SUBJECT: KIMBALL ROAD WIDENING APPROVAL OF CONTRACT
AWARD BY SOUTHLAKE
RECOMMENDATION
City Council consider:
• Approving the City of Southlake's award of the construction contract for Phase 2 of
the Kimball Road widening project to Pavecon, LTD. in an amount of
$3,464,780.40;
• Approving Grapevine's revised cost share of this construction contract in the
amount of $1,108,600.65;
• Approving Grapevine's cost share for Material Testing in an amount of $15,000.00
• Approving the City funding its share of a $30,000 bonus for completion of the
construction in less than 300 calendar days, $9,600.00;
• Approving the City's share of the Engineering fees, $138,099.58;
• Appropriating an additional 5% Contingency, $55,430.00 for change orders that may
arise during the construction; for the City's share of changes.

FUNDING:
The Funding in the total amount of $1,326,730.23 is available in Undesignated GO Bonds
Acct # 178- 64799 -016

City Council approved an Interlocal Agreement with the City of Southlake on November 18,
2008 in which the City of Grapevine committed to participate in the funding for the design
and construction of the Kimball Road widening project from SH 114 to Dove Road.
Grapevine's portion of the project is comprised of the east half of the roadway from Shady
Lane to Dove Road, a distance of approximately 2,000 feet.
The improved roadway will be a 4 lane divided section with center landscaped median and
is being constructed in two phases. The first phase extended from SH 114 north to
Kirkwood Blvd. The second phase will extend from Kirkwood Blvd. to Dove Road and is

anticipated to begin in the next 30 days. Grapevine's portion of the roadway project is in
Phase 2.
Each city will be responsible for the maintenance of the roadway system within their
respective cities with Southlake providing maintenance of the median landscaping.
The initial estimate for Grapevine's cost in the Interlocal Agreement was $2,000,000.
The bids are as follows:

JLB Contracting LLC $3,505,708.28
Quality Excavation, Ltd $3,685,448.25
Lone Star Civil Construction Inc. $3,733,422.02
Based on the recent bids, the City's cost for the project is:

Any necessary Change Orders will be approved by the City under its standard process for
this contract.
