The City of Grapevine Parks and Recreation Board met Thursday, September 17, 1998 at 7:05 p.m.
at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit:

The meeting was called to order at 7:08 p.m. A motion was made by Ruth Nichol and seconded by
Dr. Ratliff to approve the August 20, 1998 minutes. The motion passed unanimously.
The new GCISD Board Representative, Jeanne Hatfield, was introduced to the members of the
Board.
Presentation of the Meadowmere Park Concept Plan
Stan Cowan and Fred Walters from Mesa Design Group presented the Meadowmere Park Concept
Plan to the Board. A motion was made by Lary Atchley and seconded by Art Pierce to accept the
plan for Meadowmere Park. The motion passed unanimously.
Proposed policy regarding criminal background checks on volunteer coaches and assistant coaches
in youth sport leagues sponsored by the Grapevine Parks & Recreation Department
Discussion ensured regarding the proposed policy regarding criminal background checks on
volunteer coaches and assistant coaches in youth sport leagues sponsored by the Grapevine Parks
& Recreation Department. The policy was approved at the last Parks & Recreation meeting. A
presentation was given by Linda Hadley with BTI.
Discussion of proposed Bond Election items relating to Parks & Recreation
Doug Evans presented projects relating to Parks & Recreation items for the proposed Bond Election.
They are:
Meadowmere Park ----------------------------- $500,000
Phase IV Senior Citizen ----------------------- $610,000
Trail Projects ----------------------------------- $770,000
Silvercrest Lane & Kimball Road to Meadowmere Park Entrance
Bear Creek Park to Parr Park
Total --------- $1,880,000
Other projects are street improvements, new fire station and library expansion.
Consider renewal of an Adopt -A -Park agreement with Jay Young Photography for Bear Creek Park
A motion was made by Barbara Johnson and seconded by Art Pierce to approve the renewal of an
Adopt -A -Park agreement with Jay Young Photography for Bear Creek Park. The motion passed
unanimously.
Art Pierce, Barbara Johnson and Curtis Ratliff volunteered to be Adopt-A-Park/Road Coordinators
and to monitor the Adopt-A-Park/Road groups. A motion was made by Linda Dobbs Willis and
seconded by Hayden Smith to recognize and make this a standing committee to report back at each
meeting.
Lori Smeby presented the new contract from Pepsi. Larry Atchley made a motion and Barbara
Johnson seconded it to table the item for a future meeting to investigate the revenue offered, length
of contract, and termination clause.
Miscellaneous Reports
Doug Evans reported on $434,700 in miscellaneous park projects approved by the City Council at
the September 8h meeting.

Barbara Johnson thanked Art Pierce for totems at Grapefest, thanked Mark Born for sending out
reminders, and remarked that the tree drawing was very successful.
Roy Robertson commented that the Horseshoe Trails gate needs beefing up, spurs overlayed, and
crushed aggregate road edges.
ADJOURN
The motion was made by Ruth Nichol and seconded by Hayden Smith to adjourn the meeting. The
meeting adjourned at 9:10 p.m.

V. NEW BUSINESS
A. Discussion and consideration of support for the October 315` Household
Hazardous Waste Collection
A Household Hazardous Waste Collection is scheduled for October 31"
(Halloween) in Grapevine. Staff will give the Board a brief presentation on
the program and discuss what support is needed from the Board for the
program to be a success.
B. Discussion and consideration of participation in the Texas Recreation &
Park Society's Legislative Network
Director Doug Evans is the Chairperson of the Texas Recreation & Park
Society Legislative Committee for the upcoming 76`h Session of the
Texas Legislature. A Legislative Network has been formed that includes
members of parks & recreation advisory boards. Mr. Evans will explain
how the network functions and how board members can get involved.
C. Discussion of a staff -developed program referred to as "Peek -At -A -Park
Staff has developed a program specifically for members of the Parks &
Recreation Advisory Board. The idea originated from a past member of the
board. Staff will give a brief presentation on the program and see what
interest, if any, the Board has in the program.
