The City of Grapevine Parks & Recreation Advisory Board met May 21, 2015 at 6:00
p.m. in The REC of Grapevine Administration Conference Room, 1175 Municipal Way,
Grapevine, Texas with the following members present, to -wit:

Approval of Minutes
A motion was made by Ray Harris and seconded by Debra Tridico to approve the April
16, 2015 minutes. Motion passed 8-0.

New Business
Rockledge Park Master Plan
Kevin Mitchell presented the Concept Master Plan for Rockledge Park Master Plan, and
explained this was in partnership with the Texas Parks & Wildlife Department (TPWD).
This project would offer hunting, fishing, archery and outdoor education opportunities for
persons of all ages and skill levels. Mr. Mitchell stated that TPWD requested that staff
push up the project date approval so that they could lock in the grant funding. Once
approved by City Council, the Master Plan would go back to TPWD to refine.
A motion was made by Debra Tridico and seconded by Ray Harris to approve the
Rockledge Park Master Plan. Motion passed 8-0.

Consider Approval of the following Adopt -An -Area Agreements
A motion was made by Elizabeth Kaufman and seconded by Terry Musar to approve
the following Adopt -An -Area Agreements. Motion passed 8-0.

A motion was made by Dave Buhr and seconded by Terry Musar to approve the
following Renewal Adopt -An -Area Agreement. Motion passed 8-0.

Presentations
Coast Guard Auxiliary
Presenter, Donna Day, with Coast Guard Auxiliary (CGA) introduced by Mike Morris
with CGA who was also present. Ms. Day presented and shared the following

information about the CGA:
• All coast guards auxiliary at Grapevine Lake are volunteers
• Not government -funded
• All are trained on Incident Command Systems.
• CGA offers free vessel inspection, boating safety, wounded warrier's sailing
events, triathlon support, Honor Guard, In Case of Emergency, are first
responders enforcing perimeter and keeping areas clear in emergency situations
Note: Becky St. John left at 6:48 PM.
PARD Informational Items (No Action Taken)
Park Maintenance and Lake Parks — Tony Steele and Randy Sell reported on the lake
park closures due to the flooding issues.
Mr. Mitchell stated that staff was working with the Chief Financial Officer and Risk
Manager.
The REC of Grapevine Construction Update — Kevin Mitchell reported The REC was
99% done. The following are the remaining items to be completed: finishing touches,
test and balances, replacing some tile and carpet, landscaping and some stone work
were left.
Trail Updates — Kathy Nelson reported on the following:
• Links Trail — Images of the project were passed around. The project was
progressing but no end date available yet due to the rain. Utilities are no longer
holding up the project
• Bear Creek —Moving forward but was delayed due to the rain.
Recreation — Chris Smith reported on the following:
• Final Senior Choir performance was held. Over 100 were in attendance. The
senior choir will take the summer off and start again after GrapeFest.
• Outdoor Pools will officially open for the summer season on Friday, June 5.
• Staff will manage indoor REC pool the same as they do with outdoor pools.
Athletics — Scott Hardeman reported on the following:
• 12 tournaments scheduled, but only 3 made due to the rain. Staff is reaching out
to other cities about field availability.
Bass Pro marketing opportunity on Saturday, May 23.
• Congrats Macie Mitchell & Sophie Seay for winning the girls 18U Main Street
Fest Tennis Tournament sponsored by The REC of Grapevine.
• Staff and GIS are working on a web map -mileage and amenities
In partnership with Baylor Medical and Madduck, 32 bike racks have been
installed
Miscellaneous Board Items (No Action Taken)
Keep Grapevine Beautiful — Dave Buhr gave a recap of the EPIC Earth Day and Don't
Mess with Texas events. Dave Buhr also reported KGVB meetings are held the first

Monday of the month at 6:30 PM and that they were looking for new members and
leaders.
GCISD Report — Kevin Mitchell reported the following in Becky St. John's absence:
• Continuing working on bond project
• Tracking issues and repairs
• Bransford Elementary almost burned down.
• The REC hosted Glen Hope Elementary
High School Student Report - Abby Sandy reported the following:
• The seniors are hosting a cook -out on May 29, originally scheduled to be held at
Meadowmere Park but will probably move.
• June 4 is the last day of school.

Motion was made by Debra Tridico and seconded by Gary Humble to adjourn the
meeting at 7:21 p.m. Motion passed 8-0.
