Dear Mayor Tate: With regard to the above referenced application, the applicant is requesting to develop a 319 -unit town home complex on a track of approximately 14.3 acres that lies to the north and west of the intersection of Anderson Gibson Road and West Grapevine Mills Circle. The Dallas/Fort Worth International Airport offers the following information for your consideration given the proposed residential use, noise levels, aircraft activity and related public policy described below. The subject property lies well inside Zone B (65 to 75 DNL noise contour) and is immediately adjacent to Zone C (75 DNL noise contour). The contour map, indicating the zones, was promulgated by the North Central Texas Council of Governments to cities surrounding DFW and was adopted by the City of Grapevine as part of Ordinance No. 78- 2. The Ordinance governs land use within the various contour "zones". The attached graphic (from the Grapevine web site) depicts the location of the subject property in relation to Zones B & C. While a 70 DNL noise contour is not depicted on the web site map, for noise compatibility purposes, DFW Airport considers the property to be within the 70 DNL contour due to its close proximity to Zone C (75 DNL). According to the Federal Aviation Administration's (FAA's) Land Use Compatibility Guidelines, residential development inside the 70 DNL is considered incompatible unless measures to achieve an outdoor -to -indoor Noise Level Reduction (NLR) of at least 30 dB are incorporated into the building design and construction. The subject town home development is distinguished from existing residential development in this manner. Town homes required no acoustic insulation under the International Building Code, which provides guidance for the City of Grapevine. The other area developments, including apartments and condominiums, do have specific acoustic mitigation requirements under the Code. The subject property is located 3.5 miles from the end of Runway 36R, generally on the extended runway centerline. The site is subject to routine and frequent air traffic by all types of aircraft operating at DFW Airport. Historical flight data indicate that, regardless of wind flow, between 400 and 500 aircraft are operated daily within a one -mile radius of the property. When the winds are from the South (70% of the average year), arriving aircraft fly immediately adjacent to the property at an average altitude of 1,000 feet Above Ground Level (AGL) and as low as 800 feet AGL. When the winds are northerly (30% of the year), departing aircraft fly directly over and adjacent to the property at average altitudes of 3,000 feet AGL. Departing aircraft may be as low as 1,700 feet AGL. The DFW Airport urges the City Council and Planning & Zoning Commission to consider the concerns expressed in this letter when reviewing development plans and taking action on Zoning Application Z06-02. In the event the City elects to approve the zoning and subsequent town home development, the Airport strongly recommends the following conditions be required: 1. Dedication of an avigation easement to the City of Grapevine, the Dallas -Fort Worth International Airport Board, and the Cities of Dallas and Fort Worth, on the plat and by separate instrument, in a form acceptable to all parties. 2. The land currently zoned for Multi -Family (R -MF -1). It is our desire to rezone the property to the Townhouse district with a Planned Development Overlay (R-TH-PD) The tract currently is situated in a secluded location adjacent to the Grapevine Mills Mall. It is bounded on two sides by the Cowboys Golf Club. The main entry drops seventy feet (70') from the existing road way into a wooded glen, thus protecting and shielding both the project and the surrounding uses from any negative impacts or issues of adjacency conflicts. The plan takes into consideration the city's Comprehensive Plan and leaves large areas in a natural state and opens up to and includes the greenbelt into the character of the development. We visualize an enhanced 39 unit townhouse development with easy access to the nearby retail uses that fits the desire of the City of Grapevine to enhance pedestrian access to neighborhood services while supporting the strong economic base of the community. The following is a list of requested variances to the base Townhouse zoning district. 1. Roads shall be privately owned and maintained within a public/mutual access easement. 2. Lots shall front onto a public/mutual access easement. 3. Lots shall be a minimum of 25' in width. 4. Lots shall be a minimum of two thousand eight hundred and fifty feet (2,850s.f.) 5. Front yard setbacks shall be as depicted on the approved Planned Development Site Plan. 6. Rear yard setbacks shall be as depicted on the approved Planned Development Site Plan. 7. Side yard setbacks between units shall be a minimum ten feet (10'). There shall be twenty feet (20') between two (2) unattached principle structures. 8. Side yard setbacks adjacent to a public/mutual access easement shall be as depicted on the approved Planned Development Site Plan. 9. Maximum Building Coverage shall be ninety percent (90%) per lot. 10. Maximum Impervious Area shall be ninety percent (90%) per lot. 11. Minimum Open Space shall be no less than twenty five percent (25%) of the gross area of the site. 12.
