DIRECTC(R OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, July 17, 1997 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Mark Born Ruth Nichol Hayden Smith Art Pierce Linda Dobbs Willis Jeff Kirkoff Ryan Wade Barbara Johnson Shane Wilbanks Roy Robertson Absent: Staff: fqw1&D"bhs-N,54m John Fox Larry Atchley Gina Dutcher Joe Moore Doug Arendt Kelly Allensworth Guest Association Representatives: Grapevine Baseball/Softball Association: Nina MacAfee Lawrence Crow Dave Adams Grapevine/Southlake Soccer Association: John Levitt, President Keith Hale, Field Chairman Tony DeBruno, Registrar Grapevine Football Association: James Brown, President The meeting was called to order at 7:05 p.m. A motion was made by Art Pierce and seconded by Linda Dobbs Willis to approve the minutes of the June 19, 1997 meeting. The motion passed unanimously. New Business Youth Sports Associations A presentation by the youth sport associations was made. Nina MacAfee gave the first presentation for the Baseball/Softball Association. She reported that major expenditures for uniforms/umpires were running $12 - $20 per game. Only 3% were nonresidents going to GCISD. There were 14 scholarships and 14 partial pays. There is no criteria for scholarships. Lawrence Crow stated that they want input on how to make leagues available to the community. Colleyville will not have any fields next year. They want to use more of Parr Park and Bear Creek and maybe initiate a user fee. Discussion followed. Mark Born inquired as to what a reasonable user fee would be? Nina commented on percentage of total participants: 10% participant coaches, 2% Board, 1% doers. Colleyville lights/poles are available. Service costs still needs to be considered. Mark Born suggested charging a $20 user fee to 600 non-resident = $12,000 and to purchase poles to light Meadowmere. Kelly commended Nina on her service as Association President. Nina was organized, professional and communicated to the PARD office on a regular basis. Kelly recommended Nina to serve in the future. She will be missed. A report from the Grapevine/Southlake Soccer Association was given. John Levitt does not recommend separating from Southlake. GSSA is the largest association in North Texas. North Texas is the largest in youth soccer. They have a large voice in youth soccer. Southlake has let bids for Bob Jones Park -- dirt bids let August. This will create 13 soccer fields, 2 lighted. The soccer association needs practice areas. They reiterated the need to cooperate with GCISD to utilize schools/fields at elementary schools. John expressed a need for a pavilion at Oak Grove. In reference to Police Patrol, the GSSA provides off duty police. With the trail, the Police Dept. will have a bike patrol. Current officers will patrol. The trail has created a problem: although post, cable and gates have been put up, with east parking lot open and trail, individuals and teams are utilizing them, drinking alcohol and trashing. Mark Born asked if you are suggesting an "Ordinance" Game Field Only. John Levitt says other cities do it. Mark Born mentioned that maybe it is time for an ordinance to "preserve the green space that we have". Other issues: (1) volunteers feel as if they are wasting time, (2) GSSA does not use game fields as practice -- now we are short game fields, (3) Challenge wants to start a tournament in June. A report from the Football Association was given. The first day of registration had 65 boys and 30 girls registered. The Association sent a mailer to past participants. The State Championship title has created interest in the sport. Southlake started a program called NT Football. More facilities are needed. Grapevine Middle School field is not used for practices. Mark Born expressed the need to clean up after games. No representative from the Tennis Association was present. Jeff asked the status of the practice In -Line Hockey rink at Dove Park. Adopt -A -Road A motion was made by Barbara Johnson and seconded by Ruth Nichol to approve Glade Crossing Neighborhood Association to adopt Baze Road. Grapefest Booth Committee A Committee Chairperson would be responsible for coordinating and calling to remind workers. The intent is not to have the booth unattended at anytime. Barbara Johnson volunteered. PARD provided a sign-up sheet consisting of 2 hrs./2 people shift. Ruth Nichol volunteered to decorate --- $300 budget. August 21st is the Grapefest orientation. Barbara has the sign-up sheet. Reports Regarding Lake Grapevine Trail, a Letter of Release was received. Road humps will be installed beginning Monday 7-21-97. A fall ribbon cutting is planned. There will be a TTN general membership meeting at the Trawick Pavilion. Pool plans have gone to TP&W. Bids will go to City Council in October and is scheduled to open in May 1998. Casey's Clubhouse is on schedule and there will be a building party in October. Miscellaneous Board Items Linda commented that a Contractor is spraying for weeds and it is getting the trees along Snakey Lane on roadway. There is a concern that it is too close to the water. The Contractor is not suppose to spray within 6 hours of rain. Although the limbs are getting sprayed, it is not cost effective to cut limbs. Efficient laborsaving to spray the lower branches. Herbicide has reduced the number of mowings. A motion was made by Barbara Johnson and seconded by Ryan Wade to adjourn. Review of Casey's Clubhouse project and status of grant Staff will present the current concept plan of Casey's Clubhouse and update the Board on the status of the grant. B. Status of Grapefest booth The Board will discuss what items will be displayed in the booth and the work schedule. C. Pool & Trails project The current concept plans will be presented to the Board and staff will give a status report on the development of the new pool and improvements to the Dove Pool. VII. NEW BUSINESS A. A000intment of the Student Liaison to the Parks & Recreation Advisor Board Melissa Stevens has been recommended to serve as the Student Liaison to the Parks & Recreation Advisory Board. She is a Senior at Grapevine High School. I have attached her application for the Board to review. Staff recommends that the Board approve Melissa as the Student Liaison. B. Uodate of the Parks, Recreation and Open Snace Master Plan Staff is recommending that the Parks, Recreation & Open Space Plan be updated. This will be beneficial in obtaining grants from the Texas Parks & Wildlife for parks development. I have attached a copy of a proposed citizen survey for Board review and consideration. C. Potential Bond Election The City Manager and City Council have discussed a potential bond election that would possibly include several parks and recreation projects. Staff will brief the Board on the items that have been discussed with the City Council.
