HomeMy WebLinkAboutItem 11 - Emergency RepairsMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 17, 2023 SUBJECT: EMERGENCY REPAIRS TO AERIAL SANITARY SEWER AND WATER CROSSINGS AND APPROPRIATION ORDINANCE RECOMMENDATION: City Council consider approval of contracts with engineer, Brinkley & Barfield, Inc., bypass pumping contractor, United Rental, general contractor Rangeline Utility Services, LLC, and general contractor Wright Construction Company and approval of an ordinance appropriating funds. FUNDING SOURCE: Upon approval of the attached ordinance, funds will be available in the Utility Enterprise Capital Fund in the estimated amount of $1,500,000. BACKGROUND: Due to the storm event on Tuesday, December 13 several utilities were damaged in southern Grapevine. On Wednesday, December 14, Utilities staff discovered four aerial sanitary sewer crossings that are severely damaged and must be replaced. These crossings are along Big Bear Creek and a tributary to Denton Creek. Three sanitary sewer crossings were damaged by storm debris and a fourth aerial crossing has recent erosion at its supports that needs to be repaired immediately to prevent failure. Additionally, a 12" water line crossing Denton Creek along FM 2499 was also severely damaged and has been shut down. This is one of only two two lines that feed the far northern section of Grapevine. As such, staff has commenced emergency repairs in an estimated amount of $1,500,000. - Staff has executed a contract with Rangeline Utility Services, LLC to replace the water line along FM 2499, under Denton Creek, for an estimated amount of $216,415. - Staff has executed a contract with Wright Construction for repairs to the four sewer crossings. Construction work is estimated to be $800,000 and will be based on time and materials. - Staff has executed a engineering services agreement with our Brinkley & Barfield for a contract estimated to be $60,000 for design services related to pier foundation and erosion control designs. - United Rental will be used as needed for bypass pumping at an estimated cost of $100,000. - Terracon Consultants, Inc. will provide geotechnical services under an existing on -call contract estimated at $25,000. - Temporary force main piping has been bored under the creeks by City staff to allow reconstruction of two affected sewer lines at a cost of approximately $30,000. Staff has included a contingency of $269,000 for unforeseen field issues during construction. The new aerial crossings will be set on drill shaft foundations and will have a steel casings pipe that the sanitary sewer line will be placed in. This design will be a significant improvement to the original construction. Staff recommends approval ORDINANCE NO. 2023-002 AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, AUTHORIZING THE APPROPRIATION OF $1,500,000 IN THE UTILITY ENTERPRISE CAPITAL PROJECTS FUND; DECLARING AN EMERGENCY AND PROVIDING AN EFFECTIVE DATE WHEREAS, the City Council of the City of Grapevine desires to complete emergency repairs to aerial sanitary sewer and water crossings; and WHEREAS, funding is available in the Utility Enterprise Capital Fund; and WHEREAS, all constitutional and statutory prerequisites for the approval of this ordinance have been met, including but not limited to the Open Meetings Act and Chapter 211 of the Local Government Code; and WHEREAS, the City Council deems the adoption of this ordinance to be in the best interests of the health, safety, and welfare of the public. NOW THEREFORE, BE IT ORDAINED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated hereinabove are found to be true and correct and are incorporated herein by reference as if copied in their entirety. Section 2. That the City Council hereby authorizes the appropriation of $1,500,000 in the Utility Enterprise Capital Fund for engineering design services, bypass pumping, construction and testing for the emergency repairs of aerial sanitary sewer and water crossings. Section 3. That a copy of the revised FY 2022-2023 Capital Improvements Plan budget document shall be kept on file in the office of the City Secretary. Section 4. That the terms and provisions of this ordinance shall be deemed to be severable, and that if the validity of any section, subsection, word, sentence or phrase shall be held to be invalid, it shall not affect the remaining part of this ordinance. Section 5. That the fact that the present ordinances and regulations of the City of Grapevine, Texas, are inadequate to properly safeguard the health, safety, morals, peace and general welfare of the inhabitants of the City of Grapevine, Texas, creates an emergency for the immediate preservation of the public business, property, health, safety and general welfare of the public which requires that this ordinance shall become effective from and after the date of its final passage, and it is accordingly so ordained.
