La DIR C OR OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, September 19, 2002 at 7:00 p.m. at the Senior Activities Center, 421 Church Street, Grapevine, Texas with the following members present, to wit: Larry Francis Terry Allen Margie Mitchell Ray Harris Fiona Sigalla — School Board Rep. Absent: Roy Robertson Staff: Doug Evans Joe Moore Ryan Wade John Dalri Stan Hinson David Benedetto Tyler Johnson — Student Liaison The meeting was called to order at 7:00 p.m. by Vice Chairperson Larry Francis. A motion was made by Ryan Wade and seconded by Ray Harris to approve the August 15th minutes. The motion passed unanimously. Citizen Requests There were no citizen requests. Election of Chairperson Vice Chairperson and Secretary Nominations for the election of officers were opened. Nominations were opened for Chairperson. Ryan Wade nominated Larry Francis and the motion was seconded by Terry Allen. Ryan Wade made a motion to close the nominations and elect Larry Francis by acclamation. The motion was seconded by Stan Hinson. Larry Francis was elected by acclamation. Nominations were opened for Vice Chairperson. Stan Hinson nominated John Dalri and the motion was seconded by Ray Harris. Ryan Wade made a motion to close the nominations; the motion was not seconded. Terry Allen nominated Ryan Wade and the motion was seconded by David Benedetto. Ryan declined the nomination. Ryan Wade made a motion to close the nominations and Ray Harris seconded the motion. John Dalri was elected as Vice Chairperson by acclamation. Nominations were opened for Secretary. Ryan Wade nominated David Benedetto and it was seconded by Terry Allen. Ryan Wade made a motion to close the nominations and elect David Benedetto by acclamation. The motion was seconded by Stan Hinson. David Benedetto was elected by acclamation. Old Business A. Discussion regarding Corps of Engineers property in Grapevine Doug Evans reported on the Council's position, attendants, fee collectors, maintenance, similar cities operations, COE responsibilities and liabilities. New Business A. Adopt -A -Road agreement with Grapevine Lions Club A motion was made by David Benedetto and seconded by Ray Harris to approve an Adopt -A - Road agreement with the Grapevine Lions Club for William D. Tate Avenue/Ball Street from SH114 to College Street. The motion passed unanimously. B. Adopt -A -Park agreement with Jay Young Photography A motion was made by David Benedetto and seconded by John Dalri to approve an Adopt -A -Park agreement with Jay Young Photography for Bear Creek Park. The motion passed unanimously. C. Discussion and consideration of an icon for the Big Bear Creek Trail System. A motion was made by David Benedetto and seconded by Ryan Wade to approve the icon for the Big Bear Creek Trail System. The motion passed unanimously. Miscellaneous Board Reports • Fiona Sigalla, School Board Rep., reported that teams are doing well, school taxes are going up and stadium speakers are being fixed. • Tyler Johnson, Student Liaison, reported that the new frisbee golf team (20) is meeting on Sundays. Miscellaneous Staff Reports The Board was given an update on the following projects • Ray Harris reported that the Grapevine Runners and Walkers Club (GRAW) has a run on October 12th at Oak Grove Softball. Staff reported on Outdoor Kids Adventure Day, and the Plaid Shirt Society. A motion was made by Stan Hinson and seconded by Terry Allen to adjourn. The motion passed unanimously. Time: 8:15 P.M. Old Business 0 Staff will update the Board on the status of the Corps of Engineers property in Grapevine. B. Report on the Outdoor Kids Adventure Day and future plans for the event Staff will report on the Outdoor Kids Adventure Day that was held on Saturday, September 21, 2002 at Meadowmere Park and discuss future plans for the event. VI. New Business A. Discussion regarding the installation of a monument sign at the Senior Activities Center The Board will discuss the possible installation of a monument sign at the Senior Activities Center.
