The City of Grapevine Parks and Recreation Board met Thursday, July 25, 2002 at 7:00
p.m, at the Senior Activities Center, 421 Church Street, Grapevine, Texas with the
following members present, to wit:

The meeting was called to order at 7:00 p.m. by Vice Chairperson Larry Francis. A motion
was made by Ryan Wade and seconded by Stan Hinson to approve the minutes of the
June 20, 2002 meeting. The motion passed unanimously.
Citizen Requests
Recognition of service plaques for outgoing Board Members Julie Florence and William
Cherry were presented.
New Business
A. Presentation of financial and participation reports were given by the youth sports
associations.
Youth Baseball — James Hodgins

James Hods is the outgoing President, and Brian Stackhouse is the incoming
v, cY President. Baseball had a good year and includes ages 5 years through 18 year
olds. The play level was Recreational and Select. The goal is to move youth into
school teams. A growing trend for tournaments is: (1) Winter (March) for Select
teams and (2) Summer for Recreational teams. Affiliation has been changed to
Bear Creek Baseball League. Spring Creek Bar -B -Q is a major supporter of
leagues this year.
Stan Hinson asked about "sponsors" in expense area. Response: Sponsorship
monies have been raised for tournaments and from Spring Creek Bar -B -Q ($5,000)
and monies have been given to Select teams.
John Dalri asked about number of kids. Numbers range from 1,000 — 2,000. Fees
are $120 and includes uniforms. Roy inquired about level of new age groups of 17
— 18 year olds. There are 2 teams of 17-18's and 3 teams of 15-16 year olds.
Grapevine Girls Softball — Jenny Moore
• Fall had 90 players — shared with Trophy Club (50 players)
• Spring had 157 players (12 non-residents) — shared with Trophy Club (70
players)
• Tropy Club used our game fields; practice at their own fields
• No Select/Rec. team competition
• GGSA Select play - select older groups (12,14,16) Hurst, Euless, Grapevine
players
• 4 yrs. — 16 yrs. Age groups
• No fundraisers. Funds raised through registrations.
• Had 10 players on scholarships
Ray-JZobertson asked about registration fee. Response: Fees are $65, $75, $95,
$115. Rorpraised GGSA for cooperation with RAW and softball games.

Grapevine Pee Wee Football Association — T.C. Cowan
T.C. Cowan is the President of TDFA — Tarrant/Dallas Football Association. Ages
are for 5 — 11 year olds and some 12 year olds. There are 250 — 300 participants
which includes cheerleaders. There are full scholarships offered when asked for.
Fees are $105 -$145 and includes all uniforms.
Flag Football is for ages 5 — 6, and Contact Football is for ages 7 — 11.
One fundraiser last year netted only $200. The association ran a deficit last year
of about $17,000 — this was to purchase new pads for all players. Also,
cheerleading expenses were way up. The concession stand only made $500 last
year.
Stan asked how the deficit was handled and response was that it was borrowed
from the parent organization T/DFA.
Ryan asked about registration. Response: Reported 37 registrations so far.
Terry asked if association could operate off of $7K - $81K this year. Response :Yes,
with $20 fundraiser fee. T.C. Cowan inquired as to where they could play. The City
is trying to secure Grapevine Middle School.
Grapevine/Southlake Soccer Association — Tony DeBruno
Tony DeBruno is past President and Jeff Eberhart is current President.
The association consists of two city organizations, Grapevine/Southlake — Part of
N. Texas State Soccer Association, the 4'h largest in the country. GSSA is the 10t'
largest in the State. It includes Ages 4 — 18 year olds. Select play is ages 11 and
up. GSSA represents Club and Recreational Soccer. They need practice facilities
but no game fields. Rec. teams have 1s' priority, then Select teams. Lighted fields
included 2 in soccer, baseball is numerous.
Southlake opened their complex 4 years ago. GSSA has 2,500 players,
breakdown:
15% - 50% Grapevine Elementary Schools
45% - 65% Southlake Elementary Schools
1,000 Grapevine
1,500 Southlake/Other
125 Neither City
230 Select
140 Grapevine/Southlake players
500 Total Select Players } Adults & Youth
270 are going outside this area } Adults & Youth
GSSA is struggling with practice fields for all levels of play. Fees have increased
over last few years to $60. There are 9,000 players in
Grapevine/Southlake/Colleyville, and 1,500 indoor players. This includes adults.
GSSA is forming a Foundation to accept funds from Corporate Sponsors.
Terry asked, "How do you fund a $32K deficit?" Response: Current registration
offsets this along with $100,000 balance.
John asked, "Player awards, why $40K?" Response: Because if players play at
least''Y26game; they get a trophy.
GSSA bidding to host the Tournament of Champions in November for ages 10 &
under and 11 and under. The Soccerfest Tourney in May was hosted by LSSA.
B. A motion was made by Ryan Wade and seconded by Terry Allen to approve the
renewal of the Adopt -A -Park agreement from Circle T Girl Scout Troop 4019 for
Casey's Clubhouse at Dove Park. The motion passed unanimously.
The Adopt -A -program process was explained.
C. Doug Evans explained the proposal presented by the Corps of Engineers for the
City to take over all currently unleased COE property. This would double the
number of acres of park land.
Miscellaneous Board Reports
Terry Allen questioned when School Board Rep. would be appointed. Council member
Darlene Freed will contact School Board regarding the appointment of the liaison.
Stan reported on Airplane Club areas safety near soccer fields. Also, fence at Pickering
for soccer fields.
Miscellaneous Staff Reports
The Board was given an update on the following projects.
• Status of trail projects — Big Bear Creek Trail, Meadowmere Trail, Oak Grove
Trail
• Recreation Events — Outdoor Adventure Kids, Games of Texas (GOT) kickoff is
August 22ntl in Colleyville
• Meadowmere Park Development — Status report given
• Keep Grapevine Beautiful Report — Joe Moore
Roy suggested seeing about controlling traffic on Dove Loop North.
A motion was made by Ryan Wade and seconded by Stan Hinson to adjourn. The motion
passed unanimously. Time: 9:29 P.M.

V. Old Business
A. Discussion regarding Corps of Engineers property in Grapevine
Staff will give the Board an update on the potential lease of Corps property
in Grapevine.
VI. New Business
A. Discussion and consideration of an ordinance relating to the closure of
athletic fields due to maintenance and/or field conditions
Attached is a proposed ordinance that would prohibit the use of athletic fields
that have bee posted due to maintenance/field conditions. The Board will
discuss the proposed ordinance. Staff recommends approval.
B. Discussion and consideration of modification of parks and recreation fees
Attached is a fee survey and recommendations from staff on increases in
fees for parks and recreation related services. The Board will discuss the
proposed fee increases.
C. Discussion regarding a date for the annual tour of parks and facilities
The Board will discuss a date for the annual tour of parks and facilities.
D. Parks & Recreation Advisory Board Orientation
Staff will have a brief orientation for the new Board Members.
