Consider renewal of an Adopt -A -Road agreement with the Vinz Family for Pool Road, between Hall -Johnson Road and Barberry Road C. Consider an ordinance relating to the use of public property D. Presentation by the Roaming Buffalo Diner regarding mobile food concessions at the Oak Grove Soccer Complex E. Presentation of the findings of the citizen survey relating to parks and recreation VII. Motion passed unanimously. Citizen Comments There were no citizen comments. Old Business Doug Evans presented the Silver Lake Campground renovation plan. Roy Robertson asked when fees changed to include a resident/non-resident charge. Answer: 3 — 4 years ago. Roy Robertson asked why an incentive pay was included. Answer: To encourage a quicker construction time. Barbara Johnson asked how long would it take to pay back the bond? Answer: 20 years. New Business D. Larry Backman, representing The Roaming Buffalo Diner, made a presentation of his request to have a concessionaire opportunity at Lake Grapevine. There were concerns from the Board about litter, taking funds away from youth Associations and concerns about tracking of funds. Staff is to consider further and report back to the Board. A motion was made by John Dalri and seconded by Barbara Johnson to approve the Adopt -A -Road agreement with the Gaylord Texan Resort and Convention Center for SH 26, from Boyd Drive to Ruth Wall Street. Motion passed unanimously. A motion was made by Debra Tridico and seconded by John Dalri to approve the Adopt - A -Road agreement with the Vinz Family for Pool Road, between Hall -Johnson Road and Barberry Road. Motion passed unanimously. There was a discussion on considering an ordinance relating to the private use of public property. There were some favorable comments to have an ordinance, but questioned the strength of a proposed ordinance compared to the Corps of Engineers regulations. Doug Evans presented the findings of the citizen survey relating to Parks and Recreation. A full copy is available at the Parks and Recreation office and at the Grapevine Library. Miscellaneous Board Reports • There were no Board reports. Miscellaneous Staff Reports • Joe Moore reported on progress of Big Bear Creek Trail and Oak Grove Trail. • Doug Evans reported on the Recreation Division's Triathlon. • Doug Evans reported that the SAC Director position is still open. • Susan Pittman reported that Keep Grapevine Beautiful has a year round plan developed. There are 15 events targeted to keep focus on Keep Grapevine Beautiful. The connection with the schools is improving A motion was made by John Dalri and seconded by Susan Pittman to adjourn. Presentation of the financial and participation reports from the Grapevine Youth Baseball Association Grapevine Girls Softball Association, Grapevine Pee Wee Football Association and the Grapevine/Southlake Soccer Association Included in your packets are the reports that were available to staff when the packets were mailed to you. Members of each of the associations have been invited to the meeting to explain the reports and to answer any questions the Board Members may have. B. Consider renewal of an Adopt -A -Road agreement with the Goldberg Family for Silvercrest Lane. from Dove Road to Kimball Road The agreement and the report form are attached for review. Staff recommends approval. C. Consider approval of an Adopt -A -Park agreement with the Matthew Goldberg Family and Friends for Dove Crossing Park The agreement is attached for review. Staff recommends approval. D. Discussion regarding the meeting day and time for the Parks & Recreation Advisory Board meetings This Board will discuss the date and time of the meetings.
