DIRECTOR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, February 18, 1999 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Roy Robertson Linda Dobbs Willis Ryan Wade Mark Born Hayden Smith Barbara Johnson Curtis Ratliff Sara McCall Absent Art Pierce Ruth Nichol Jeff Kirkhuff Larry Atchley Staff: Doug Evans Joe Moore Lori Smeby Visitor: Larry Fances David Wilson The meeting was called to order at 7:00 p.m. A motion was made by Curtis Ratliff and seconded by Mark Born to approve the minutes as written of the January 21, 1999 meeting. The motion passed unanimously. There were no Citizen Requests. New Business was moved up on the agenda. David Wilson with the Pee Wee Football Association gave a report on lights at Parr and Concession/Storage for Pee Wee Football use. Practices go from August through mid-October. There are 36 practice times from 5:30 — 7:30 p.m. There is a need for a First Aid Center approximately 30' x 20'. There is currently a temporary building used for concession storage. A motion was made by Ryan Wade and seconded by Mark Born to approve a request from the Grapevine/Colleyville/Southlake Mom's League to host a Tot Walk at Parr Park on May 8s'. The motion passed unanimously. It was decided not to move the March Board meeting due to Spring Break. Under "Old Business", a motion was made by Mark Born and seconded by Hayden Smith to approve the proposed method of marking distances on the hike & bike trails in the City. The motion passed unanimously. A motion as made by Curtis Ratliff and seconded by Mark Born to name the new park in the Belfort/Western Oaks subdivision the owing choices: (1" choice) Oak Ridge Park and (2nd choice a c. -rwtNofrK pJ' A m ' y ar orn an seconded by Curtis Ratliff to approve an Adopt -A -Road application from the Grapevine Dirty Dozen for Ira E. Woods Avenue from Main Street to Baylor Parkway. The motion passed unanimously. With regard to the Peek -At -A -Park, Barbara gave a report on Cluck, Oak Grove, Hutchins and Belfort/Westem Oaks Park. There will be a central irrigation control system presentation next month. Miscellaneous Board Ite • Horseshoe Trails — Ro an l demolish dilapidated picnic pad and Parks will haul off the debris. Check tire dust after 1" bend off Dove. • Doug announced Parr Road Public Comments Meetings are on March 4, April 1 and May 6d'. He encouraged the Boards' attendance. A motion was made by Ryan Wade and seconded by Mark Born to adjourn. Presentation by an irrigation design consultant and staff reaardina the Central Irrigation Control System The City Council approved approximately $90,000 in this year's budget to do Phase I of the installation of a Central Irrigation Control System. The design consultant and staff will give the Board an overview of this system. B. Consider renewal of an Adopt -A -Road agreement with the Wagon Wheel/K.B.E.T. for Ruth Wall Street The Board approved the original agreement with this group at the November 26, 1996 meeting. Staff recommends the Board renew this agreement. C. Discussion regarding the naming of the Lake Grapevine Trail after Councilmember Shane Wilbanks for his efforts in obtaining a grant for the design and development of the trail and for his support for trail development in Grapevine Councilmember Roy Stewart contacted staff several weeks ago about naming the trail at Lake Grapevine after Councilmember Shane Wilbanks for his efforts in obtaining a grant for the design and development of the trail and for Mr. Wilbanks overall support for trails in Grapevine. Staff recommends the Board approve this item and forward to the City Council for consideration. Suggested names include: C. Shane Wilbanks Trailway; C. Shane Wilbanks Hike & Bike Trail; C. Shane Wilbanks Pedestrian Trail D. Discussion regarding the Boards participation in the annual Main Street Days Celebration scheduled for May 14-16 The Board will discuss the upcoming Main Street Days celebration and the Chairperson will appoint a member or members to serve on a committee to organize the booth set-up and volunteers scheduling.
