DIRUCITOR OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, January 20, 2005 at 6:30 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Larry Francis John Dalri Ray Harris Roy Robertson Shane Wilbanks Absent Leon Leal Staff: Doug Evans Kevin Mitchell Debra Tridico (left @ 6:57) Margie Mitchell Susan Pittman Barbara Johnson Vicki Thomas (arrive 6:45) Joe Moore Chris Smith The meeting was called to order at 6:34 p.m. by Chairperson Larry Francis. Approval of Minutes A motion was made by Ray Harris and seconded by Margie Mitchell to approve the minutes of the November 18, 2004 meeting. Motion passed unanimously. Citizen Comments Debbie Robinson represented Grapevine Girls Youth Softball Association. They have outgrown the one lighted field for games. The Association made a proposal to convert a baseball field to a girls softball team. Tournaments are the only way to raise funds. A recent tournament netted $3,000 plus. New Business Photography Fees at Grapevine Botanical Garden - Fee and policy considerations: Barbara Johnson mentioned needing signs. Kevin Mitchell said that 5 signs had recently been added. Ray Harris questioned the need to make this an ordinance. A motion was made by Barbara Johnson and seconded by John Dalri to modify the fee for professional photography at the Botanical Gardens from $25 per hour to $50 per hour for Grapevine businesses and residents and $75 per hour for non -Grapevine businesses. The motion also limits the number of professional photographers at the Gardens to two and one time and the length of session may not exceed two hours. The motion passed unanimously. Silver Lake - Joe Moore gave a report on the "footprint' of 2 new restrooms at Silver Lake Campground. Botanical Garden Fountain — A presentation of the proposed fountain was given by Kevin Mitchell. Shane Wilbanks explained that it is designed to see and feel the water. Adopt -A -Road - A motion was made by John Dalri and seconded by Barbara Johnson to approve the Adopt -A -Road agreement with the Grapevine Heritage Lions Club for W.D. Tate Avenue, from SH 114 to Dallas Road. Motion passed unanimously. Park Access Permits — With regard to home improvement requests to access park property to build pools, fences, etc., a proposal was made to require a $25 permit fee with a $200 deposit, refunded if left as found. A motion was made by Susan Pittman and seconded by Barbara Johnson to impose a $25 permit fee with a $500 deposit, refunded if the park property was left in the condition it was prior to the access. Motion passed unanimously. Miscellaneous Board Reports • Vicki Thomas reported that Leon Leal is a Co -Chair of GCISD Bond Committee. • John Dalri asked if there is a Student Representative. Vicki Thomas will follow up on this item. • Susan Pittman reported that Keep Grapevine Beautiful became a conduit for cleanup beautification projects. Keep Grapevine Beautiful's Community Cleanup is March 5th. Household Hazard Waste is the same day. • Margie Mitchell reported that officer Brad Mitchell has been assigned to patrol the Big Bear Creek Park area. Miscellaneous Staff Reports • Joe Moore and Doug Evans reported on trail projects, with reference to: ➢ Big Bear Creek Trail ➢ Oak Grove Trail ➢ Meadowmere Road Trail • Kevin Mitchell reported on Meadowmere Lights Project funded by a donation from G rapevine/South lake Soccer Association. • Doug Evans reported on new street signage projects in the City. • Chris Smith reported on the Daddy/Daughter Dance. There will be fun for all ages. New this year are 2 age groups: under 7 and 8 & up. Chris also asked for volunteers. A motion was made by John Dalri and seconded by Margie Mitchell to adjourn. Consider modifications to the policies at Silver Lake Campground and fee modifications for the boat ramps and sanitary sewer dump stations Please see the attached memo regarding the items above. B. Consider approval of an Adopt -A -Road agreement with Texas Teddy Bear Factory for Dove Road. from Dove Loop to Silvercrest Lane Please see the attached agreement. Staff recommends approval. C. Consider renewal of an Adopt -A -Road agreement with Karen & John McGergow for Kimball Road. from Silvercrest Lane to Roaring Springs Please see the attached agreement and report form. Staff recommends approval. D. Consider renewal of an Adopt -A -Park agreement with the Cohen Family for the drainage stream in Parr Park. from Parr Lane to Big Bear Creek Please see the attached agreement and report form. Staff recommends approval.
