DI OR OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks and Recreation Board met Thursday, November 19, 2009 at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Debra Tridico Roy Robertson Bob Tipton Elizabeth Kaufman Dave Buhr Lawrence Baker (left at 7:00) Larry Francis Absent: Ray Harris John Dalri Staff: Doug Evans Joe Moore Kevin Mitchell Chris Smith The meeting was called to order at 6:02 p.m. Invocation Bob Tipton gave an invocation. Approval of Minutes A motion was made by Elizabeth Kaufman and seconded by Lawrence Baker to approve the minutes of the October 15, 2009 meeting. Motion passed unanimously. Citizen Requests There were no Citizen Requests. New Business A. A presentation on the Volunteer Trail Ranger Program was given by Pam Nelsen from The Colony. This program includes 1,500 Acres — 25 miles of shoreline. B. Discuss and consider the merger between the Grapevine Girls Softball Association and the Grapevine Youth Baseball Association — Kevin Mitchell gave information on the history and benefits of the associations. Motion was made by Roy Robertson and seconded by Larry Francis to propose the reorganization between the Grapevine Girls Softball Association and the Grapevine Youth Baseball Association into one association. Motion passed unanimously. C. Motion was made by Larry Francis and seconded by Elizabeth Kaufman to approve Adopt -An -Area agreements with the following families/organizations for various areas in Grapevine: • The Deem Family • The Ophrey Family • The Halman Family • The Mower Family • Pampered Home Pro • Grapevine Cowboy Heritage Church • Stroller Strides — withdrew Motion passed unanimously. D. Shane Wilbanks shared Council's discussions on the tobacco free ordinance relating to parks in Grapevine. Discussion ensued. Motion was made by Larry Francis and seconded by Ray Harris to return the original recommendation back to Council. Motion passed with 4 for the motion and 2 opposed. "Tobacco Free" Ordinance The Board discussed a proposed tobacco free ordinance for parks in Grapevine. Mr. Evans informed the Board that the youth athletic associations all passed motions for tobacco free athletic facilities. The Board wanted to add the Botanical Gardens as a tobacco free facility. Mr. Evans said that he worked with the City Attorney to have a flexible ordinance so that parks and park facilities could be added by the Council without amending the ordinance." Miscellaneous Staff Reports • Doug Evans presented the grant proposal on the Grapevine Links Trail • Chris Smith shared upcoming Recreation Division activities • December Parks & Recreation Advisory Board meeting is cancelled due to holidays. • Shelby Freyou reported that GCISD is having the Battle of Boxes, and is collecting cereal boxes. A motion was made by Larry Francis and seconded by Elizabeth Kaufman to adjourn. The motion passed unanimously. Time: 7:30 p.m. DING S-E7ETARY—Joe Moore, Assistant Director AOR CHAIR OF TH�IIARD AND RECREATION V. New Business A. Discuss the User Survey for the Bear Creek Park Disc Golf Course, the maintenance of the course and Police activity over the past year Staff will go over the results of the attached User Survey and inform the Board on the maintenance issues at the disc golf course. Also, a representative from the Police Department will inform the Board of the Police activity at the park over the past year. There has been some conflicts between course users and residents in the area over the past several years. B. Consider approval of Adoot-An-Area agreements with the Grapevine Sister City Program, for Northwest Highway, from Main Street to Dove Road and for 1800GOTJUNK for Mustana Drive. from W. D. Tate to Tanglewood Drive Copies of the front page of the agreements are attached. Staff recommends approval.
