V. Old Business
A. Discussion regarding Corps of Engineers property in Grapevine
Staff will update the Board on the status of the Corps of Engineers property
in Grapevine.
VI. New Business
A. Presentation of the Phase 3 plans of the Botanical Gardens at Heritage Park
Staff will present the Phase 3 plans of the Botanical Gardens that were
prepared by Architect Oliver Windham.
B. Discussion and consideration of ordinances relating to the use of Corps of
Engineers park land leased by the City of Grapevine
Attached are the current ordinances relating to Lake Grapevine and Corps
of Engineers property. Staff recommends updating the ordinances now that
the City of Grapevine has taken over control of the management of most of
the Corps property in the city limits of Grapevine. A copy of the proposed
ordinance with modifications is attached. The modifications are in bold print.
Everything in the proposed ordinance is out of Title 36 of the Corps of
Engineers Rules and Regulations.

The City of Grapevine Parks and Recreation Board met Thursday, January 16, 2003 at 7:00 p.m.
at the Senior Activities Center, 421 Church Street, Grapevine, Texas with the following members
present, to wit:

The meeting was called to order at 7:00 p.m. by Chairperson Larry Francis. A motion was made
by John Dalri and seconded by David Benedetto to approve the November 2, 2002 minutes with
an amendment to show Fiona Sigalla as present. The motion passed unanimously.
Citizen Requests
There were no citizen requests.
Old Business
A. Discussion regarding Corps of Engineers property in Grapevine
Doug Evans gave a report and handed out proposed new fees.
New Business
A. Ratification of new Board Members for Keep Grapevine Beautiful
A motion was made by Stan Hinson and seconded by Terry Allen to approve the ratification of the
new board members, Kathy Brunson, Karen McKergow, Mark Lively and Steve Sims, for Keep
Grapevine Beautiful.
B. Consider approval of an Adopt -A -Park application with the Cohen Family for the stream
that begins at Parr Lane and flows into Big Bear Creek in Parr Park
A motion was made by Terry Allen and seconded by John Dalri to approve the application with
the Cohen Family for the stream that begins at Parr Lane and flows into Big Bear Creek in Parr
Park. Motion passed unanimously.
C. Consider approval of an Adopt -A -Road agreement with the McKergow Family for Kimball
Road, from Sllvercrest Lane to Roaring Springs Road
A motion was made by Roy Robertson and seconded by Stan Hinson to approve the agreement
with the McKergow Family for Kimball Road, from Silvercrest Lane to Roaring Springs Road.
Motion passed unanimously.
D. Consider approval of an Adopt -A -Road agreement with the Hughes Family for Mustang
Drive, from SH 121 to Heritage Avenue
A motion was made by Ryan Wade and seconded by David Benedetto to approve the agreement
with the Hughes Family for Mustang Drive, from SH 121 to Heritage Avenue. Motion passed
unanimously.
E. Video of the development of Casey's Clubhouse
A video of the development of Casey's Clubhouse was shown.
VII. Miscellaneous Board Reports _ Imo!
• Roy Robertson reports tree cutting orseshoe Trails must stop.
• Roy Robertson made quest t uild a BMX trail at Horseshoe Trails Park, and asks that
a place be found.
• Ryan Wade reported that he visited a dog park in Frisco and supports one in Grapevine.
• Fiona Sigalla reported on school projects.
• Tyler Johnson reported on a Regional Swim Meet to be held in Grapevine on Jan. 31" and
Feb. 1 s` with 200 participants to compete.

Motion was made by Ryan Wade and seconded by Roy Robertson to adjourn. The motion
passed unanimously. Time: 8:45 p.m.
