R OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, September 25, 2008 at 5:45 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Lawrence Baker John Dalri Larry Francis Bob Tipton Ray Harris Leon Leal, GCISD Board Rep. Elizabeth Kaufman Absent: Roy Robertson, Debra Tridico & Davd Buhr Staff: Doug Evans Kevin Mitchell Rusty Walker The meeting was called to order at 5:45 p.m. Invocation A moment of silence was observed. Approval of Minutes A motion was made by Bob Tipton and seconded by Elizabeth Kaufman to approve the minutes of the August 21, 2008 meeting. Motion passed unanimously. Citizen Requests There were no citizen requests. Election of the Vice Chair and Secretary for FY 2008-2009 Motion was made by Larry Francis and seconded by Bob Tipton to nominate Lawrence Baker as Vice Chair of the Parks & Recreation Advisory Board. Motion was Larry Francis and seconded by John Dalri to close the nominations. Motion passed and Lawrence Baker was elected by acclamation. Motion was made by Bob Tipton and seconded by John Dalri to nominate Larry Francis as Secretary of the Parks & Recreation Advisory Board. Motion was made by John Dalri and seconded by Elizabeth to close the nominations. Motion passed and Larry Francis was elected by acclamation. Debra Tricido arrived at 5:52 p.m. and Dave Buhr arrived at 5:56 p.m. Presentation Kevin Mitchell and Rusty Walker gave a powerpoint presentation on the pumping system and pond for the baseball, softball and soccer fields at Oak Grove Park. The Board was informed that there will be a cost savings on water of approximately $50,000 per year by using raw water versus treated water and it would be healthier for the turf. The Board was also informed that a fertigation system is included with the pumping system to inject liquid fertilizer into the irrigation system. New Business Annual tour of parks and facilities Motion was made by Larry Francis and seconded by Bob Tipton to have the annual tour of parks and facilities on Saturday, October 25th. Motion passed unanimously. Boating Access Grant for Meadowmere Park Mr. Evans informed the Board that staff has submitted a Boating Access Grant to the Texas Parks & Wildlife Department for a low water boat ramp, restroom facility, tournament fishing pavilion and other amenities. The City is asking for a grant of $500,000 to be matched with $200,000 of City funds. Staff informed the Board that we should know if the grant is approved within two months. Improvements at the Oak Grove Soccer Complex Mr. Evans informed the Board that the City Council has approved several improvements at the Oak Grove Soccer Complex. The improvements include a new restroom facility, play equipment and paved parking lots with landscaping. Miscellaneous Board Reports Bob Tipton asked if the City had a leash law because he was bitten by a dog on the trails. Staff informed Mr. Tipton that the City did have a leash law. Ray Harris informed staff that the trail through Horseshoe Trails is in need of repair. Questions also came up about water fountains in parks and along the trails and staff informed the Board that funds are budgeted each year to replace water fountains. Miscellaneous Staff Reports • An update was given by Kevin Mitchell on the construction of the Oak Grove Ballfield Complex. • Chair Ray Harris asked if anyone was interested in serving as the liaison on the Keep Grapevine Beautiful Board. Elizabeth Kaufman indicated that she would be interested. This item will be on the next Board agenda for approval. • Mr. Evans informed the Board of the RISE Adventures event at Meadowmere Park on Saturday, September 27th. There will be approximately 20 activities for the physically disabled. A motion was made by Debra Tridico and seconded seconded by Larry Francis to adjourn. The motion passed unanimously. Consider renewal of an Adopt -An -Area agreement with Ray and Susan Harris for the shoreline on Lake Grapevine, from the eastern shoreline adjacent to Meadowmere Park around the point to near Labrador Bay The agreement and report forms are attached for review. Staff recommends approval. B. Consider appointment of Elizabeth Kaufman to serve as the liaison on the Keep Grapevine Beautiful Board The Board will consider a motion to appoint Ms. Kaufman to serve as the liaison on the Keep Grapevine Beautiful Board.
