DIR TOR OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, January 19, 2006 at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Larry Francis John Dalri Leon Leal Roy Robertson Absent: Ray Harris Staff: Doug Evans The meeting was called to order at 6:00 p.m. Invocation A moment of silence was observed. Approval of Minutes Lawrence Baker Debra Tridico Susan Pittman Sarah Waldrop Margie Mitchell Joe Moore A motion was made by Debra Tridico and seconded by Susan Pittman to approve the minutes of the November 17, 2005 meeting. Motion passed unanimously. Citizen Requests There were no citizen requests. New Business A. Doug Evans presented the concept plan for Bellaire Park. The plan follows established Neighborhood Park Standards. A motion was made by Roy Robertson and seconded by Leon Leal to approve the concept plan of Bellaire Park. Motion passed unanimously. B. Doug Evans presented information to consider co-sponsorship agreement with Grapevine Youth Wrestling. The facilities used will be GCISD. A motion was made by John Dalri and seconded by Susan Pittman to approve the co- sponsorship of the Grapevine Youth Wrestling and a Facilities Utilization Agreement with the group. Motion passed unanimously. C. Consider renewal of an Adopt -A -Road application with the Western Oaks III Homeowners Association for River Oaks Drive and Western Oaks Drive. A motion was made by Debra Tridico and seconded by John Dalri to approve the Adopt - A -Road renewal with the Western Oaks III Homeowners Association for River Oaks Drive and Western Oaks Drive. Motion passed unanimously. D. Consider renewal of an Adopt -A -Road application with the Belfort Homeowner's Association for Heritage Avenue, from Hall -Johnson Road to Big Bear Creek. A motion was made by Susan Pittman and seconded by Roy Robertson to approve the Adopt -A -Road renewal with the Belfort Homeowner's Association for Heritage Avenue, from Hall -Johnson Road to Big Bear Creek. Motion passed unanimously. E. Consider renewal of an Adopt -A -Trail application with Jean Titus for the C. Shane Wilbanks Trail, from Horseshoe Trails to Kimball Road. A motion was made by Roy Robertson and seconded by Debra Tridico to approve the Adopt -A -Trail application with Jean Titus for the C. Shane Wilbanks Trail, from Horseshoe Trails to Kimball Road. Motion passed unanimously. F. Consider renewal of an Adopt -A -Road agreement with the Grapevine Elementary School Student Council for Hall -Johnson Road, from SH 121 to Hughes Road. A motion was made by John Dalri and seconded by Debra Tridico to approve the Adopt - A -Road renewal with the Grapevine Elementary School Student Council for Hall - Johnson Road, from SH 121 to Hughes Road. Motion passed unanimously Miscellaneous Board Reports • Graffiti reported on Gazebo at Casey' Clubhouse by Debra Tridico. Miscellaneous Staff Reports • Joe Moore gave a progress report on the Katie's Wood Boat Ramp. Doug Evans reported that there will be a Public Hearing on February 16`h with reference to Katie's Woods Boat Ramp. • Joe Moore gave a report on Big Bear Creek and Oak Grove Trails. • Joe Moore gave an update on the Vineyard's Campground. • Doug Evans gave a report on the website address for Parks and Recreation. • Susan Pittman reported on Keep Grapevine Beautiful. A yearlong program has been established. The first event is Trash Bash on March 4th. Keep Grapevine Beautiful is rolling out a matching grant program with GCISD schools targeting elementary schools with a $200 - $250 match. • Doggie Poop Pick-up Stations — Where are they? When will they be installed? • Doug Evans announced the Daddy/Daughter Dance. • Discussion was held on Park Board shirts. A motion was made by Debra Tridico and seconded by John Dalri to adjourn. Concept Plan of Katie's Woods Boat Ramp Architect Mark Spencer with MHS Planning & Design will go over the elements of the concept plan. A copy of the plan is attached for review. VI. New Business A. Discuss participation in a Texas Department of Transportation Statewide Transportation Enhancement Program grant for the Links Trail Project — from the Gaylord Texas Trail to the Mills Run Trail The City has a great opportunity to participate in a grant to link the Gaylord Texan Trail with the Mills Run Trail north of Grapevine Mills Mall. Staff will go over the specifics of the grant at the meeting. B. Consider an Ordinance for the Closure of Athletic Fields This ordinance will prohibit people from playing on athletic fields that have been closed due to maintenance or overplay. A copy of the ordinance is attached for review. C. Consider a system for marking trails for mileage Boardmember Ray Harris will present to the Board a system developed by the Lake Grapevine Runners and Walkers for marking trails for mileage. D. Consider renewal of an Adopt -A -Road agreement with the Sark Family for Dove Road from Panhandle Drive to Kimball Road The agreement and report forms are attached for review. Staff recommends approval. E. Consider renewal of an Adopt -A -Road agreement with the Lake Grapevine Runners and Walkers for the C. Shane Wilbanks Trail from Dove Loop to Dove Road The agreement and report forms are attached for review. Staff recommends approval.
