IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 14TH DAY OF NOVEMBER 1997 AT 5:00 P.M. i DIRECTOR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, November 20, 1997 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Art Pierce Mark Born Hayden Smith Ruth Nichol 7:42 Gina Dutcher Shane Wilbanks Ryan Wade Linda Dobbs Willis Roy Robertson Larry Atchley Barbara Johnson Absent: Staff: John Fox Jeff Kirkhuff Melissa Stevens Doug Evans Joe Moore The meeting was called to order at 7:00 p.m. A motion was made by Roy Robertson and seconded by Hayden Smith to approve the October 16, 1997 minutes. The motion passed unanimously. There were no Citizen Requests. OLD BUSINESS A.) Doug recommended the Board renew the Woods Neighborhood Association Adopt -A -Park agreement. A motion was made by Linda Dobbs Willis and seconded by Ryan Wade to rrenew the agreement with the Woods Neighborhood Association. The motion passed unanimously. Renewal stickers were discussed. It was suggested to have an end -of -year Volunteer Appreciation Picnic with a pot luck meal and the City to buy the meat. B.) Regarding the creation of a Youth Athletic Committee and appointment of a liaison, Doug explained the program. Doug recommended the concept of the Committee. Discussion ensued. The motion was made by Art Pierce and seconded by Mark Born to create the Youth Athletics Committee. The motion passed unanimously. Doug recommended appointment of a liaison to the Committee. Discussion ensued to appoint two members, Mark Born and Hayden Smith. Roy Robertson made the motion and it was seconded by Barbara Johnson to appoint Mark Born and Hayden Smith to serve as liaisons to the Youth Athletics Committee. The motion passed unanimously. C.) In regard to the Athletic Field Policies, Doug explained the reason for policies and discussion ensued. The item was tabled and will be brought back at the next Board meeting. NEW BUSINESS A.) Discussion ensued about consideration to participate in the Grapevine "Whistle Stop Christmas". Everyone agreed that it was a good idea. Shane Wilbanks volunteered to work on the 12th. Barbara, Larry, Hayden and Ryan will also work. Items discussed included selling cups and availability of two elf suits. B.) Art Pierce made a motion and it was seconded by Ruth Nichol to cancel the December Board meeting because of the holidays. The motion passed unanimously. MISCELLANEOUS STAFF REPORTS Carol of Lights is December 1st. Holiday of Lights Parade is December 4th. Snakey Lane Trail — Construction is targeted to start in March. SH26 Trail - Going to TXDOT review in January. Swimming Pool - Formed up at Dove. Pleasant Glade Pool — Perimeter construction fence installed. TRAPS Conference - Largest State Regional Conference ever. Great feedback! CCH - Status report and future plans. Parks Master Plan - Rough draft of survey will be presented at next meeting. CAC jogging track - Repainting December 7th. Reopen December 14th. Christmas lights going up at CAC and City Hall. MISCELLANEOUS BOARD ITEMS Barbara Johnson asked about an Art Gallery. Doug was asked to research with the City Manager who may coordinate a public art display area. He will report back in January. ADJOURN The motion was made by Barbara Johnson and seconded by Linda D. Report regarding the Youth Athletics Committee meeting held on Tuesday, January 13, 1998. Committee members Hayden Smith and Mark Born will give reports on the outcome of the Youth Athletics Committee meeting held on Tuesday. VI. NEW BUSINESS A. Consideration of a reauest from Grapevine Masonic Lodae #288 for the Adopt -A -Road Program for Hall -Johnson Road, from William D. Tate Avenue to Pool Road. A copy of the application is attached for review. If approved by the Parks & Recreation Advisory Board and the City Council, this would be the 16th active adopt-a-park/road program in Grapevine. Staff recommends approval. B. Discussion and appointment of a Committee to plan the Grand Opening of Casey's Clubhouse. A tentative date of May 2"d has been set for the Grand Opening Ceremony for Casey's Clubhouse. Staff is recommending a Committee be appointed to assist staff in planning this very important event. C. Parks and Facilities Tour The Board will discuss possible dates and times for the annual parks and facilities tour.
