IN ACCORDANCE WITH XAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS TURE, THE OARD FETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 15`h DAY OF OCTOB R 2004 AT 5: 0 P.M OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Monday, October 18, 2004 at 6:30 p.m. at the Senior Activities Center, 421 Church Street, Grapevine, Texas with the following members present, to wit: Larry Francis Susan Pittman Barbara Johnson Leon Leal Debra Tridico John Dalri Roy Robertson Ray Harris Absent Margie Mitchell Staff: Doug Evans Kevin Mitchell The meeting was called to order at 6:30 P.M. by Chairperson Larry Francis. Approval of Minutes A motion was made by Debra Tridico and seconded by Barbara Johnson to approve the minutes of the September 25, 2004 minutes with one correction. The approval of the minutes of the last meeting indicated September 25, 2004 when it should have read August 19, 2004. The motion passed unanimously. New Business Doug Evans informed the Board that their role as a Board will be enhanced with the addition of the new Corps property. Mr. Evans said that the City Council wanted the Board to be involved in the approval of elements outlined in the five-year development plan approved by the City Council. The Board discussed the professional services contract with Carter & Burgess for improvements outlined in the five-year development plan for the Corps of Engineers property. A question was asked about the need for a business plan and Mr. Evans explained that this was important because the business plan includes an operations and maintenance review of the campground, review of revenues and expenditures and also includes a survey of campers that will give the City current marketing and pricing strategies. A motion was made by Ray Harris and seconded by Barbara Johnson to approve the professional services contract with Carter & Burgess. Motion passed unanimously. Board members considered the approval of funds from the Grapevine-Southlake Soccer Association (GSSA) for the installation of lights for three soccer fields at Meadowmere Park. Representatives from the GSSA were present at the meeting. The Board thanked the GSSA for the donation of funds. Motion was made by John Dalri and seconded by Barbara Johnson to approve the donation of $85,200 from the GSSA for the installation of lights for three soccer fields at Meadowmere Park. Motion passed unanimously. A motion was made by Roy Robertson and seconded by Susan Pittman to approve the Adopt -A -Park application from the Friends of Casey for Casey's Clubhouse at Dove Park. Motion passed unanimously. A motion was made by Debra Tridico and seconded by Susan Pittman to approve the Adopt -A -Park application with Brownie Girl Scout Troop 1447 for the northeast portion of the Oak Grove Soccer Complex, including the playground. Motion passed unanimously. Miscellaneous Board Reports Barbara Johnson praised the work of Parks Maintenance worker Christine Coppola at the Botanical Gardens. Roy Robertson mentioned there are still problems at the parking area at Horseshoe Trails Park at Dove Road. Leon Leal thanked staff for meeting with Grapevine Youth Baseball officials at Oak Grove Park to discuss maintenance issues. Ray Harris informed staff that the walk-through at Lakeview Park needed some attention. Ray also said that there is a speeding problem at Dove Loop by the Oak Grove Softball Fields. The marking of the trail system was also discussed at the Board meeting. C. Shane Wilbanks said that it would be nice to have all the trails marked with the mileage system that is on the lake trails. Ray Harris said that the Grapevine Runners & Walkers Club would be doing the entire trail system when the City is ready to do it. Miscellaneous Staff Reports Doug Evans reported that staff received information on October 18th that TxDot has reviewed the plans for the Oak Grove Trail and that the project will go out for bids no later than the first of December. Mr. Evans also said that the bridge over the low water crossing at Parr Park has been installed and that there is progress on the trail. Mr. Evans also said that the project was behind schedule due to the recent rains. Mr. Evans informed the Board that approximately 2,000 people and 500 dogs attended the Pooch Playday at Meadowmere Park on September 25th and that the sponsors were happy with the turnout. Susan Pittman indicated that Keep Grapevine Beautiful would be receiving approximately $250 per month from the Gaylord Texan from plants that they sell to employees and their change -outs. Ms. Pittman also said that Keep Grapevine Beautiful was present at the Butterfly Flutterby and a couple of other events recently. A motion was made by John Dalri and seconded by Ray Harris to adjourn. The motion passed unanimously. Consider approval of staff's action in authorizing a topographical survey at the Silver Lake Campground In order to keep the project moving, staff authorized Moak Surveyors, Inc. to begin the survey work on the west side of the Silver Lake Campground. Most of the improvements approved by the City Council at the Silver Lake Campground will take place on the west side of the campground. However, it is important that a topographical survey by done on the entire campground to complete the design work in the campground. Staff recommends approval. B. Consider approval of a concept plan of the Silver Lake Campground Carter & Burgess has completed the draft of the concept plan of the Silver Lake Campground that includes all the amenities approved by the City Council. The Board will discuss the proposed plan and consider approval. A copy of the plan is attached for Board review. Staff recommends approval. C. Consider renewal of an Adopt -A -Road application with Barbara and Jim Johnson for Snakey Lane The application is attached for review. Staff recommends approval. D. Consider approval of an Adopt -A -Road agreement with Grapevine Masonic Lodge #288 for Dove Loop, from Main Street to Dove Road The application is attached for review. Staff recommends approval. E. Discuss the need for a December meeting Historically, the Board has not met in December due to the busy Christmas season. Staff would suggest canceling the meeting unless there is business that needs to come before the Board.
