Consider approval of an Adopt -An -Area agreement with the Grapevine Heritage Ambucs for Kimball Road, from Dove Road north to the entrance of Meadowmere Park B. Discuss the Trail Steward Program and elect a liaison from the Board to work with Trail Steward Manager Travis Smith VI. Update on the Public Meeting on the Parks & Recreation Master Plan VII. IN ACCORDANCE WITH TEXAS GOVERNMENT CODE, CHAPTER 551.001 et seq, ACTS OF THE 1993 TEXAS LEGISLATURE, THE BOARD MEETING AGENDA, WAS PREPARED AND POSTED ON THIS THE 15" DAY OF APRIL 2011 AT 5:00 P.M. i DIR OR OF PARKS & RECREATION CITY OF GRAPEVINE COUNTY OF TARRANT STATE OF TEXAS The City of Grapevine Parks & Recreation Advisory Board met Thursday, April 21, 2011 at 6:00 p.m. at the Bessie Mitchell Meeting Facility, 411 Ball Street, Grapevine, Texas with the following members present, to wit: Absent Staff: Larry Francis Roy Robertson Lawrence Baker Dave Buhr Elizabeth Kaufman Debra Tridico Ray Harris Bob Tipton John Dalri Doug Evans, Joe Moore, Tony Steele The meeting was called to order at 6:00 p.m. Bob Tipton gave an invocation. Citizen Requests There were no comments made by citizens. Approval of Minutes A motion was made by Ray Harris and seconded by Dave Buhr to approve the minutes of the March 17, 2011 meeting with an amendment to show that Bob Tipton was absent. Motion passed 7-0. New Business A motion was made by John Dalri and seconded by Dave Buhr to approve an Adopt -An - Area agreement with the Grapevine Heritage Ambucs for Kimball Road, from Dove Road north to the entrance of Meadowmere Park. Motion passed 7-0. Travis Smith presented roll out activities for the Trail Steward Program. June 4th is National Trails Day comprised of the following: Set up information stations (2), trail etiquette, maps, give -a -ways, recruitment, water, and possibly some food. Overall, the trails need signs, maps, rules/regulations etiquette, Trail Stewart brochure, website, and confirm mileage on trails. A motion was made by Dave Buhr and seconded by John Dalri to elect Roy Robertson to work with Trail Steward Manager Travis Smith. Motion passed 6-0. Public Meeting on Parks and Recreation Master Plan Doug Evans gave an update on the Public Meeting on the Parks & Recreation Master Plan stating that minor editing will be done throughout the plan in regard to trail modifications, recommendation modifications and editing/designating Grapevine Environmentally Sensitive Areas. Discussion ensured: master planning individual areas, appendices, etc. Miscellaneous Staff Reports • Joe Moore reported that the letting of the Grapevine Links Trail is Sept. 2011. • Doug Evans reported that the Meadowmere low water boat ramp is to go out for bid May 1St, with opening in June. • Doug Evans and Tony Steele reported on 3 play structures in south Grapevine. • Doug Evans and Joe Moore reported on Recreation activities including that Easter activities was a success/Sadie Hawkins Dance/CAC carpet replacement/Halloween on Main to be relocated. • Doug Evans reported on Colin Bell's visit from West Lothian, Scotland to shadow them around. Miscellaneous Board Reports Dave Buhr reported on Keep Grapevine Beautiful activities: ➢ Earth Day was at the Lancaster Theatre on April 22nd with vendors and the movie Earth. ➢ There was a great turnout at Don't Mess with Texas. Value of work $32K+. ➢ Keep Grapevine Beautiful to buy a 4 -wheel drive Mule to get into hard to reach areas. ➢ Kayaks to be "wrapped" with information on a litter campaign. Jorge Rodriguez reported that GCISD is expecting major cuts and encouraged everyone to be sure and vote May 14th for the School Bond election. Ray Harris reported that he is teaming with LGRAW for a Weight Watchers 5K Walk on May 22nd A motion was made by Ray Harris and seconded by Lawrence Baker to adjourn. Motion passed unanimously. Time: 7:03 p.m. RECORDING SECRETARY — Joe Moore, Assistant Director IRE TOR OF PARKS & RECREATION CHAIR OF THE BOARD V. New Business A. Consider approval of an Adopt -An -Area agreement with the Grapevine Northeast Neighborhood Association for Old Park Road 7 at Lake Grapevine A Copy of the agreement is attached. Staff will have a map of the adopt area at the meeting. Staff recommends approval. B. Discuss the Trail Steward Program and consider approval of a tri -fold brochure on trail safety and etiquette, a kiosk for parks and trails and National Trails Day, Saturday, June 4, 2011 Staff will e-mail the brochure to the Board on Thursday, May 12t". Staff will bring photos and cost estimates for the kiosks to the meeting. Also, staff will discuss the National Trails Day on June 4th and support of the Board on that day.
