Shane Wilbanks (City Council) LIAISONS Becky St. John (GCISD) constituting a quorum with the following members of the City Staff: Kevin Mitchell Chris Smith Tony Steele Scott Hardeman The meeting was called to order at 6:03 p.m. A moment of silence was observed. ADDroval of Minutes Director of Parks & Recreation Deputy Director Parks Manager Athletics Manager A motion was made by Roy Robertson and seconded by Terry Musar to approve the September 18, 2014 minutes. Motion passed 9-0. Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Terry Musar, Elizabeth Kaufman, Debra Tridico, Dave Buhr and Gary Humble Nays— None Citizen Recnuests Travis Smith reported the Take a Kid Mountain Biking Day event on October 4 was very successful. There were 63 participants, 24 of which were children. Presentation — Christmas Capital of Texas Tony Steele presented. Mr. Steele stated the majority of the Christmas decorations would be up on November 1. Mr. Steele also stated this year's Carol of Lights would be different than previous years. The gazebo and surrounding areas will be transformed into an 1890's feel, complete with costumes and time -period specific activities and music, and stated staff encourages people wear 1900 -period clothing. A 1900's wagon and sleigh has been purchased and would be used in place of the Historic Society's wagon. Nem+ Business A motion was made by Ray Harris, and all were in favor to elect Terry Musar as the Vice Chairperson of the Parks & Recreation Board. Motion passed unanimously. A motion was made by Terry Musar, and all were in favor to elect Ray Harris as Secretary of Parks & Recreation Board. Motion passed unanimously. Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Terry Musar, Elizabeth Kaufman, Debra Tridico, Dave Buhr and Gary Humble Nays— None Council Representative, C. Shane Wilbanks stated that the Ordinance clearly calls for one nomination of one High School student for the Student Liaison appointment. Kevin Mitchell and Chris Smith interviewed all three student liaison applicants, and based on her global volunteerism, Abby Sandy was recommended for Student Liaison. A motion was made by Debra Tridico and seconded by Dave Buhr to appoint Abby Sandy as the Student Ex -Officio member of the Parks & Recreation Board. Motion passed unanimously. Ayes — John Dalri, Roy Robertson, Ray Harris, Larry Francis, Terry Musar, Elizabeth Kaufman, Debra Tridico, Dave Buhr and Gary Humble Nays— None PARD informational items (No Action Taken) Athletics — Scott Hardman reported on the following: e Tennis hosted the mid -cities classic. 113 entries. ® Youth Basketball will have over 200 teams. o Oak Grove Baseball - Travel Sports is hosting their Fall Classic at Oak Grove Baseball and Softball fields this weekend, October 25 and 26. The Double Trouble event is on October 25. Park Maintenance & Trail Updates — Kevin Mitchell reported the following: ® Bear Creek — Texas Department of Transportation (TxDOT) received an authorization letter from Austin to award contract. ® Links Trail — The bonding company has three qualified contractors to pick up the project from the previous contractor. There is no additional cost to the city or TxDOT. o Wall -Farrar— Pians passed and distributed at meeting. Elizabeth Kaufman asked about the posts on the trails. Kevin Mitchell responded that the concrete posts on the trails have Trail Counters on them that allow staff to get an accurate count of the trail activity/usage, whether it's a bicycle, dog or human, as well as the time of day. Mr. Mitchell also stated that this data allows staff to backup and justify a grant and be more competitive than other cities. Community Activities Center Update — Kevin Mitchell reported that sheetrock and window frames are going up. Most of the concrete in the building is in. The walls on the northeast end will be done this week. Roy Robertson asked about when equipment will be ordered. Kevin Mitchell stated that the Facilities Committee has selected the furniture but that it still needs to go to City Council for approval. Lake Parks — Kevin Mitchell reported on the Meadowmere Park restroom. Staff is waiting on a part for the lift station. Miscellaneous Board Items (No Action Taken) • Keep Grapevine Beautiful (KGVB) — Dave Buhr reported the following: o KGVB meeting was moved to October 26 at 6:30 p.m. o There is an opening on the KGVB board for Beautification Chair; more information available on the KGVB website o November 15 is Grapevine Recycles Day; recycle event will be at the Municipal Service Center Shane Wilbanks reported that City Council approved funding for the Greenhouse at Botanical Gardens. Adioum Motion was made by Ray Harris and seconded by Debra Tridico to adjourn the meeting at 6:51 p.m. Motion passed 9-0.
