DIRFy2 OR OF PARKS AND RECREATION (F CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, July 16, 1998 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Absent: Staff: Ruth Nichol Ryan Wade Barbara Johnson Hayden Smith Art Pierce Sara McCall Shane Wilbanks Joe Moore Guest Association Representatives: Grapevine Baseball Association: Lawrence Crow David Adams Grapevine/Southlake Soccer Association: John Levitt, President Mickey O'Brien The meeting was called to order at 7:03 p.m. Roy Robertson Curtis Ratliff Linda Dobbs Willis Mark Born 7:20 Jeff Kirkhuff Jeanne Hatfield Larry Atchley A motion was made by Curtis Ratliff and seconded by Hayden Smith to approve the minutes of the June 18, 1998 meeting. The motion passed unanimously. New Business A motion was made by Barbara Johnson and seconded by Ryan Wade to accept the Adopt -A -Road agreement with the Yeager Family for the distance from Northwest Highway to Dove Road. The motion passed unanimously with Mark Born abstaining. A motion was made by Ruth Nichol and seconded by Hayden Smith to accept the Adopt -A -Park agreement with the Circle T Girl Scout Troop #4019 for Casey's Clubhouse at Dove Park. The motion passed unanimously with Mark Born abstaining. Reports from the Youth Sport Associations were presented. Lawrence Crow reported the following on GBSA: 949 Boys 303 Girls = 1,252 total 94% from Grapevine 99% GCISD participation Fall ball: Saturdays only = 770 - participation. Registration fee = $65 - $100. Baseball and Softball will split next year. They are 29 practice fields for 95 teams that are shared with GCISD. The associations stressed that there was a need for additional fields — targeting Meadowmere. Also stressed was a need for off season equipment storage and a shelter at Oak Grove Baseball in case of storms, a safety issue. Discussion: Lawrence Crow said the relationship with the Park Dept. was good. Lawrence wants to see the Youth Sports Commission stay monthly. Regarding maintenance on fields and commitment, the associations take care of the infields and Parks takes care of the outfield. It was suggested that there be season training sessions on how to maintain the fields and maybe cooperate with the schools on using Meadowmere fields. Mark Born asked how much money does the association put infield maintenance, response was approximately $10K. Barbara Johnson inquired as to how many more fields were needed and the response was 4 in a cloverleaf at Meadowmere. Hayden Smith asked what is on the Web page, response was schedules, advertisers, and rainouts. It was noted that the official change was to be made August 1" to web site. Mickey O'Brien and John Levitt from GSSA informed members that GSSA had several preseason tournaments. They want lights put in on field #1 and 94 at Oak GroveX Soccer. GSSA has obtained a web site. The association has 200 coaches, 200 teams with 110 from Grapevine and a total of 2,200 kids in the program. John stated that Under 14 girls were State Champions in NTSA. Challenge Soccer has 11 teams (5 are girls) in quality tournaments. All first coaches are required to get a G license. John and Mickey have D licenses. This is an effort to improve the skill level of all coaches. Practice facilities are in great demand. They are using churches, backyards, and parks. The Youth Sports Commission has helped in scheduling practice fields. GSSA helped to put in Meadowmere fields. They required all coaches to go through a background check. GSSA does have a scholarship program in which they waive 15 players per season. Roy Robertson asked how often does GSSA meet and the response was that once a month is too much, maybe every two months. Barbara Johnson asked how communication was and John responded that it was fine and that the'/2 ¢ sales tax would be welcomed. Mark Born was sworn in by Kathy Teague. Curtis Ratliff asked if a surplus of $56K was normal, response was yes because these dollars are for future field improvements. Fees are $30 - $45. The Board did not have details of GSSA's financial report. GSSA's web site is GSSA.CNChost.COM. Larry Wilhelm gave a report on Environmental Education programs. Curtis Ratliff, Linda Dobbs Willis, Ryan Wade and Barbara Johnson will meet on Meadowmere plans. A motion was made by Mark Born and seconded by Ruth Nichol to adjourn.
