Park.
Larry Atchley brought to the table concern regarding a letter written to the department
on in-line hockey and some suspensions that were issued. Kelly Allensworth indicated
that the issue was to be studied.
Motion was made by Roy Robertson and seconded by Mark Born to adjourn. Time
8:55 p.m. Motion pass unanimously.
VI. OLD BUSINESS
A. Consideration of a logo and signage for the Ado pt-A-Park/Road
Program
Doug Evans will present a rendering of the proposed signage for
the Adopt -A -Park program. The new rendering is according to the
changes recommended by the Board.
B. Grand Opening Ceremony at the Community Activities
With the celebration less than a month away, the Board will
discuss the organization of the event and talk about work
schedules.
VII. NEW BUSINESS
A. Consideration of a request from the Johnson & Cekuta families for
the Adopt -A -Park program for Snakey Lane
Attached is the application for the program submitted by
Boardmember Barbara Johnson. Staff recommends approval.
