'LM DIR O OF PARKS AND RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, March 16, 2000 at 7:00 p.m. at City Hall, 200 South Main Street, Grapevine, Texas with the following members present, to wit: Hayden Smith Jeff Kirkhuff Larry Francis Ryan Wade Dr. Edith Pewitt Dr. Curtis Ratliff Roy Robertson Absent: Staff: Julie Florence Art Pierce Larry Atchley Barbara Johnson Doug Evans Joe Moore The meeting was called to order at 7:05 p.m. A motion was made by Edith Pewitt and seconded by Larry Francis to approve the minutes as written of the February 17, 2000 meeting. The motion passed unanimously. New Business Discussion ensued regarding the Board's participation in the annual Main Street Days celebration on May 19 — 21. Ryan Wade volunteered to call the members and see if there are enough people to staff a booth. A motion was made by Larry Francis and seconded by Ryan Wade to table the item until the next meeting. The motion passed unanimously. There was discussion regarding parking and access barriers in parks. Doug Evans showed pictures of various barriers. Suggested ideas included plants, concrete fencing — peel poled fencing (1 & 2 rail), shrub and post and cable, and berms. A motion was made by Larry Francis and seconded by Ryan Wade to table the item until the next meeting. The motion passed unanimously. With regard to the FY 2000-2001 budget, suggestions were to place a tree by each bench and to put swing sets in the parks. Miscellaneous Board Reports were given: • GCISD Liaison Report — Wants lights at Parr Park. Trash cans are full from time to time. Job announcements were brought up. • GCISD Liaison Board Report — Hired an attorney, Auditing firm. Next meeting on March 27`h, Jeanne Hatfield will not run for reelection. • Park Photo Contest — Six photos are to be presented to staff by May 15`h • Peek -at -a -Park — Jeff Kirkhuff reported on Casey's Clubhouse ❖ There is a tear in the Saf-Dek ❖ Picnic tables need bolting down, cigarette butts, packages and condoms. ❖ Two swings only there, need more adult swings Miscellaneous Board Reports were given: ♦ Botanic Gardens ♦ Minor Landscaping — Police Building, Senior Activity Center, Hall Johnson ♦ Trail Grant — $1.56 million Big Bear Creek Grant and Meadowmere Grant ♦ Parr Park Restrooms — Concept plan to Facilities Committee April 4`" ♦ SAC — Soft move -in March 27"; Grand opening April 27`h ♦ Lexus Pavilion — Grand Opening March 25" 10:00 a.m. ♦ Recreation Special Events ♦ W.D. Tate Landscaping — Post Office ♦ Pickering Park — Trail improvements A motion was made by Ryan Wade and seconded by Larry Francis to adjourn. Old Business A. Discussion regarding the Board's participation in the annual Main Street Days celebration scheduled for May 19-21 The Board will discuss participation in this year's celebration. Volunteers will be needed to decorate and set up the booth, coordinate volunteers for the booth and to take down the booth. B. Parr Park restroom conceptual plans The Board will review and comment on the conceptual plans for the restroom facility at Parr Park. VI. New Business A. Consider renewal of an Adopt -A -Road agreement with the Unity Church of Grapevine for Hughes Road A copy of the agreement is attached for review. Staff recommends approval. B. Discussion regarding park identification plans Staff will present a sample of a proposed park identification sign to the Board and ask for comments and approval.
