R OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, July 21, 2005 at 6:30 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: John Dalri Leon Leal Larry Francis Absent: Margie Mitchell Sarah Waldrop Shane Wilbanks Barbara Johnson Staff: Doug Evans Scott Hardeman The meeting was called to order at 6:31 p.m. Susan Pittman Ray Harris Lawrence W. Baker Vicki Thomas Roy Robertson Debra Tridico Kevin Mitchell Introduction of new Advisory Board Member — Lawrence W Baker Larry Francis welcomed and introduced Lawrence Baker to the Park Board. Invocation A moment of silence was observed. Approval of Minutes A motion was made by Leon Leal and seconded by Susan Pitmman to approve the minutes of the June 16, 2005 meeting. Motion passed unanimously. Presentation on Plaques to Outgoing Members Larry Francis recognized and presented Stan Hinson with an appreciation plaque for his service to the Park Board. Citizen Comments • There were no citizen comments. New Business A. Presentation of the financial and participation reports from the Grapevine Youth Baseball, Grapevine Girl's Softball Association, Grapevine Pee Wee Football Association and the Grapevine/Southlake Soccer Association Grapevine Youth Baseball — Eddie Ouille gave the GYB annual report. GYB saw a 20% increase in participation numbers, mainly due to Blast ball 3&4 year olds, and an increase in the 15-19 age divisions. GYB reported 411 participants in the fall 2004 and 628 in the spring 2005. A correction was made on the amount of scholarships given this past fall. The number was 15 not 11 as reported. Grapevine Girl's Softball Association — Debbie Robinson gave the GGSA annual report. They too saw an increase in participation from the fall 2004 season to the spring 2005 season. GGSA recommended a multi -use field for the 10 & under teams. Possibility of sharing a lighted field with baseball. They certified 7 coaches this past year with NYSCA, and they conduct background checks on each coach and assistant coach. Finally, Debbie reported that they are hosting an ASA sanctioned softball tournament on September 9-11 at Oak Grove Complex. Susan Pittman asked about the participant numbers are they consistently going up? Debbie responded with they are seeing an increase of individuals and teams wanting to play in Grapevine. Susan Pittman also asked if there were any limitations of where participants live? Debbie responded, as no, she is seeing people from Arlington, Flower Mound and other areas coming into to Grapevine. Leon Leal asked about the Golf Tournament Sponsorship and does GHS do anything for GGSA? Debbie responded they did buy a sign at a hole for the fundraiser golf tournament that the GHS softball team hosts, and they do provide tickets to games for the girls to watch them play. Grapevine PeeWee Football Association — James Schafer gave the GPWFA annual report. GPWFA had 207 participants in both football and cheerleading. Had major problems with the cheerleading last year in which the cheerleader director resigned and a new person stepped in to get them through the season. Also had problems with the cheerleading outfits arriving on time. GPWFA has officially changed their name to Grapevine Youth Football and Cheerleading Association (GYFCA). Additionally, for tax purposes they completed a 1023 form with the IRS to become a 501(c)(3) status. This year they followed the HERO program's guidelines for scholarships within their association. They are looking into ways to accommodate underprevilaged participants that don't live in Grapevine. GYFCA is excited about using the GMS facility this fall and will donate $400 as a good faith gift to GCISD. Finally, they are looking into hiring a CPA to file and audit their books. Leon Leal asked about the participation numbers as in comparison to the past 5 years? James Schafer responded they are a little lower than 5 years ago, mainly due to the TDFA. TDFA is the parent association and they play 4 other cities within the league. Also, a lot of Grapevine residents play in Colleyville and Southlake because they attend those schools. Lawrence Baker asked is there is a waiver the participants sign? James Schafer reported yes. Susan Pittman asked what does the TDFA give back? James Schafer responded the money from each participant goes for liability insurance, referees, and trophies. Leon Leal asked about what does the league provide in equipment? James Schafer responded, the league provides Jersey, helmet and shoulder pads. Grapevine-Southiake Soccer Association — No representative The GSSA report is tabled until the August 2005 meeting. B. Consider renewal of an Adopt -A -Road agreement with the Goldberg Family for Silvercrest Lane, from Dove Road to Kimball Road. A motion was made by Ray Harris and was seconded by John Dalri to approve the renewal of the Adopt -A -Road agreement with the Goldberg Family for Silvercrest Lane, from Dove Road to Kimball Road. Motion passed unanimously. C. Consider approval of an Adopt -A -Park agreement with the Matthew Goldberg Family and Friends of Dove Crossing Park. A motion was made by John Dald and was seconded by Susan Pittman to approve the Adopt -A -Park agreement with the Matthew Goldberg Family and Friends for Dove Crossing Park. Motion passed unanimously. D. Discussion regarding the Meeting day and time for the Parks & Recreation Advisory Board meetings. A motion was made by Leon Leal and seconded by Ray Harris to move the Parks and Recreation Advisory Board meeting time to 6 PM. Motion passed unanimously. Miscellaneous Board Reports Ray Harris reported that the Dallas Diamonds (women's tackle football team) has been practicing on Saturday mornings at Parr Park. Leon Leal added he has seen them there Thursday evenings as well. Staff will look into this with the Dallas Diamonds. Leon Leal asked staff is it would be possible to set buoys at the beach at Meadowmere to help separate the swimmers and jet skis. Staff reported they set buoys at the beginning of July at that site. Susan Pittman asked about the funding for the other side of the creek at the Heritage Park. Staff reported there is no funding to date, and not much activity other than trails and open areas. Susan also asked about the Troop 7 hut. Staff is waiting on pictures of the facility to go forward with the project to eventually host a dedication at the site. Miscellaneous Staff Reports • Kevin Mitchell reported on progress of Oak Grove Trail and Big Bear Creek Trail. • Doug Evans reported that a recommendation has been made for the SAC Director position. • Susan Pittman reported that Keep Grapevine Beautiful is working on an educational plan. A motion was made by Susan Pittman and seconded by Ray Harris to adjourn. The motion passed unanimously. Presentation of the financial and participation reports from the Grapevine- Southlake Soccer Association No officials from this association were able to attend the July meeting to give the reports so staff asked them to send a representative to the August meeting. B. Consider approval of road name changes for the lake parks The Board discussed this issue at the April 21St meeting. Since that time, the Council has reviewed the name changes and made a recommendation to change the names of the roads in Silver Lake Campground. The Board will discuss the recommended names for the lake park roads and for the campground and consider approval. Attached is a map identifying the name changes of the lake park roads and campground. C. Consider approval of a new Adopt-A-Road/Park sign The Board discussed the new signage at the May 19th meeting. Staff has installed two signs along Dove Extension for the Board to drive by and view. The Board will consider approval of a new sign. The sample signs will be installed along Dove Loop on Monday, August 15th for review by the Board. VIII. New Business A. Consider approval of an Adopt -A -Park application with MB & Kathleen Morris for C. J. Hutchins Park A copy of the application is attached for review. Staff recommends approval. B. Consider approval of an Adopt -A -Road application with Kathleen & Mike Morris, The Telephone Connection for Ruth Wall Street from the back of the Gaylord Texan to Bushong Road A copy of the application is attached for review. Staff recommends approval. C. Consider approval of an Adopt -A -Park agreement with (Robert) Buck Buchanan and Georiean Sheriff for Lakeview Park A copy of the application is attached for review. Staff recommends approval. D. Consider renewal of an Adopt -A -Road agreement with the Grapevine American Business Club for Main Street. from SH 114 to Northwest Highway and Barton Street and Jenkins Street Copies of the application and report form are attached for review. E. Consider moving the September meeting from the 15th to the 22nd of September Due to a conflict, staff would like the Board to consider moving the September meeting from the 15th to the 22nd of September.
