PROJECT DESCRIPTION: CU22-60 The Carter – submitted by Enclave Carter, LP for property located at 2149 Anderson Gibson Road and platted as Block 1, Lot 2, Grapevine Carter Addition. The applicant is requesting a conditional use permit to amend the previously approved site plan CU18-25 (Ord. 2018-88) for a master site development to include, but not be limited to the development of a co-branded hotel and a multifamily development. This request is specifically related to the multifamily development to allow the expansion of an outdoor amenity pavilion, the addition of 5 carport structures covering 37 parking spaces, and the addition of a roof over the existing refuse compacter enclosure. The property is zoned “HCO”, Hotel and Corporate Office and is owned by Carter Grapevine Partners. PUBLIC WORKS Contact Paul Lee - Civil Engineer, Elizabeth Reynold EIT or Cristin Turner (Platting) – Civil Engineer at 817.410.3136 for the following comments: • The drainage on the site was originally intended to be tied into the drainage with the hotel. The plans allowed for temporary drainage fixes at two locations on the site until the hotel started construction. These are meant to be temporary and not permanent as they are already causing erosion issues. The drainage pattern needs to reflect what was originally intended for this site. The drainage area map and the drainage calculations still reflect the original intended plan. If the drainage is intending to be changed, we need to see the changes and be sure they include the removal of the two temporary drainage structure and that the new plans meet the original intent. PLANNING SERVICES All Sheets – • Amend project number within the Signature/Approval block to CU22-60. • Within the Signature/Approval block correct “Department of Development Services” to “Department of Planning Services.” CU22-60 DECEMBER 16, 2022 THE CARTER 2149 ANDERSON GIBSON ROAD BLOCK 1, LOT 2, GRAPEVINE CARTER ADDITION Insert File Path 2 • Amend the purpose statement to, “The purpose of this conditional use request is to amend the multifamily development on Lot 2 to allow the expansion of an outdoor amenity pavilion, add five carport structures covering 37 parking spaces, and a roof cover over the existing refuse enclosure and container. • Add the following standard notes: Standard notes shown below should be included separately from any other notes and should have a title that states “Standard Notes.” o Refuse disposal areas shall be landscaped and screened from view in accordance with the Zoning Ordinance. o Mechanical and electrical equipment including air conditioning units, shall be designed, installed, and operated to minimize noise impact on surrounding property. All such equipment shall be screened from public view in accordance with the Zoning Ordinance. o Open storage, where permitted, shall be screened in accordance with the Zoning Ordinance. o The masonry requirements of Section 54 of the Zoning Ordinance shall be met. Insert File Path 3 o Illuminated signage was included in the determination of the site illumination levels. o Outdoor lighting shall comply with illumination standards within Section 55 of the Zoning Ordinance unless specifically excepted. o Proposed ground signage shall meet the minimum requirements of Section 60 of the Zoning Ordinance and is contingent upon approval of a separate building permit with Building Services. o All onsite electrical conductors associated with new construction shall be located underground. o Uses shall conform in operation, location, and construction to the following performance standards in Section 55 of the Zoning Ordinance: noise, smoke and particulate matter, odorous matter, fire or explosive hazard material, toxic and noxious matter, vibration, and/or other performance standards. o All requirements of the City of Grapevine soil erosion control ordinance shall be met during the period of construction. • Site Plan seems to be within the plan set twice. Master Site Plan – Sheet # 1 of 16 • Label Hotel site with the following: “Previously approved CU18-25 for the Hotel site expired 12/2020.” • Label the table of the Site Area Calculation for the hotel development as “Expired”. • Label the table of the Building Area Calculation for the hotel development as “Expired”. • Remove the Site Area Calculations table for the Overall Development. • Remove the Hotel Building, Lot and Parking Data. • Provide shading showing the proposed 5 carport structures covering the 37 parking spaces. TRIPLETT, JR, PLANNER II DATE: JANUARY 5, 2023 SUBJECT: CONDITIONAL USE REQUEST CU22-60; THE CARTER RECOMMENDATION Staff recommends the Site Plan Review Committee (SPRC) consider the proposed changes to the approved site plan for conditional use request CU18-25 (Ord. 2018-88). This request is specifically to allow expansion to an outdoor amenity pavilion, a covered refuse container, and covered parking for an apartment development currently under construction. This property is currently zoned “HCO”, Hotel and Corporate Office District and is owned by Enclave Carter, LP. REQUEST The property owner, Enclave Carter, LP is constructing a four story, 275-unit multifamily development on the subject site. City Council on December 18, 2018 approved conditional use request CU18-25 (Ord. 2018-88) to establish a master site development plan to include a 303 room co-branded hotel on Lot 1 and 275 multifamily units on Lot 2. The hotel has not developed and the approval for the hotel has expired. The following changes are proposed for the multifamily use:  A proposed outdoor amenity pavilion located adjacent to the pool that includes the mailroom, poolroom, and resident lounge is proposed to increase by 657 square feet; from 741 square feet to 1,398 square feet;  A cover is proposed atop the refuse container screening device, with a total height of 16 feet, 3/4 inch. The cover is required to prevent rainwater from entering an existing sanitary sewer drain under the dumpster pickup area; and  Four carport structures eight feet in height are proposed atop 29 parking spaces; three carports adjacent to Building 1 and one carport adjacent to Building 4. BACKGROUND INFORMATION The subject site was zoned “I-1”, Light Industrial District prior to the 1984 City-wide rezoning. City Council in 1984 rezoned the subject site to “PID” Planned Industrial Development District. /at
