DIREC7'OR`QF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, September 11, 1997 at 7:07 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Larry Atchley Hayden Smith Roy Robertson Ruth Nichol Melissa Stevens - 8:05 Mark Born - arrived 7:25 Absent: Staff. John Fox Shane Wilbanks Doug Evans I:M#T"f71 iS'r7'it• Ryan Wade Art Pierce Linda Dobbs Willis Gina Dutcher - arrived 7:10 Jeff Kirkhuff Joe Moore - 7:52 The meeting was called to order at 7:07 p.m. An invocation was given by Larry Atchley. A motion was made by Ryan Wade and seconded by Ruth Nichol to approve the August 21, 1997 minutes. The motion passed unanimously. Art Pierce had a question about citizens who approach the Park Board members with comments or questions on Parks & Recreation. Doug Evans said that items of this nature are covered under citizen requests at the end of the agenda.. In response to a question from Hayden Smith, Doug Evans mentioned that the citizen surveys will be mailed the first week of October and are to be returned by October 24th. NEW BUSINESS Consideration of a request from Cub Scout Den 7. Pack 456, for the Adopt -A -Park Program for Pecan Park Groups who use the Merlot Room will be encouraged to get involved in the City. Discussion ensued regarding what parks/road are available for adoption. Members should have received list of parks/roads in their packets several months back. Gina Dutcher had some questions regarding the meeting facilities policy as to what percentage of members need to be from Grapevine. Staff responded that over 50% of the membership of an organization must be from Grapevine in order to be able to use facilities free of charge. A question came up about people outside of Grapevine adopting a park. Staff said that this was allowable under the current policy. A motion was made by Roy Robertson and seconded by Hayden Smith to accept the request from Cub Scout Den 7, Pack 456 to adopt Pecan Park. The motion passed unanimously. Lake Grapevine Trail Dedication and Casey's Clubhouse Groundbreaking It was announced that the Ribbon -Cutting Ceremony for the Lake Grapevine Hike & Bike Trail will be on October 8th at 12:45 pm at Oak Grove Soccer Complex. Also, on October 8th at 1:15 will be Casey's Clubhouse Ground Breaking Ceremony at Dove Park. The Parks Board and others can meet at the Sr. Center for transportation. Volunteers to help with both dedications are Ryan Wade, Gina Dutcher, Ruth Nichol, Roy Robertson and Art Pierce. OLD BUSINESS Discussion regarding the items to be displayed in the Grapefest booth and volunteers workingat t the booth There was discussion of working the Grapefest booth including who, what, etc. Ruth Nichol said Joe Moore offered money but that the Committee doesn't really need any. Actual set-up will be at 3:00 p.m. Barbara Johnson reviewed assignments. RAW (Grapevine Runners & Walkers) volunteers will also be in and out of the booth. Art suggested he could bring a couple of short totem poles. Decorations were also discussed. Doug Evans led discussion of booth contents. Everyone reviewed Ira E. Woods Hike & Bike Trail. A smaller version will be in the booth. Also, data will be available to all members with factual information on all on-going projects. Doug Evans discussed future links to this trail: to Parr Park, Bear Creek Park, and new pool. Other posters that will be in the booth was also discussed. Casey's Clubhouse project will also be in the booth, which includes enhancements to Dove Park. Major funding was from private donations. The Department will be setting up a workday for Casey's Clubhouse to sort play equipment. A sign-up sheet will be at the booth. October 18th is the actual construction date for the Clubhouse. Joe Moore mentioned that Casey's Clubhouse may need coverage 4 - 6 pm Saturday. Also in the booth will be information on Halloween on Main Street and Sunshine Harbor Plan and a citizen comment sheet. Kelly Allensworth is providing 1,000 suckers to be given away. Barbara Johnson will call to remind people not attending meeting of their work times. Mark Born asked about excess funds that were perhaps to be used to overlay the road at Horseshoe Trails Park. Doug Evans said we are still expecting a return of maybe $18,000 - 19,000. Name and phone number list was distributed. MISCELLANEOUS STAFF REPORTS Joe Moore gave an update on South Grapevine Pool. Pool goes out to bid on September 14 & 21. Pool will go to City Council October 7th. Construction will begin November 1 and Completion is due May 1998. Casey's Clubhouse grant was received. Twenty people are needed October 18th to serve as Pod Captains to supervise crews. Will also need child care, food and other volunteers. MISCELLANEOUS BOARD ITEMS Ruth Nichol asked about benches at Heritage. Joe Moore said they are waiting for parts and are going to be replaced. Mark Born inquired about Melissa Stevens working with High School students for Casey's Clubhouse. Doug Evans reported that the City is already working with the schools. Melissa Stevens corrected her phone number as listed on the roster. Gina Dutcher mentioned The Festival of Trees Committee is having a Christmas tree auction. It includes GRACE, Women's Haven, and Meals on Wheels on December 6th. She suggested that Parks & Recreation might want to donate a tree. ADJOURN The motion was made by Mark Born and seconded by Barbara Johnson to adjourn the meeting. Consideration of a request for renewal of an Adopt -A -Park agreement with the Creekwood West Homeowners Association for Big Bear Creek Nature Preserve. from Pool Road to Parr Park The current agreement was approved by the Parks & Recreation Advisory Board on August 17, 1995 and by the City Council on September 5, 1995. The Creekwood West Homeowners Association request that the Board consider renewing the agreement. A copy of the application is attached for review. Staff recommends approval. VI. NEW BUSINESS A. Consideration of an application from Young Life Mid Cities for the Adopt -A -Road Program for Mustang Road. from W.D. Tate Avenue to Ira E. Woods Avenue A copy of the application is attached for review. This group consists of high school students from both high schools in Grapevine. The group is utilizing the Bessie Mitchell Meeting Facility for their meetings. According to the Facility Reservation Policies recently adopted by the Council, groups requesting the free use of meeting facilities must perform some type of civic duty to be able to utilize the facilities free of charge. Therefore, the Young Life group would like to adopt Mustang Road as their civic project. Staff recommends approval. B. Athletic Field Usage Policies The Board will discuss future policies on the use of athletic fields owned or leased by the City. We are at or close to the saturation point in athletic field usage in Grapevine and it is time to review current policies and revise them.
