V. Old Business
A. _Update on security cameras in parks
Staff will update the Board on the concept of installing security cameras in
parks.
B. Update on the Big Bear Creek Trail
Staff will give a powerpoint presentation on the progress of the construction
of the Big Bear Creek Trail.
C.
Board Member Debra Tridico will give a report on the June 1gt" community
installation of the play equipment. The Board will have opportunities to be
involved with the project on the 1 gtn
VI. New Business
A. Discuss and consider a proposal from the Grapevine/Southlake Soccer
Association for lighting two soccer fields at Meadowmere Park
The Grapevine/Southlake Soccer Association would like to donate lights to
the City of Grapevine to light to soccer fields at Meadowmere Park.
Representatives from the association will be at the meeting to discuss the
proposal.

The City of Grapevine Parks and Recreation Board met Thursday, April 15, 2004 at
6:30 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with
the following members present, to wit:

The meeting was called to order at 6:33 p.m.
Approval of Minutes
A motion was made by Margie Mitchell and seconded by John Dalri to approve the
February 19, 2004 minutes. The motion passed unanimously.
New Business
Scott Brady of Grapevine Youth Baseball gave a brief presentation on their need for
another batting cage at the Oak Grove Baseball Complex. If approved by the Board,
the City will oversee construction of batting cages at Oak Grove Park near fields 11 and
12. The work will be done by Grapevine Youth Baseball members and paid for with
donated funds. These batting cages are to be used primarily for the 13 & up age group.
A motion was made by Debra Tridico and seconded by Stan Hinson to approve the
installation of batting cages at Oak Grove Park. The motion passed unanimously.
Chris Rutledge and Joe Sabella of the Dallas Amateur Radio Club gave the Board a
presentation on a field day at Meadowmere Park on June 26th and 27th for their annual
emergency preparedness training. They will be camping out Friday 25th until 1:00 p.m.
Sunday. Expected camping attendance is 8-10 on Friday and 20 on Saturday p.m. with
50-60 tops during the day. A motion was made by John Dalri and seconded by Margie
Mitchell to approve the request from the Dallas Amateur Radio Club to use a portion of
Meadowmere Park on June 26th and 27th for their annual emergency preparedness
training. The motion passed unanimously.
Ed Stone of the Grapevine Firefighter's Association informed the Board that they and
friends have raised funds for the Cole Ueckert Fire Engine Play Structure at Parr Park.
A Community Construction Day to construct the fire truck playground is scheduled for
June 1gth. The City will come back to put in safety surfacing and tighten the unit. Food
and drinks will be provided by the Grapevine Firefighters Association. The City Council
would have to approve acceptance of cash to purchase the unit. Information can be
found on Cole's Fire Truck at www.colesfiretruck.com website. A motion was made by
Stan Hinson and seconded by Margie Mitchell to approve the donation of a piece of play
equipment for Parr Park. The motion passed unanimously.
Doug Evans gave a brief presentation on FISH (Facility Interactive Surveillance Hub).
This is a security system for use in open park settings and provides the flexibility to
connect with the Police Department. It records by motion that justifies the need due to
vandalism at Casey's Clubhouse, pool, tennis court, etc. It is estimated to cost
approximately $7,000 per site for a 4 camera system. Shane Wilbanks indicated that he
would like to expand program to other areas — Botanical Gardens, trails, CAC, Pleasant
Glade, etc. in the future. A motion was made by Debra Tridico and seconded by John
Dalri to approve the concept of security cameras in areas where there is a high rate of
vandalism. The motion passed unanimously.
Old Business
Roy Robertson reported on the Grapevine Citizens Watch Group. Roy spent time with
the group to dispel concerns about the lake property becoming a resort. He had
suggested a meeting between the City and the group on March 24th. The feasibility
study was explained to the group. The Corps of Engineers requires a 5 -year
development plan, coupled with a public comment period. The next City group meeting
is scheduled for April 21 st. A citizen's survey is being considered.
Doug Evans handed out Frequently Asked Questions (FAA's) about the lake property
and informed the board that they were on the City's web site.

Motion was made by Stan Hinson and seconded by Margie Mitchell to adjourn. Motion
