DIRE:9TOR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, November 19, 1998 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Hayden Smith Ruth Nichol Curtis Ratliff Roy Robertson Ryan Wade Art Pierce Barbara Johnson Larry Atchley Sara McCall Jeff Kirkhuff Linda Dobbs Willis Absent: Staff: I�LFIl7:= Doug Evans Joe Moore The meeting was called to order at 7:03 p.m. A motion was made by Ryan Wade and seconded by Hayden Smith to approve the minutes of October 15, 1998. The motion passed unanimously. NEW BUSINESS Doug Evans presented the bond election items proposed for the December 5, 1998 election. The bond items presented were: Street and Drainage Improvements; Library Expansion; Construction of Fire Station #5; Meadowmere Park and Trail Development and Senior Citizens Center Renovation. The Board discussed the cancellation of the December meeting. Motion was made by Ruth Nichol and seconded by Larry Atchley to cancel the December 1998 Parks & Recreation Advisory Board meeting. The motion passed unanimously. The renewal of an Adopt -A -Road agreement with the Johnson Family for Snakey Lane was the next discussion item. Motion was made by Art Pierce and seconded by Linda Dobbs Willis to renew the agreement with the Johnson Family. The motion passed unanimously. Boardmembers next discussed the Texas Recreation & Park Society Regions 5 & 6 Conference in Arlington, Tx. The conference is scheduled for December 3`d and 4en Several members indicated that they would like to attend the conference. Doug Evans indicated the City would pay for registration to the conference for any member that wants to attend. MISCELLANEOUS STAFF REPORTS Adopt-A-Park/Road coordinators Art Pierce, Barb Johnson and Curtis Ratliff gave reports on their contacts with organizations currently participating in the program. Barb Johnson indicated that she contacted every group she is responsible for with the exception of the Yeager Family. Art Pierce said that he was able to contact all groups but the Cochran Family and Curtis Ratliff said he had success in contacting groups but left a message for the Glade Crossing Neighborhood contact. Boardmembers discussed the Peek -At -A -Park program. Most members had visited a park since the last meeting and Barb Johnson presented a written report on the park she visited. Each member gave their feedback on the parks they visited within the last month. GCISD Boardmember Jeanne Hatfield and Student Liaison Sarah McCall gave brief reports on what was happening at the school district. The Board discussed meeting on December 12th, 1998 at 11:00 A.M. at Horseshoe Trails Park to tour the park MISCELLANEOUS STAFF REPORTS Doug Evans gave brief updates on the following projects. • Banyan Park Improvements • Cluck Park Improvements • Parkwood Park Improvements • Western Oaks/Belfort Park Development • Sunshine Harbor Park Development — Grand Opening Ceremony, Monday November 23`d at 5:30 P.M. • Median Irrigation Projects (Silvercrest Lane, Park Boulevard, Boyd Drive, Mustang Drive East and Heritage Drive North) • Ira E. Woods Trail • Lake Grapevine Hike & Bike Trail Project — Grand Opening Ceremony, Saturday, November 21st, 9:00 A.M. • Tree Sharing Program — 70 out of 200 trees sold • Christmas Decorations — Maintenance staff will soon be installing these • Award for Casey's Clubhouse — Joe Moore and Deb Tridico recently received the "Innovations in Park Development" award for Casey's Clubhouse at the D/FW Director's of Parks & Recreation Organization's awards banquet ADJOURN The motion was made by Art Pierce and seconded by Curtis Ratliff to adjourn the meeting. The meeting adjourned at 9:00 p.m. RDING SEPR�TARY - Joe Moore/Doug Evans AND RECREATION V. OLD BUSINESS A. Report on the Background Check Policy and process Recreation Superintendent Lori Smeby will give the Board a brief presentation regarding the Background Check Policy and how it worked the first time around. C. Discussion regarding the proposed botanical gardens at Heritage Park Staff will inform the Board regarding the status of the selection of a design consultant for the botanical gardens at Heritage Park. VI. NEW BUSINESS A. Presentation of a proposed method of markina distances on the hike & bike trails at Lake Grapevine A member of the Grapevine Runners and Walkers Club will give the Board a brief presentation of a proposed method of marking distances on the trails at Lake Grapevine. This system, if approved by the Board, could be utilized throughout the entire trail system in Grapevine. B. Discussion of a method for selecting a name for the new park in the Belfort/Western Oaks subdivision The development of this park is nearing completion and staff would like the Board to discuss a method for selecting a name for the park.
