The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, July 9, 2007, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd

CALL TO ORDER
Chairman Carl Hecht called the Public Hearing Session of the Board of Zoning
Adjustment to order at approximately 6:29 P.M.
ROLL CALL
Chairman Hecht held roll call and announced that all were present, except City Council
Representative Roy Stewart, and Alternate, Scott Baker.
BOARD OF ZONING ADJUSTMENT CASE BZA07-10, CHURCH OF CHRIST IN
GRAPEVINE, 703 LUCAS DRIVE AND 713 LUCAS DRIVE
The next item for the Board of Zoning Adjustment to consider was BZA07-10 submitted
by James Reiser, representing Church of Christ in Grapevine, for property located at
703 Lucas Drive proposed to be platted as Lot 5R, Block 5, W. C. Lucas Addition, 713
Lucas Drive proposed to be platted as Lot 4R, Block 5, W. C. Lucas Addition. The
following request was from Grapevine Comprehensive Zoning Ordinance 82-73:
For the property addressed as 703 North Lucas Drive and proposed to be platted
as Lot 5R, Block 5, W. C. Lucas Addition:
Section 15.G.1., "R-7.5" Single Family District, Area Regulations, requires a
minimum front yard setback of 30-feet.
The applicant requested a variance of 10-feet to this requirement and if approved by the
Board would allow a front yard setback of 20-feet for an existing residence.
Section 15.G.4., "R-7.5" Single Family District, Area Regulations, requires a
minimum lot width of 95-feet for reverse frontage lots.
The applicant requested a variance of 15-feet to this requirement and if approved by the
Board would allow a lot width of 80-feet along Lucas Drive.
Section 43.E.3., Nonconforming Uses and Structures allows The Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use.
The applicant requested a special exception and if approved by the Board, would allow
the existing residential structure to remain as developed as shown on the plot plan.
For the property addressed as 713 North Lucas Drive and proposed to be platted
as Lot 4R, Block 5, W. C. Lucas Addition:
Section 15.G.2, Area Regulations, requires a minimum rear yard of 25-feet.
The applicant requested a variance of 19-feet to this requirement and if approved by the
Board, would allow a rear yard along the west property line of six -feet (6') for an existing
church building.
Section 43.E.3, Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use.
The applicant requested a special exception and if approved by the Board, would allow
the existing church building to remain as developed as shown on the plot plan.
Mr. Triplett explained that Staff found a special condition existed for the requested
variances and special exception. Specifically, the subject lots were platted in 1951 as
part of the original plat of the W. C. Lucas Addition predating the City's first zoning
ordinance adopted in 1955. The structures were also constructed around that same
time which also predated the adoption of the City's first zoning ordinance.
Mr. Triplett further explained that the applicant proposed to eliminate a major
nonconformity relative to parking for the church (713 North Lucas). Approval of this
request would allow the replatting of the property and would allow construction of the
parking lot that would meet all requirements of the zoning ordinance. The applicant
would also demolish an accessory structure that straddled a property line further
reducing the nonconformity of the subject areas. As a result of the replatting of the
three (3) lots into two (2), no new nonconformities would be created and the only
variances/special exceptions necessary were the ones originally created when the
property was developed in the early 1950's. Developed property existed to the west and

north eliminating the ability to expand to meet lot width requirements for 703 Lucas
Drive and rear yard setback requirements for 713 Lucas Drive.
With no further questions for Mr. Triplett, Lyndon Cox, of 713 Bodega Bay Drive, Keller,
Texas took the Oath of Truth and explained to the Board the history of their church as
well as improvements that were made and would be made to the church, he also
requested favorable consideration of his request and offered to answer any questions of
the Board.
Dennis Luers asked Mr. Cox if the building was being occupied. Mr. Cox stated that
they were not occupying the structure at this time.
Chairman Hecht announced that (1) letter of opposition had been received.
With no further questions for Mr. Triplett, and no additional speakers, Dennis Luers
made a motion to close the public hearing. Debbie Holt seconded the motion which
prevailed by the following vote:

Richard Adams made a motion that a special condition existed for the requested
variances and special exception. Specifically, the subject lots were platted in 1951 as
part of the original plat of the W. C. Lucas Addition predating the City's first zoning
ordinance adopted in 1955. The structures were also constructed around that same
time which also predated the adoption of the City's first zoning ordinance. Debbie Holt
seconded the motion which prevailed by the following vote:

Richard Adams then made a motion to grant the following variances:

BOARD OF ZONING ADJUSTMENT CASE BZA07-11, CITY OF GRAPEVINE, 627
SOUTH CHURCH STREET
The next item for the Board of Zoning Adjustment to consider was BZA07-11 submitted
by David Klempin, representing the City of Grapevine, for property located at 627 South
Church Street, legally described as Lot 6B, Block 14, City of Grapevine Addition. The
following request was from Grapevine Comprehensive Zoning Ordinance 82-73:
Section 38.G., "GU" Governmental Use District, Area Requirements, requires a
front yard equivalent to the most restrictive abutting zoning district's front yard.
The applicant requested a variance of 16-feet to this requirement and if approved by the
Board would allow a front yard setback of 14-feet for a proposed structure.
Section 38.G., "GU" Governmental Use District, Area Requirements, requires a
side yard equivalent to the most restrictive abutting zoning district's side yard.
The applicant requested a variance of one -foot (V) to this requirement and if and
approved by the Board would allow a side yard setback along the northern property line
of five -feet (5) for an existing structure.
Section 53.H.2.a., Landscaping Regulations requires off street parking and
vehicle use areas adjacent to a public right-of-way to be not less than 15-feet.
The applicant requested a variance of four -feet (4') along the south property line and if
approved by the Board would allow a landscaped setback of 11-feet adjacent to
Hudgins Street.
Mr. Triplett explained that Staff found a special condition existed for the requested
variances. Specifically, the placement of the structure in the position shown on the site
plan maintained alignment and setback with the structure on the property immediately
adjacent to the north given their close proximity to each other and provided a uniform
appearance along this portion of Church Street.
Mr. Triplett further explained that the side yard setback encroachment would correct an
oversight which occurred with the placement of the accessory structure in the northeast
corner of the lot. A special condition existed for the variance request to the landscape
regulations relative to the parking area due to the site's area constraints, the proposed

placement of the new move -in -building, and the drive location along Hudgins Street. He
stated this site received City Council approval for a move -in -building July 17, 2007 for
the proposed accessory structure.
With no further questions for Mr. Triplett, Ross Bannister, Director of Heritage Programs
and Preservation, took the Oath of Truth, he gave a brief presentation to the Board,
explaining the history of the structures on the site, and what the proposed uses would
be for each of the structures and requested favorable consideration of his request and
offered to answer any questions of the Board.
With no further questions for Mr. Triplett, and no additional speakers, Dennis Luers
made a motion to close the public hearing. Debbie Holt seconded the motion which
prevailed by the following vote:

Requirements, allowing a side yard setback along the northern property line of five -feet
(5') for an existing structure. Section 53.H.2.a., Landscaping Regulations requires off
street parking and vehicle use areas adjacent to a public right-of-way to be not less than
15-feet, allowing a landscaped setback of four -feet (4') adjacent to Hudgins Street.
