The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, June 6, 2005, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd
Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the
following members present to wit:
Carl Hecht Chairman
Ron Cook Secretary
Kip Bruner Member
Debbie Holt Member
Richard Adams Alternate
Scott Baker Alternate
constituting a quorum with member Dennis Luers absent. Also present were City
Council Representative Roy Stewart and the following City Staff:

Connie Cook Development Services Assistant

CALL TO ORDER
Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to
order at approximately 6:02 P.M.
ROLL CALL
Chairman Hecht held roll call and announced that all were present except member
Dennis Luers.
NEW BUSINESS
Mr. Stombaugh briefed the Board of Zoning Adjustment regarding the item scheduled to
be heard in the regular public hearing.
STAFF REPORTS
Scott Williams informed the Board that City Manager, Roger Nelson would be resigning
and that Bruno Rumbelow, Assistant City Manager was named acting City Manager by
� City Council.
Fire Chief David Anderson has retired. Fire Marshal Richard Ward has retired and Mike
Keefer has been appointed new Fire Marshal.

With no further discussion, Kip Bruner made a motion to adjourn. Ron Cook seconded
the motion which prevailed by the following vote:
Ayes: Hecht, Cook, Bruner, Holt, Adams, Baker
Nays: None
Absent: Luers
The Briefing Session was adjourned at 6:14 P.M.

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular session,
Monday evening, June 6, 2005, at 6:16 P.M., in the Council Chambers, 200 South Main
Street, Grapevine, Texas with the following members present:

NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA05-08, B & G PROPERTIES, 1212
WORTHINGTON DRIVE, 305 NORTH LUCAS DRIVE, 321 NORTH LUCAS DRIVE
The first item for the Board of Zoning Adjustment to consider was BZA05-08 submitted by
B & G Properties LLC, properties located at 1212 Worthington Drive, 305 North Lucas
Drive and 321 North Lucas Drive, proposed to be platted as Lot 10R, 11, and 13, Block 7,
respectively, W.C. Lucas Addition. The following requests were from Grapevine
Comprehensive Zoning Ordinance 82-73:
For the property addressed as 1212 Worthington Drive, currently platted as Lot 10,
Block 7, W.C. Lucas Addition and proposed to be platted as Lot 10R, Block 7, W.C.
� Lucas Addition Section 15.G.1 "R-7.5 Single Family District, requires a front yard setback
of 30-feet. The applicant requested a variance of 6-feet to this requirement and if
approved by the Board would allow a front yard setback of 24-feet for an existing single
family residence.

For the property addressed as 305 North Lucas Drive, currently platted as Lot 10,
� block 7, W.C. Lucas Addition and proposed to be platted as Lot 11, Block 7, W.C.
Lucas Addition Section 42.D Supplementary District Regulations, Corner Lots, requires
that for corner lots, the side yard on the street side shall be the same as required for the
front yard. The applicant requested a variance of 4-feet to this requirement and if approved
by the Board would allow a side yard setback of 26-feet along Worthington Drive.
For the property addressed as 321 North Lucas Drive, currently platted as Lot 10,
Block 7, W.C. Lucas Addition and proposed to be platted as Lot 13, Block 7 W.C.
Lucas Addition Section 43.C.3, Supplementary District Regulations, Accessory Buildings
requires that accessory buildings in a residential district shall be located on the rear one-
half of the lot and at least 10-feet from any dwelling or building. In addition, an accessory
structure used as a garage shall be subject to the same side yard setbacks as the principal
structure. The applicant requested a variance to allow an accessory structure used as a
garage to be located in the front one-half of the lot, as well as a 1-foot variance to the 10-
foot separation requirement. In addition the applicant sought a variance of 4-feet to the
side yard setback requirement to the north. If approved by the Board an existing
accessory structure used as a garage would be allowed to remain in the front one-half of
the lot, separated 9-feet from an existing single family residence and setback from property
line to the north 2-feet.
Mr. Stombaugh explained that Staff found special conditions existed for all requested
variances. Specifically, the original plat for the W.C. Lucas Addition was approved in June
� 1951 which predates the City's first Zoning Ordinance, which was adopted in 1955. As
platted, four existing single family residences were located upon a single lot, Lot 10, of
Block 7, W.C. Lucas Addition. Construction of the residences predated the City's first
Zoning Ordinance. The current owner proposed to subdivide Lot 10 into four individual lots,
one for each of the existing single family residences. The variances requested were a
result of zoning requirements not in place at the time of platting or construction. Care was
taken in the proposed revised plat of the subject property to minimize the number of
variances to the Zoning Ordinance. Those variances requested were relative to the
physical location of structures on each of the subject lots.
Chairman Hecht asked for clarification regarding 321 North Lucas Drive; specifically, what
the variance addressed. Mr. Stombaugh stated it was relative to accessory structure
setback.
With no further questions for Mr. Stombaugh, the applicant Belgadino Idoski, took the Oath
of Truth and requested favorable consideration of his request.
With no further questions and no additional speakers, Kip Bruner made a motion to close
the public hearing. Debbie Holt seconded the motion which prevailed by the following
vote:
Ayes: Hecht, Cook, Bruner, Holt, Adams, Baker

Kip Bruner made a motion that a special condition existed for all request, as the original
� plat for the W.C. Lucas Addition was approved in June of 1951 that predated the City's first
Zoning Ordinance adopted in 1955. Also the property was currently platted for four existing
single family residences located on a single lot which predates the City's first Zoning
Ordinance.
Debbie Holt seconded the motion which prevailed by the following vote:
Ayes: Hecht, Cook, Bruner, Holt, Adams, Baker
Nays: None
Absent: Luers
Kip Bruner made a recommendation that the requests for all properties be jointly
considered, and provided the following motions: Regarding the property addressed as
1212 Worthington Drive, pertaining to Section 15.G.1 "R7.5" Single Family District the
variance of 6-feet to the requirement be approved which would allow front yard setback to
be 24-feet.
Regarding the property addressed as 305 North Lucas Drive, pertaining to Section 42.D,
Supplementary District Regulations that a variance of 4-feet to the requirement be
approved which would allow a side yard setback of 26-feet along Worthington Drive.
Regarding the property addressed as 321 North Lucas Drive, pertaining to Section 43.C.3,
� Supplementary District Regulations Accessory Buildings that a variance be approved to
allow the current accessory structure used as a garage to be located in the front one-half
of the lot, a 1-foot variance to the 10-foot separation requirement, and a variance of 4-feet
to the side yard setback requirement to the north. The variances would allow the existing
accessory structure used as a garage to remain in the front one-half of the lot, separated
9-feet from the existing single family residence and setback from the property line to the
north 2-feet.
Debbie Holt seconded the motion which prevailed by the following vote:
Ayes: Hecht, Cook, Bruner, Holt, Adams, Baker

MINUTES
Next the Board of Zoning Adjustment considered the minutes of the April 4, 2005 Briefing
Session and Public Hearing.
Ron Cook made a motion to accept the minutes of the April 4, 2005 Briefing Session. Kip
Bruner seconded the motion which prevailed by the following vote:
