DIRECTOR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, January 21, 1999 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Absent: Staff: Visitor: Curtis Ratliff Linda Dobbs Willis Ryan Wade Roy Robertson Ruth Nichol Hayden Smith Barbara Johnson Larry Atchley Art Pierce Mark Born Jeff Kirkhuff Doug Evans Joe Moore Lori Smeby Larry Fances The meeting was called to order at 7:00 p.m. A motion was made by Ryan Wade and seconded by Ruth Nichol to approve the minutes as written of the November 19, 1998 meeting. The motion passed unanimously. There were no Citizen Requests, New Business, Item A, was moved up on the agenda. Richard Craft presented a proposal to mark trail areas along Lake Grapevine with ''/a mile markers. Roy Robertson recommended to the Board to absorb information and bring back to the Board for approval at a future meeting. A report was given on the Background Check Policy and Process. Nineteen coaches have been checked and they are all in the state. The process has been very well received and no problems have occurred. There was discussion of the Botanic Gardens at Heritage Park. Shane Wilbanks discussed two potential architects. Shane and Doug had visited the Fort Worth Botanic Gardens that one architect had worked on. It is not to be similar to the Ft. Worth Botanic Garden. Water feature, colors, entry feature were discussed. A proposal from Oliver Wyndam has been requested for conceptual renderings. There was discussion of a method for selecting a name for the new park in the Belfort/Westem Oaks subdivision. Doug Evans challenged Board members to bring suggestions of a name to the next meeting. A report was given on the Adopt-A-Park/Road. With regard to the Peek -At -A -Park, Curtis saw Bear Creek, Hazy Meadows and Pleasant Glade Pool. Linda Dobbs Willis visited Horseshoe Trails and Hwy. 26 Landscaping. Hayden Smith visited Sunshine Harbor Park. Hayden questioned the lack of plants on the north side of the park. Roy Robertson visited Parr Park and noted that it was full of people, as did Craig Neill. Roy also visited Bear Creek Park and the new disc golf holes and Grapevine Lake Trail. A report was given by GCISD Boardmember Jeanne Hatfield. Meetings are held every other week. Project Graduation — Colleyville Heritage landscape plan will be for raising money for Project Graduation. Miscellaneous reports were given: • Western OaksBelfort — Concrete, playground • Grapevine Middle School — Playground installation to be installed soon • In -Line @ Dove — Light installation • Oak Grove Baseball — Fence replacement • Irrigation Projects — Silvercrest, Boyd, Mustang, Heritage, Hall Johnson • Swimming Pools — Additional shade structures @ Dove and Pleasant Glade Pools and vinyl fencing at Dove • In -Line Hockey — CAC — Raised bleachers being purchased and try for shade structures. Scoreboard installed, landscaping to east of park with additional lighting. • Ira E. Woods Trail — Groundbreaking • Sr. Citizen's Forum — Feb. 9a' @ City Hall 4:00 p.m. Hear input from seniors. • Trail Grant — TEA 21 grant — proposed to be written • Trail Map — To be published in the Playbook • Festival Booth — Registrations • Bond Project Public Meetings — Board members encouraged to attend. • Oak Grove Softball — construction • Trail Symposium — report A motion was made by Curtis Ratliff and seconded by Barbara Johnson to adjourn. The motion passed unanimously and the meeting adjourned at 8:47 p.m. Y - Joe Moore, Assistant Director of Parks & Recreation AND RECREATION OF THE PARK V. OLD BUSINESS A. Consider approval of a proposed method of markina distances on the hike & bike trails in the City At last month's meeting, the Grapevine Runners and Walkers Club presented a method of marking the hike & bike trails and some streets in Grapevine. The Board will discuss this method and consider approval. B. Discussion and consideration of a name for the new park in the Belfort/Western Oaks subdivisions The Board discussed this briefly at last month's meeting and will consider a name for the new park at this meeting. Staff would encourage Boardmembers to bring potential names to the meeting. Staff will have a list of potential names as well. VI. NEW BUSINESS A. Consider approval of an Adopt -A -Road aareement with the Grapevine Dirt Dozen for Ira E. Woods Avenue from Main Street to Baylor Parkway A copy of the agreement is attached for review. The Dirty Dozen proposes to pick up litter from Ira E. Woods Avenue to the back of the fences of the residences along the Cottonbelt Railroad tracks. B. Consider approval of a reauest from the Grapevine/Collevville/Southlake Mom's League to host a Tot Walk at Parr Park on May 8th This group is requesting the use of the park for a fund-raiser to help needy organizations or individuals. A copy of the application is attached for your review. C. Consider moving the date of the March Board meeting due to Spring Break The Board will discuss whether to change the date of the March meeting due to Spring Break. D. Discussion of a reauest from the Grapevine Pee Wee Football Association to have lighted pathways from the fields to the parking areas and an Information Center at Parr Park Copies of these requests are included in the packets. The Board will discuss these requests and staff will have additional info at the meeting.
