IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 14`h DAY OF MAY, 2004 AT 5:00 PLL— Dire#r M (:-� i of Parks & Recreation CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, May 20, 2004 at 6:30 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Margie Mitchell Stan Hinson Ray Harris Debra Tridico (arrived 6:35) Absent Roy Robertson Vicki Thomas Staff: Doug Evans Joe Moore The meeting was called to order at 6:32 p.m. Approval of Minutes David Benedetto John Dalri (left at 7:07) Barbara Johnson Shane Wilbanks Larry Francis Kevin Mitchell Scott Hardeman A motion was made by Margie Mitchell and seconded by Stan Hinson to approve the April 15, 2004 minutes. The motion passed unanimously. Citizen Requests Betty Cheeker of 720 Corey (Fairway Drive & 26 area of COE lake property) wants to know what role the Parks and Recreation Board will have in choosing a 3rd party lessee. Chris Burton with Grapevi ne-South lake Soccer Association supports lighting Meadowmere Park for several reasons. Ray Henry — 1985 resident of Grapevine — supports lights at Meadowmere Park for games and practice methods. John Levitt, resident for 26 years, supports lights at Meadowmere to expand program in Grapevine-Southlake Soccer Association and Club Teams. Club team play is higher level of play than recreational and those kids are sought after by schools — to that end, more lights, more fields or availability is needed, with more lights at Meadowmere being a solution to this issue. He is asking for the Parks Board's support for lights. New Business Handouts were passed out on the lighting proposal at Meadowmere Park. (See attachment). Value of lights is $110,000 • Grapevine -South lake Soccer Association will contribute $55,000 for installation of lights. 225 teams in Grapevine-Southlake Soccer Association — Coaches will receive further training from professionals with select. Kevin Mitchell's concerns for maintenance have been addressed — This deal structure provides for more flexibility to all soccer fields. Lights will allow Parks and Recreation to schedule other activities under the lights. City to accept ownership of lights, maintenance and utility costs. John Dalri supports because his son and granddaughter play soccer. A motion was made by John Dalri and seconded by Barbara Johnson to approve the lighting proposal at Meadowmere Park. Motion passed unanimously. Old Business Update on security cameras in park — Doug Evans has met with the Police Department and the system will notify them when it is activated. Dove Park is the first park to use the system. The need for infrared lighting was questioned. This could be added at a later date. Update on Big Bear Creek Trail — Joe Moore narrated a powerpoint slide presentation of work done and work yet to do. Report on the Cole Uecker Firetruck Play Equipment for Parr Park — Debra Tridico asked for help from the Board to cover areas. Coverage includes: Nursery — Margie Food — currently undetermined City to provide coffee. Trash — Barbara Johnson Photos — Barbara Johnson The event begins June 19th at 8:00 a.m. at Parr Park. Breakfast/lunch will be provided. Miscellaneous Board Reports ♦ Doug Evans informed Board about Public Meeting on COE Lake Park property on Monday, June 28th at 7:00 p.m. at Grapevine Convention Center. He went over the 5 -year plan. Miscellaneous Staff Reports • OKAD • Oak Grove Trail • Games of Texas Shane Wilbanks complimented Kevin Mitchell on the Botanical Gardens, medians and all flowers in the City. Motion was made by Stan Hinson and seconded by Margie Mitchell to adjourn. Motion passed unanimously. Time: 7:45 P.M. RECORDING SECRETARY — Joseph D. Moore, Asst. Update on security cameras in parks Staff will update the Board on the installation of security cameras at Dove Park. B. Report on the Saturday, June 19" Cole Ueckert Firetruck Play Equipment Installation at Parr Park Staff will give the Board an update of the installation of the play equipment. C. Proposed Five-year Development Plan - Corps of Engineers property Staff will present the proposed Five-year Development Plan to the Board. The proposed plan is attached for review. VI. New Business A. Consider approval of an Adopt -A -Trail agreement with the Friends of Oak Grove Park for the C. Shane Wilbanks Trail, from Dove Loop to the trail head at the Oak Grove Soccer Complex The application is attached. Staff recommends approval. B. Consider moving the date of the July Parks & Recreation Advisory Board meeting due to conflicts with the July 15" date Staff have conflicts with the July 15`h date and would like the Board to consider moving the date of the meeting to Thursday, July 8" Note: Also attached is an outline of what staff has requested from the Youth Athletic Associations for their presentation at the July meeting.
