The City of Grapevine Parks & Recreation Advisory Board met Thursday, November
18, 2010 at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street,
Grapevine, Texas with the following members present, to wit:
John Dalri
Roy Robertson
Bob Tipton
Debra Tridico
Dave Buhr
Elizabeth Kaufman
Ray Harris
Lawrence Baker
Absent: Larry Francis
Staff: Doug Evans Joe Moore
The meeting was called to order at 6:00 p.m.
Bob Tipton gave an invocation.
Citizen Requests
Shane Wilbanks shared comments from City Council on Meadowmere, Rockledge,
Lakeview, Katie's Woods on increased traffic at free areas since fees began at
Meadowmere and Rockledge. The issue is to be considered by full Council.
Approval of Minutes
A motion was made by John Dalri and seconded by Debra Tridico to approve the
minutes of the October 14, 2010 meeting. Motion passed unanimously.
New Business
Doug Evans reported on the Volunteer Trail Steward Program.
Proposals for this program include:
➢ Maintenance
➢ Trash
➢ Safety
➢ Education
Staff recommends development of this program.
A motion was made by Roy Robertson and seconded by David Buhr to create the
Volunteer Trail Steward Program. Motion passed unanimously.
Staff recommends Travis Smith as the first Trail Stewart Manager. Travis shared his
background with the Board.
A motion was made by Roy Robertson and seconded by Ray Harris to approve Travis
Smith as the first Trail Stewart Manager. Motion passed unanimously.
Miscellaneous Staff Reports
• Joe Moore reported on Grapevine Links Trail project. TXDOT comments received
this week on design. Hope to make it 12' wide due to the current traffic on the ROW
now.
• Doug Evans reported on status of Meadowmere Boat Ramp grant. Grant is being
reviewed by City Attorney and Construction Manager for comments.
• Doug Evans gave a Master Plan update. Focus groups held this week with no staff
involved . Youth focus groups to be held in the coming weeks. On December 21St
the Council will be interviewed and Park Board also in coming weeks.
• Upcoming Recreation Division activities include:
❖ Carol of Lights on November 29th at Town Square
❖ Parade of Lights on December 2nd on Main Street
❖ Parks and Recreation department Christmas luncheon on December 10th at the
Community Activities Center
• No meeting in December
• On Street Bike Route, planning is ongoing. Elizabeth Kaufman recommended
meeting with neighboring cities to join up our bike plans.
A motion was made by John Dalri and seconded by Debra Tridico to adjourn. Motion
passed unanimously. Time: 6:43 p.m.

V. New Business
A. Consider approval of an Adopt -An -Area agreement with SHOEBACCA.com
for Rockledge Park
The agreement is attached.
B. Adopt -An -Area Renewals — The Board will consider renewal of the following
Adopt -An -Area agreements. The agreements are attached.
North Orthopedics and Sports Medicine for a''/z mile section of Ira E.
Woods Avenue, beginning at 2535 Ira E. Woods
Marty & Tia Metzger for Oak Grove Loop, from Dove Extension to the
4 -way stop sign at Trawick Trail and Oak Grove Loop North
Susan & Ray Harris for the shoreline at Lake Grapevine adjacent to
Meadowmere Park
4. Jim & Barbara Johnson for Snakey Lane
C. Trends in Parks & Recreation and Open Space Master Plan Update — Mr.
Leon Younger will update the Board on the progress with the update of the
open space master plan.
