TRIPLETT, JR, PLANNER II DATE: JANUARY 5, 2023 SUBJECT: CONDITIONAL USE REQUEST CU22-57; SERVPRO RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider proposed changes to approved site plan of conditional use request CU22-10 (Ord. 2022-014). This request is specifically to allow building material changes, add doors and stairs for exiting purposes, add louvers for venting, and increase and decrease building height. This property is currently zoned “LI”, Light Industrial District, and is owned by ServPro. REQUEST The property owner, ServPro, intends to construct a one -story, 35-foot tall, 31,324 sq. ft. building for office and warehouse purposes. ServPro’s use is classified as a construction trade office in the City of Grapevine’s Zoning Ordinance, a use that is permitted by right in the “LI” Light Industrial District. On February 15, 2022, City Council approved conditional use request CU22-10 (Ord. 2022-014) to allow outdoor storage in conjunction with a 31,324-square-foot building. The following changes are proposed to the building’s elevations as the design has evolved and to meet building and fire code requirements: 1. Materials: revision from concrete tilt-wall construction to a split-faced concrete masonry block along the majority of the west elevation and approximately half of the northern elevation. Materials remain at 97% to 100% masonry concrete. 2. Building Height: West Elevation – height increased from 35 feet to 37.5 feet. South Elevation – height decreased from 35 feet to 34 feet, 7 ½ inches. East Elevation – height increased from 38.5 feet to 39.5 feet. North Elevation – height increased from 36.5 feet to 37 feet, 4 inches. 3. Doors: W est Elevation – added three egress doors with steel staircases. South Elevation – added two egress doors with steel staircases. East Elevation – added one egress door with a steel staircase, converted window to Agenda Item # III. A. Several louvers of various sizes have been added to the west, south, and east elevations for ventilation purposes. BACKGROUND INFORMATION The subject site and surrounding property were zoned “R-1”, Single Family Dwelling District before the 1984 City-wide rezoning. City Council on July 20, 2004, approved Z03 -07 (Ord. 2004-43) rezoning the subject property from “CC”, Community Commercial District to “LI”, Light Industrial District. The property owner at the time planned to utilize the property as warehouse inventory for their retail business, D/RW Honda, and possibly provide lease space for warehousing of goods and materials. The development project did not move forward after approval of the rezoning request. /em
