The City of Grapevine Parks and Recreation Board met Thursday, November 15, 2007
at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas
with the following members present, to wit:

The meeting was called to order at 6:01 p.m.
Invocation
A moment of silence was observed.
Approval of Minutes

A motion was made by Larry Francis and seconded by John Dalri to approve the
minutes of the September 20, 2007 meeting. Motion passed unanimously.
Citizen Requests
There were no citizen requests.
New Business
A motion was made by Larry Francis and seconded by Brad Burns to approve a "No
Tobacco" policy for parks in Grapevine. Motion passed unanimously.
A motion was made John Dalri and seconded Leon Leal to approve a "Game Fields
Only" policy/ordinance for game fields in Grapevine. Motion passed unanimously.
A motion was made by Debra Tridico and seconded by Susan Pittman to approve
renewal of an Adopt -A -Park agreement with Matthew Goldberg and Friends for Dove
Crossing Park. Motion passed unanimously.
A motion was made by Larry Francis and seconded by John Dalri to approve renewal of
an Adopt -A -Road agreement with the Goldberg Family for Silvercrest Lane. Motion
passed unanimously.
A motion was made by Susan Pittman and seconded by Lawrence Baker to approve
renewal of an Adopt -A -Road agreement with the Telephone Connection for streets to
the west of the Gaylord Texas. Motion passed unanimously.
A motion was made by Larry Francis and seconded by John Dalri to approve renewal of
an Adopt -A -Road agreement with MB & Kathleen Morris for C. J. Hutchins Park. Motion
passed unanimously.
A motion was made by Larry Francis and seconded by Brad Burns to table the renewal
of an Adopt A -Road agreement with the Vinz Family for Pool Road, from Hall -Johnson
Road to Barberry Road. The motion was tabled.
A motion was made by Leon Leal and seconded by Susan Pittman to approve renewal
of an Adopt A -Park agreement with First Baptist Church Grapevine for the Big Bear
Creek Trail, from Pool Road to Parr Park. The motion was denied. A motion was then
made by Ray Harris and seconded by Larry Francis to table the motion. The motion
was then tabled.
A motion was made by Larry Francis and seconded by John Dalri to adjourn. The
motion passed unanimously. Time: 6:42 p.m.

V. New Business
A. Update on the renovation of the Oak Grove Ballfield Complex
Staff will update the Board on the status of the design on the renovations of
the Oak Grove Ballfield Complex.
B. Consider modifications to the Adopt-A-Roadway/Park application to include
other volunteer opportunities for participants in the program
The requirement for the program is to pick up litter a minimum of six times
per year for the two-year period of the contract. Some of the groups pick up
litter as needed since some of these areas are cleaned by maintenance staff
or contractors. Staff modified the contract to allow the participants to
volunteer for other City events to make up the hours required by the contract.
The proposed modifications are in bold on page two of the contract.
C. Consider renewal of an Adopt -A -Roadway application with the Vinz Familv
for Pool Road. from Hall -Johnson Road to Barberry Road
This application was tabled at the November 2007 meeting because the
group did not meet the minimum number of cleanups for the two year period
of the contract. If the Board approves the modifications to the Adopt-A-
Roadway/Park application and this application, staff will send a letter to the
applicant letting them know that future applications will not be renewed
unless the required number of volunteer hours is met.
D. Consider renewal of an Adopt -A Park/Trail application with First Baptist
Church Grapevine for Big Bear Creek Trail. from Pool Road to Parr Park
Like the application above, this application was tabled because the group did
not meet the minimum number of cleanups. Again, if the Board approves the
modifications and the application, staff will send a letter to the applicant
informing them of the new guidelines.
E. Consider renewal of an Adopt -A -Roadway application with Camp Sonshine
for Parr Road. from Hall -Johnson Road to Parr Park
Copies of the application and report form are attached for review. Staff
recommends approval.
F. Consider approval of an Adopt -A- Roadway application with the L W &
Imogene Parker Family for College Street, from Main Street to SH 114
The application is attached for review. Staff recommends approval.
