IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 12TH DAY OF MARC 1999 AT 5:00 P.M. /'v DIRE OR OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, March 18, 1999 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Absent: Staff: Larry Atchley Curtis Ratliff Barbara Johnson Art Pierce Ryan Wade Linda Dobbs Willis Roy Robertson Hayden Smith Ruth Nichol Jeff Kirkhuff Doug Arendt Joe Moore Kraig Harris The meeting was called to order at 7:00 p.m. A motion was made by Barbara Johnson and seconded by Hayden Smith to approve the minutes with corrections as follows: 7'h Paragraph should state the 2'a choice for the name in the Belfort/Western Oaks as Twin Oaks Park l0a' Paragraph should say "Check tire ruts ..." instead of nuts The motion passed unanimously. New Business A presentation by an irrigation design consultant and staff regarding the Central Irrigation Control System was given. There are 92 controllers, 2 men 8 hours, 100 miles travel time - each time it happens. 920,000 gal. of HZO for one cycle of all irrigation systems. The renewal of an Adopt -A -Road agreement with the Wagon Wheel/K.B.E.T. for Ruth Wall Street was the next discussion item. Motion was made by Barbara Johnson and seconded by Art Pierce to renew the agreement. The motion passed unanimously. Discussion ensued regarding the naming of the Lake Grapevine Trail after Councilmember Shane Wilbanks for his efforts in obtaining a grant for design and development of the trail and for his support for trail development in Grapevine. A motion was made by Art Pierce and seconded by Barbara Johnson that the section/portion from Horseshoe Trails to Kimble Road be named C. Shane Wilbanks Trail with appropriate signs at each end. Joe Moore passed around the sign up sheet for working the booth at Main Street Days. Linda Dobbs Willis and Art Pierce will be on the Committee. Ryan will be in charge of making sure the volunteers show up. We will need some staff time allocated as well. Miscellaneous Reports Barbara Johnson reported that there were no calls back from the Adopt-A-Park/Road participants. Staff Reports Staff reports were given. A motion was made by Linda Dobbs Willis and seconded by Ruth Nichol to adjourn. The motion passed unanimously and the meeting adjourned at 8:44 p.m. ARY - Joe Moore, Assistant Director of Parks & Recreation AND RECREATION ..l.J. V. OLD BUSINESS A. Discussion regarding the naminq of the Lake Grapevine Trail after Councilmember Shane Wilbanks for his efforts in obtaining a grant for design and development of the trail for his support for trail development in Grapevine The Board discussed this item at the March meeting and passed a motion to name the section of trail from Horseshoe Trails to Kimball Road after Councilmember C. Shane Wilbanks. The reason that I am bringing this back to the Board is that I did not present all the facts necessary for the Board to make the recommendation. I am not disputing the recommendation that the Board made but simply wanted to go over all the facts to see if the Board wanted to reconsider the motion that was approved. First, in the fall of 1991, the City Council authorized staff to contact the Army Corps of Engineers regarding the leasing of 120 acres of park area now referred to as Horseshoe Trails Park. Councilmember Shane Wilbanks was the Council member that promoted the leasing of the park, as it would benefit all citizens in Grapevine. Second, Councilmember Shane Wilbanks lobbied for the CMAQ grant for the Lake Grapevine hike & bike trail. The grant was initially approved by the Council of Governments but was then "pulled" from the list of recommended projects for funding. Upon hearing this, Councilmember Shane Wilbanks visited with staff at the Council of Governments and lobbied to have the project put back on the list of projects recommended for funding. The CMAQ grant paid for the design of the trail from the Oak Grove Soccer Complex to Snakey Lane and Kimball Road. The grant also allowed for the construction of the trail from the soccer complex to the east end of Horseshoe Trails Park. Finally, Councilmember Shane Wilbanks took the lead in getting funds approved in the general fund budget for the construction of the trail from the west end of Horseshoe trails Park to Snakey Lane and Kimball Road. This included the asphalt overlay of road going through Horseshoe Trails Park. In closing, if not for the great efforts of Councilmember Shane Wilbanks, the 3 -mile hike and bike trail at Lake Grapevine might yet still be on paper. When Councilmember Roy Stewart mentioned naming of a trail after Councilmember Shane Wilbanks, he initially mentioned the 3 -mile trail currently under construction along Ira E. Woods Avenue. Therefore, my recommendation was based upon the fact that a 3 -mile section had already been recommended by a Councilmember and the fact that Councilmember Shane Wilbanks was very instrumental in the development of the 3 -mile hike and bike trail at Lake Grapevine. B. Discussion regarding the Boards participation in the annual Main Street Days Celebration scheduled for May 14-16 The Board will discuss the upcoming Main Street Days celebration and the booth set-up and work schedule. VI. New Business A. Presentation of the plans for the expansion of the Senior Activities Center The Board will review plans of the proposed expansion and discuss the time frame for construction. B. Discussion regarding a proposed scholarship program developed by the Recreation Division Recreation Superintendent Lori Smeby will present the elements of the scholarship program to the Board. C. Discussion and consideration regarding advertising on a proposed scoreboard for the in-line hockey rink The Board will discuss the concept of advertising on a scoreboard for the in- line hockey rink. D. Consider approval of an Adopt -A -Road agreement with Bruce and Rosa Goldberg for the Silvercrest Median A copy of the agreement is attached for review.
