HomeMy WebLinkAboutItem 10 - Legislative AgendaMEMO TO: HONORABLE MAYOR AND MEMBERS OF THE CITY COUNCIL FROM: BRUNO RUMBELOW, CITY MANAGER MEETING DATE: JANUARY 17, 2023 SUBJECT: APPROVAL OF RESOLUTION FOR 88TH TEXAS LEGISLATIVE SESSION - CITY AGENDA RECOMMENDATION: City Council to consider a resolution stating the City's positions regarding the 88th Texas Legislative Session FUNDING SOURCE: BACKGROUND: For each session of the Texas Legislature, the City adopts a formal platform that can be shared with our legislative delegation and can be used by our legislative consultant as the session moves forward in Austin. The majority of the items included deal with the ability of the City to maintain local control over local revenue and avoid unfunded mandates at the State level. Other platforms include protecting State funding of libraries, parks, tourism and economic development, as well as legislation that would enhance public safety and health. Also included is opposition to any legislation that would remove our ability to regulate short term rentals. New this year is support of legislation that would reinstate the City's ability to regulate required building materials. You may recall that during the 86th session this authority was revoked from the City, at least in most cases. Once the Council formally adopts this agenda, staff from all departments will work in conjunction with our legislative consultant to monitor related bills and keep you apprised of any other items that may come up and necessitate Council consideration. Staff recommends approval. RESOLUTION NO. 2023-001 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS, ADOPTING A LEGISLATIVE AGENDA FOR THE 88TH SESSION OF THE LEGISLATURE OF THE STATE OF TEXAS AND PROVIDING AN EFFECTIVE DATE WHEREAS, the 86th Session of the Texas Legislature begins on January 10, 2023; and WHEREAS, the City of Grapevine has a strong interest in legislative activities that may affect the City; and WHEREAS, once the legislative session starts, legislation moves quickly and oftentimes a City position must be expressed on an issue before the City Council has an opportunity to meet; and WHEREAS, the passage of a broad legislative agenda will allow staff to communicate the legislative priorities of the City on behalf of the entire City Council; and WHEREAS, all constitutional and statutory prerequisites for the approval of this resolution have been met, including but not limited to the Open Meetings Act; and WHEREAS, the City Council deems the adoption of this resolution to be in the best interests of the health, safety, and welfare of the public. NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GRAPEVINE, TEXAS: Section 1. That all matters stated in the above preamble are true and correct and are incorporated herein as if copied in their entirety. Section 2. That the legislative agenda attached as “Exhibit A” will serve as the official Legislative agenda for the City of Grapevine. Section 3.
