C� DIR OR OF PARKS & RECREATION CITY OF GRAPEVINE :OUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, November 18, 2004 at 6:30 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Susan Pittman Larry Francis Barbara Johnson Margie Mitchell Debra Tridico Leon Leal Roy Robertson Ray Harris Shane Wilbanks Absent Staff: Vicki Thomas John Dalri Doug Evans Joe Moore The meeting was called to order at 6:35 p.m. by Chairperson Larry Francis. ,approval of Minutes A motion was made by Margie Mitchell and seconded by Susan Pittman to approve the minutes of the October 18, 2004 minutes. Motion passed unanimously. New Business A. Topographical Survey of Silver Lake Campground — A motion was made by Debra Tridico and seconded by Margie Mitchell to approve staff's action in authorizing Moak Surveyors to do a topographical survey at Silver Lake Campground. The motion passed unanimously. B. Silver Lake Concept Plan — Doug Evans presented the plan to the Board. A motion was made by Ray Harris and seconded by Susan Pittman to approve the concept plan of the Silver Lake Campground. Motion passed unanimously. C. Adopt -A -Road - A motion was made by Susan Pittman and seconded by Debra Tridico to renew the Adopt -A -Road agreement with Barbara and Jim Johnson for Snakey Lane. Motion passed with 6 for and 1 abstention (Barbara Johnson). D. A motion was made by Barbara Johnson and seconded by Margie Mitchell to approve an Adopt -A -Road agreement with Grapevine Masonic Lodge #288 for Dove Loop, from Main Street to Dove Road. Motion passed unanimously. E. December Meeting — A motion was made by Ray Harris and seconded by Barbara Johnson cancel the December meeting because of the holidays. Motion passed unanimously. Miscellaneous Board Reports Roy Robertson reported that no clean up was done after a pool was built — drainage interrupted on Horseshoe Trails. Miscellaneous Staff Reports Doug Evans and Joe Moore reported on various items. Susan Pittman gave a report on Keep Grapevine Beautiful. A motion was made by Debra Tridico and seconded by Susan Pittman to adjourn. The motion passed unanimously. Time: 7:28 p.m. RECORDING SECRETARY — Joe Moore, Asst. Consider modifications to the fees and policies at the Botanical Gardens relating to professional photography Attached is a memo regarding recommendations from staff on fees and policies for professional photography at the Botanical Gardens. Also attached is the Professional Photographer Contract. B. Review concept plans for the restroom facilities at Silver Lake Campground Staff will present plans for the restroom facilities for the Silver Lake Campground. C. Review concept plans of the fountain for the Botanical Gardens Staff will present plans for the fountain for the Botanical Gardens. D. Consider approval of an Adopt -A -Road application with the Grapevine Heritage Lions Club for W. D. Tate Avenue. from SH 114 to Dallas Road The application is attached for review. The Grapevine Lions Club previously adopted this area but this group did not renew the agreement when it expired in October of 2004. The Grapevine Heritage Lions Club is another Chapter of the Lions Club in Grapevine. E. Discuss and consider a deposit and permit for accessing parks to do home improvements We have had issues in the past where contractors have asked for access to parks to do home improvements at residences in Grapevine that border parks. There has also been times that the contractor done damage to the park and not repaired it. The Board will discuss a permit and a refundable deposit for contractors accessing parks.
