The City of Grapevine Parks and Recreation Board met Thursday, November 20,
2008 at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine,
Texas with the following members present, to wit:

The meeting was called to order at 6:00 p.m.
Invocation
A moment of silence was observed.
Approval of Minutes
A motion was made by John Dalri and seconded by Elizabeth Kaufman to approve
the minutes of the October 25, 2008 meeting. Motion passed unanimously.
Citizen Requests
There were no citizen requests.
Presentations
A plaque was presented to Mike and Kathleen Morris for their donation of a speaker
system at the Bessie Mitchell Facility.

A presentation was given by Tim Hogsett, Chief of Grants Division for Texas Parks &
Wildlife Department on the use of sporting goods sales tax and Texas Parks & Wildlife
Grant program:
2008 — Funding increased to $15.5 million.
Grand funds were split 60/40 with communities $9,000,000 for less than 500,000
population, $6,200,000 for 13 communities of 500,000 +.
50% matching - $500,000 smaller/$1,000,000 Regional Jan. 31 & July 31 are the
two application dates
• Indoor Recreation Center - $750,000 match on grant - Grant deadline Jan. 31
• Community Outdoor Outreach Program - $50,000 max. - Grant deadlines — Feb. 1
and Oct. 1
• Rec. Trail Grant - 80% match - $200,000 max.
• Boat Ramp Grant - 75% match - $500,000 maximum
• Park Master Plans - Good for 5 years with up to 5 year update — Inventory,
Standards, Citizen participation, - Prioritize
New Business
Motion was made by John Dalri and seconded by Bob Tipton to renew an Adopt -An -
Area agreement with the Murray -Wagner Families for Mustang Drive, from SW
Grapevine Parkway to the Access Road of 121. Motion passed unanimously.
Motion was made by Elizabeth Kaufman and seconded by Debra Tridico to renew an
Adopt -An -Area agreement with Jim and Barbara Johnson for Snakey Lane. Motion
passed unanimously.
Miscellaneous Board Reports
There were no miscellaneous Board reports.

• Doug Evans reported on the construction of the Oak Grove Ballfield Complex.

VII. New Business
A. Consider aDDointment of Shelbv Frevou. 3011 Oak Street. Grapevine. Texas
as the Student Ex -officio member of the Parks & Recreation Advisory
Board
Attached is Ms. Freyou's Bio. She is a student at Grapevine High School
and will be attending the meeting. Staff recommends the Board appoint Ms.
Freyou as the Student Ex -officio member of the Board.
B. Discuss the installation of a fence at Dove Park along Dove Road
The Board will discuss this issue.
C. Discuss hours of operation of the Community Activities Center on the
weekends
The Board will discuss the hours of operation at the CAC.
D. Consider renewal of an Adopt -An -Area agreement with Barbara and Bob
Tipton with Iloveyougrapevinetexas.com for Park Boulevard
The application and report form are attached for review. Staff recommends
approval.
