Approval of Minutes A motion was made by Leon Leal and seconded by John Dalri to approve the minutes of the April 21, 2005 meeting. Motion passed unanimously. Citizen Comments There were no citizen comments. New Business A motion was made by Barbara Johnson and seconded by Ray Harris to approve the Adopt -A -Road agreement with Wagon Wheel Ranch for Ruth Wall Street, from SH 26 to the bridge on Ruth Wall Street. Motion passed unanimously. A motion was made by Debra Tridico and seconded by Leon Leal to amend Section 2, Chapter 16 of the Grapevine Code of Ordinances to open the position of student ex - officio member of the Parks and Recreation Advisory Board to all students in Grapevine, whether they are in Colleyville/Heritage High School, Grapevine High School, or a private school. Motion passed unanimously. Committees were picked for the Grand Opening/Ribbon Cutting celebrations for the following: Botanical Gardens — Barbara Johnson, Debra Tridico Hike & Bike Trails — Ray Harris, Leon Leal, John Dalri, Susan Pittman A new logo is being considered for the Adopt-A-Road/Park program and size of signage for the Adopt -A -Road program. Comments were: • Make Grapevine solid • Look at fonts for Adopt -A -Road • Put phone number on it • Size of sign • Too much white background • Like the separate panel signs • Staff to install prototypes for Board review Miscellaneous Board Reports • Vicki Thomas of the GCISD Board reported that a resolution for $108 million Bond package has been adopted to go to voters in September. • Susan Pittman reports that Keep Grapevine Beautiful is preparing a yearlong programming schedule. Miscellaneous Staff Reports • Joe Moore reported on progress of Big Bear Creek Trail and Oak Grove Trail. • Doug Evans reported on the Recreation Division — Fashion Show at CAC. • Doug Evans reported on interviewing for the SAC Director. • Joe Moore reported that the Adventureteam.com event was successful and are looking at combining it with OKAD next year. A motion was made by Susan Pittman and seconded by John Dalri to adjourn. The motion passed unanimously. Time: 6:42 p.m. RECORDING SECRETARY — Joe Moore, Asst. Director DIREC OR OF PARKS AND RECREATION CHAT OF THE BOARD V. Old Business A. Silver Lake Campground Improvements Staff will give a powerpoint presentation on the cost of the improvements to Silver Lake Campground and the projected revenue to pay for not only the improvements at the campground but also the replacement of restrooms called for in the five-year development plan. VI. New Business A. Consider approval of an Adopt -A -Road agreement with the Gaylord Texan Resort and Convention Center for SH 26. from Ruth Wall to the entrance of Gaylord and for Turner Road from Boyd Drive to Ruth Wall Street The application is attached for review. Staff recommends approval. B. Consider renewal of an Adopt -A -Road agreement with the Vinz Family for Pool Road. from Hall -Johnson Road to Barberry Road The application and report form are attached for review. You will notice that the Vinz Family has indicated on the report form that they picked up litter four times in both 2003 and 2004 but was not sure about the other two dates of the pickups for each year. Staff will notify them and make sure that they understand that the contract calls for picking up litter a minimum of six times per year. C. Consider an ordinance relating to the use of public property Attached is an ordinance relating to the use of public property. The reason for the ordinance is because we have had issues over the past few years regarding citizens encroaching onto park property adjacent to theirs. We have also had issues with residents cutting down trees in parks for several reasons staff will go over at the meeting. D. Presentation of the findings of the citizen survey relating to parks and recreation Staff will present the findings of the phone survey that was conducted by national Service Research from April 18, 2005 to May 1, 2005.
