The City of Grapevine Parks and Recreation Board met Thursday, January 15, 2009
at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas
with the following members present, to wit:
Ray Harris
Roy Robertson
Elizabeth Kaufman
Larry Francis
Dave Buhr
John Dalri
Debra Tridico
Bob Tipton
Absent: Lawrence Baker
Guest: Laura B. Nelson, Citizen
Staff: Doug Evans
Joe Moore
Chris Smith

The meeting was called to order at 6:00 p.m.
Invocation
A moment of silence was observed.
Approval of Minutes
A motion was made by Debra Tridico and seconded by John Dalri to approve the
minutes of the November 20, 2008 meeting. Motion passed unanimously.
Citizen Requests
Laura Nelson spoke out on concerns about having a fence put up along Dove Road
West in Dove Park.
New Business
Motion was made by John Dalri and seconded by Larry Francis to appoint Shelby
Freyou as the Student Ex -officio member of the Parks and Recreation Advisory Board.
Motion passed unanimously.

There was discussion on the installation of a fence at Dove Park along Dove Road.
Comments from Shane Wilbanks, Elizabeth Kaufman, Larry Francis and Dave Buhr
included fence height and decorative touches. Motion was made by Larry Francis and
seconded by Debra Tridico to have the fence height be 4 foot high. Motion passed
unanimously.
There was discussion on the hours of operation of the Community Activities Center on
the weekends. Ray Harris suggested opening at 7:00 a.m. on Saturdays. Chris Smith
and Trent Kelley shared current membership hours and details. Staff is going to
survey members of the CAC asking about hours of operation. Results to be presented
at April meeting.
Motion was made by Larry Francis and seconded by Elizabeth Kaufman to renew an
Adopt -An -Area agreement with Barbara & Bob Tipton with iloveyougrapevinetexas.com
for Park Boulevard. Motion passed unanimously.
Miscellaneous Board Reports
Leon Leal reported that Grapevine High School tennis courts to be lit and there will be
a new softball scoreboard as well as bell changes.
Miscellaneous Staff Reports
• Doug Evans reported on the construction of the Oak Grove Ballfield Complex and
reported that the Dedication will be May 2nd at 9:00 a.m.
• Doug Evans reported on improvements at the Oak Grove Soccer Complex.
• Doug Evans reported on playground improvements at Parr Park and Parkwood
Park.
• Chris Smith reported on the Texas Round -Up Health and Fitness Initiative.
• Joe Moore reported on Keep Grapevine Beautiful and the electronic recycling
event.
• Doug Evans reported on the Daddy/Daughter Dance.
A motion was made by Larry Francis and seconded by John Dalri to adjourn. The
motion passed unanimously. Time: 6:48 p.m.

V. New Business
A. Update on the lease of Rockledge Park
Staff will update the Board on the upcoming lease of Rockledge Park from
the Corps of Engineers.
B. Boating Access Grant for Meadowmere Park
The grant was approved by the Texas Parks & Wildlife Commission in
January. Staff will inform the Board on the scope of the project.
C. Consider approval of an Adopt -An -Area agreement with Dave Buhr for Hall -
Johnson Road, from SH 121 to Parr Road
The application is attached for review. Staff recommends approval.
D. Consider approval of an Adopt -An -Area agreement with Mad Duck Cyclery
for Dove Loop, from Dove Road to Dooley Street
The application is attached for review. Staff recommends approval.
