IV. NEW BUSINESS
A. Discussion of rules associated with the use of the Senior Citizens
Center
Attached are existing rules developed by staff in 1994 relating to
the use of the Senior Citizen Center. The Board will discuss the
rules and modify if necessary. Staff will explain the reasoning
behind the development of the rules and the suspension process.
B. Discussion of improvements to Oak Grove Baseball Park. Glade
Crossing Park and C.J. Hutchins Park
Staff will present a plan identifying proposed improvements to Oak
Grove Baseball Park. The Board will also discuss proposed
improvements to Glade Crossing Park and C.J. Hutchins Park.
C. Main Street Days
Staff will pass around a work schedule sheet for the May 16-18
Main Street Days. The Board will discuss a possible training
session for items that will be placed in the booth.

The City of Grapevine Parks and Recreation Board met Thursday, January 16, 1997 at 7:00 p.m.
in Room 104, Police Building at 307 West Dallas Road, Grapevine, Texas with the following
members present, to wit:

The meeting was called to order at 7:04 p.m. A motion was make by Jeff Kirkhuff and seconded
by Robert Brunson to approve the minutes of the November 21, 1997 meeting. The motion
passed unanimously.
OLD BUSINESS
Sunshine Harbor Park
Doug Evans gave an overview of the history of the Concept Plan for Sunshine Harbor, A Public
Hearing was held on Dec. 17th. Comments received at the meeting were added to the concept
plan and are reflected in the plan presented to the Park Board. A question was raised by Lisa
Haines about the water fountain and Jeff Kirkhuff discussed the lighting. Barbara Johnson stated
that the park was a great addition to the neighborhood. William Goltz of 821 Twilight was
opposed to the proposal because he feels it is too small for the area. He doesn't think the $50 -
60K is efficient use of the monies.
Lisa Haines had a question on safety and asked to elaborate on the answer. Monte Moore, 850
Lovers Lane, stated that the subdivision is surrounded by commercial and he fully supports the
Parks for his and other children. He also stated that children are playing in the streets. Mario
Gauna, 1095 East Street also made comments supporting the park.
Lisa Haines reminded everyone that the park hours are 1 hour before dawn and 1 hour after dusk.
Shane Wilbanks stated that he felt it would be an added enhancement and John Fox stated that he
felt it compares to Dove Crossing Park..
A question was raised about the sprinklers by Barbara Johnson and Craig Neill had a question
about ditches while Molly King questioned the sidewalks. A statement was made that the park
would not be used. Mario of 1095 Easy St. stated that he passed out flyers and that support for
the park was there. He also stated that we need a park today regardless of what the future will
hold. Wilbur stated that he does not oppose the park, he wants to purchase Trinity land.
A motion was made by John Fox and seconded by Barbara Johnson to approve the concept plan
and to forward to City Council for consideration. Motion passed unamiously.
NEW BUSINESS:
Adopt -A -Road - Silvercrest Lane
The Board had concerns about whether Bobanne Richardson, who adopted Silvercrest Lane,
could pick it up by herself. Barbara Johnson spoke on behalf of Ms. Richardson that she was very
capable of doing this by herself.
A motion was made by Craig Neill and seconded by Barbara Johnson to approve the Adopt -A -
Road. Motion passed unanimously.
2. Main Street Days
Doug Evans asked if the Board wanted to sponsor a booth at the Main Street Days event He
suggested that the appearance of the booth be creative in the presentation.
A motion was made by Ruth Nichol and seconded by Robert Brunson to approve the booth. The
motion passed unanimously.
Lisa Haines recommended pins and cups with the logo and trails on them stating, "Did you know
-board".
Oak Grove Soccer Complex
Doug Arendt explained the layout of the fields and the maintenance schedule. He stated that the
Soccer Association paid $20,000 the last two years. The city replaced the sod in the wear areas
at $10,600 for two years. The 1997 spring season established 1,850 players, up from 1,600 in
1996. Doug Evans further explained how the City works with the Soccer Association to maintain
the fields and handed out the Athletic Policies.
REPORTS
Doug Evans reviewed the SH26 Trail Project, the Lake Grapevine Trail and stated that the
project came in $60K under budget and that construction is to begin within the month.
The school will accept the land offer for the Pool / Trail Project and will fast track the work to be
completed by Summer 1998.
Casey's Clubhouse announced an auction to be held on March 1, 1997 form 7:00 - 11:00 p.m. A
question was raised as to whether or not certificates are being sent out for brick purchases.
The Community Activities Center has 5,660 members to date. The purchasing of treadmills is still
being considered.
A motion was made by Lisa Haines and seconded by Craig Neill to adjourn. The motion passed
unanimously and meeting adjourned at 8:58 p.m.
