Shane Wilbanks (City Council) Abby Sandy (Student) LIAISONS Becky St. John (GCISD) constituting a quorum with the following members of the City Staff: Kevin Mitchell Chris Smith Mendie Schmidt The meeting was called to order at 6:02 p.m. A moment of silence was observed. Director of Parks & Recreation Deputy Director Volunteer Services Liaison Approval of Minutes A motion was made by Elizabeth Kaufman and seconded by Larry Francis to approve the October 23, 2014 minutes. Motion passed 7-0. Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Elizabeth Kaufman, Debra Tridico, and Dave Buhr Nays — None Absent - Terry Musar and Gary Humble Citizen Requests There were no citizen comments. Presentation — Dog Park (Leadership Grapevine) Mr. Mitchell stated the 'Leadership Grapevine' program is offered through the Chamber of Commerce, and that it began back in 1996 as a way to get citizens and leaders involved in the community. The requirements of this `Leadership Grapevine' class include attending school board meetings and City Council meetings, as well as a group project. This year the group decided to advocate for a Dog Park in Grapevine. The presenters of the Dog Park presentation were Matt Pluta and Carlos Merla. New Business Bear Creek Park Sports Lights Mr. Mitchell provided the history with the Bear Creek sports lighting and stated that it had been on the City Council list of projects. It was approved by City Council during the 2011 Parks and Recreation Master Plan update. A motion was made by Larry Francis and seconded by Ray Harris. Motion passed 7-0. Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Elizabeth Kaufman, Debra Tridico, and Dave Buhr Nays— None Absent - Terry Musar and Gary Humble Introduction of Mendie Schmidt, Volunteer Services Liaison (No Action Taken) Mr. Mitchell introduced Mendie Schmidt. Ms. Schmidt comes from City of Denton where she was 9.5 years and worked with Keep Denton Beautiful and the Watershed Protection Department. She holds a Bachelor of Science in Biology and a Master in Public Administration. December Meeting (12118) A motion was made by Debra Tridico and seconded by Roy Robertson to cancel the December 18 meeting. Motion passed 7-0 Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Elizabeth Kaufman, Debra Tridico, and Dave Buhr Nays— None Absent - Terry Musar and Gary Humble Walk the Halls —Jan. 28, 2015 (No Action Taken) Mr. Mitchell informed the board of the Walk the Halls event on January 28. Resolution supporting the Texas Recreation and Parks Account and the Texas State Park System A motion was made by Roy Robertson and seconded by Ray Harris to approve the resolution supporting the Texas Recreation and Parks Account and the Texas State Park System. Motion passed 7-0. Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Elizabeth Kaufman, Debra Tridico and Dave Buhr Nays— None Absent - Terry Musar and Gary Humble PARD Informational Items (Ido Action Taken) Athletics — Chris Smith reported on the following: • Youth Basketball season starting; biggest season with 220 kids playing. C. Shane Wilbanks asked about the fees. Mr. Smith stated that staff does surveys in order to try to stay competitive. © Working with Colleyville this year to help get extra gyms. ® Grapevine Southlake Soccer Association working with Hurst to host the Turkey Shoot this weekend. Park Maintenance — Kevin Mitchell reported staff was working on Christmas. Community Activities Center Update — Kevin Mitchell reported the following: 0 The jobsite was shut down today in order to host a lunch for 250 workers and show appreciation on behalf of the mayor, City Council, staff and citizens. ® At the last meeting, City Council approved the fee structure, which is broken down by dry pass and wet pass, and by residents. © A market study for non-residents was done. There will be a limit of 1100 non- residents. Staff will sell a quarter of the non-residents during the first quarter of the year. Staff will launch a sales campaign early January 2015. m The Atkins Group was at council on November 18 and discussed the naming of the new facility. 'THE REC' (Recreation. Education. Community). Council requested to include 'Grapevine' in the name. The next step is branding and color. The graphic package will go back to Council. Ray Harris asked if there will be a Play Pass for Individuals. Kevin Mitchell stated no. Chris Smith presented a replica of what the locks will look like for the lockers in the wet and dry areas. Mr. Smith stated the locks are two-tone, came in different sizes and explained some of the features of the lock. Trails — Kevin Mitchell reported on the following: m Bear Creek linkage trail - contract was awarded. Project will possibly start next week or first week in January. ® Links Trail — The contractor selected a company who the city has worked with in the past and works well together. Upcoming Recreation Events — Chris Smith reported the following: ® Carol of Lights event will have an 1890's feel, live reindeer and several activities. Movie in the Park will be December 12 at the Botanical Gardens. ® Megan Atkins won the TRAPS 'Part-time employee of the Year' award Lake Parks — Chris Smith reported things were slowing down at the lake parks. Elizabeth Kaufman asked if the spillway work was complete. Kevin Mitchell stated yes, the work was complete. Miscellaneous Board Items (No Action Taken) Keep Grapevine Beautiful (KGVB) — Dave Buhr reported on the following: o Annual elections were underway o KGVB were working on a mobile app o KGVB would have afloat in the Parade of Lights on December 10. GCISD Report — No report. High School Student Report — Abby Sandy reported on the following: o New districts o For Veteran's Day, kids lined up the hallway as veterans walked through. Adjourn Motion was made by Dave Buhr and seconded by Debra Tridico to adjourn the meeting at 7:16 p.m. Motion passed 7-0.
