VII. Old Business
A. Discussion regarding Corps of Engineers property in Grapevine
Staff will update the Board on the status of the Corps property that the City
is leasing.
B. Discussion regarding the 2003 Texas Amateur Athletic Federation Games
of Texas
Staff will give a report on the 2003 Games of Texas that was held on July
24th through the 27th.
VIII. New Business
A. Consider an Adopt -A -Road aqreement with the Grapevine American
Business Club for Main Street from SH 114 to Northwest Highway
The initial agreement was approved by the Parks & Recreation Advisory
Board on February 16, 1995 and the City Council on March 7, 1995. Staff
recommends approval.
C. Discussion regarding a date for the annual tour of parks and facilities
The Board will discuss a date for the annual tour of parks and facilities.
Typically, the tour is held in October on a Saturday to allow for enough time
to tour every park and Parks & Recreation facility in Grapevine. Most of the
tour is drive-by.

The City of Grapevine Parks and Recreation Board met Thursday, July 17, 2003 at 7:00
p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the
following members present, to wit:

The meeting was called to order at 7:05 p.m.
Approval of Minutes
A motion was made by John Dalri and seconded by Roy Robertson to approve the June
19, 2003 minutes, with a correction showing Larry Francis as present. The motion passed
unanimously.
Recognition of service for outgoing Board Member Ryan Wade
A Presentation Award was given to Ryan Wade for his tenure on the Park Board.
New Business
A. Presentation of the financial and participation reports from the Grapevine Youth
Baseball Association, Grapevine Girls Softball Association, Grapevine Pee Wee
Football Association and the Grapevine/Southlake Soccer Association
Baseball Association: David Adams reported 559 participants for the Spring session and
313 for the Fall, for a combined total of 872.
Age group challenges
Fees range from $65 — 125.
There were no service issues.
Field Conditions:
• Sponsorship Goal $36 - $40
• Top Dressing $38,000 for entire park, mid August
• # 4 and # 5 = Drinking fountains
100% of the Coaches are certified.
14 Scholarships were distributed this past season.
Grapevine Southlake Soccer Association
Jeff Eberhart and Patrick Magee reported:
• A total of 2,060 participants and 160 teams.
Breakdown: 117 Southlake participants = 50%; 767 Grapevine residents = 37%
and 115 other = 5%
• 2 Seasons: fall/spring; North Texas Soccer Assoc. 2900+, 10% drop in
headcount. First year of drop in a long time. Possible trend could be because
of more activities.
• GV concession improvements; irrigation/sidewalks
• $20,000 approved grant North Texas Soccer Assoc./Joe Moore helped with
grant
• Bleachers, goals, nets, player benches, H2O fountains included in grant
Challenges:
(1) `Two city" — Southlake 70%, Grapevine 30% games
(2) User fee: Southlake $8, Grapevine $5 ` Youth soccer only
(3) Southlake/control of play, Grapevine/program fields, less practice and game
possibilities.
(4) Assign practices — not enough play sites.
(5) What is the commitment from Grapevine to soccer?
(a) Joe Moore: Grapevine is committed to GSSG. Play will start at
Meadowmere Park this Fall
(b) Feasibility study — Where is possible open space?
(c) Shane Wilbanks: City is committed to GSSA. The budget has taken a hit,
so program is on hold. Need matching funds; Graveling parking lot.
(6) John Dalri wanted to know why there is a user fee of $5 in Grapevine to GSSA.
(7) Needs practice places = 1
Quality of game fields = 2
No practices in Southlake this season because of a shortage of fields
Grapevine Girls Softball Association
Debbie Robinson reported:
• Purpose: Place to play, sportsmanship, teammates, keeps kids off streets.
• Participants for fall = 188 players, normally 6 select teams, 2 select teams in
Spring, more recreational teams
• Opening ceremonies had Clydene Johnson, Kevin Mitchell in attendance
• Play more in Grapevine tournament — 8, 10, 12 yrs.
Issues:
• Safety measures — helmets, base changes
• Field usage shortage
• Key master lock key — 3220 possible — GYB/GGSA/City to pay for a new lock
system
• Website link to City
• Drainage on #7; Issues, no quick fix.
Spring or summer before a trail project affects fields #4 and #5
Pee Wee Football
T. C. Cohen and James Schafer like the help from the City.
Purpose:
• Teaching discipline, right/wrong, winning/losing.
• Football participants 176; Cheerleading 50
• Of total 226 participants, Grapevine residents comprise 192, and non-residents

• Fees are $165 for Tackle and $105 for Flag football.
• TDF fees include: revenue/insurance/trophies $35
• Fiscal responsibilities tight
• Nike/footballs = 50 practice balls
Participant and lost kids:
• Flyers/mailouts GCISD issues
Service issues: Refunds; 3 days a week/1 Sat. per week
Cheerleader:
0 Banned a Parent from last year.
• Scholarship program similar to the City's Hero Program.
3 out of 9 coaches certified.
16 total scholarships.

Challenges, phone messages, return calls.
Meadowmere — for football practice? They are happy with Parr Park.
B. Discussion regarding the meeting time for the Parks and Recreation Advisory Board
A motion was made by Ray Harris and seconded by John Dalri to approve changing the
meeting time from 7:00 p.m. to 6:00 p.m., until adjusted otherwise. The motion passed
unanimously.
Miscellaneous Board Reports
• Old Fieldhouse at GHS report from Vicki Thomas — possibility of it becoming an Arts
Center
• Shane Wilbanks reported that there are no trash cans at the trail at Mills Run
Miscellaneous Staff Reports
• Status of Trail projects: Bidding Big Bear Creek. Final review to TXDOT August. Six
week process.
• Finalized Oak Grove Trail; 80% to 90% by November. Meadowmere Road Dec. 31 out
to bid
• Keep Grapevine Beautiful: Recycling program policies, Community Activities Center,
Library.
Motion was made by John Dalri and seconded by Barb Johnson to adjourn. The motion
passed unanimously. Time: 9:35 p.m.
