The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, April 7, 2008, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd
Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the
following members present to wit:
Carl Hecht
Chairman
Ron Cook

Alternate
constituting a quorum. Also present were City Council Representative Sharron Spencer
and the following City Staff:
Ron Stombaugh Planning and Development Manager

CALL TO ORDER
Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to
order at approximately 6:00 P.M.
ROLL CALL
Chairman Hecht held roll call and announced that all were present, except City Council
Representative Roy Stewart, and Vice -Chairman, Dennis Luers.
NEW BUSINESS
Mr. Triplett briefed the Board of Zoning Adjustment regarding the item scheduled to be
heard in the regular public hearing.
STAFF REPORTS
Ron Stombaugh informed the Board on upcoming construction projects throughout the
city.

With no further discussion, Debbie Holt made a motion to adjourn. Richard Adams
seconded the motion which prevailed by the following vote:

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular

South Main Street, Grapevine, Texas with the following members present:

Chairman Carl Hecht called the Public Hearing Session of the Board of Zoning
Adjustment to order at approximately 6:24 P.M.

Chairman Hecht held roll call and announced that all were present, except City Council
Representative Rov Stewart. and Vice -Chairman. Dennis Luers.
NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA08-03, CRAIG COUP, 2826 PLACID
CIRCLE
The first item for the Board of Zoning Adjustment to consider was BZA08-03 submitted
by Craig Coup, for property located at 2826 Placid Circle, legally described as Lot 8,
Block 2, Placid Peninsula Addition. The following request was from Grapevine
Comprehensive Zoning Ordinance 82-73:
Section 15.G.1., "R-7.5" Single Family District, Area Regulations, requires a
minimum front yard setback of 30-feet. The applicant requested a variance and if
approved by the Board would allow a front yard setback of 27-feet.
Section 15.G.2., "R-7.5" Single Family District, Area Regulations, requires a
minimum rear yard setback of 25-feet. The applicant is requested a variance and if
approved by the Board, would allow a rear yard setback of 16-feet.
Section 15.G.5., "R-7.5" Single Family District, Area Regulations, requires a
minimum lot depth of 100-feet. The applicant is requested a variance and if approved
by the Board, would allow a lot depth of 94-feet and 68-feet along the west and east
property lines respectively.
Mr. Triplett explained that Staff found a special condition existed for the requested
variances. Specifically, had the lot in question been created with the current required lot
depth of 100-feet along the west and east property lines, the proposed addition would
not encroach into the required rear yard and therefore would not need a variance
request to build the addition. Additionally, the survey plat revealed the existing
residence met the required rear yard setback, but as a result of the deficient lot depth
the proposed addition would encroach into the required setback. The front yard
encroachment as revealed on the survey plat was a result of the A -frame style house,
with a dramatic, sloping roof which extended to the ground. Finally, the plat for this
portion of the Placid -Peninsula subdivision was approved in March 1953 which pre-
dated the City's first zoning ordinance adopted in 1955.
Mr. Triplett stated that the subject property was zoned "R-7.5" Single Family District.
The owner intended to build a 406 square foot room addition on the east side of the
existing residence. The wooden deck and the shed which were shown on the survey
plat had been removed from the site. With no further questions for Mr. Triplett, the
applicant, Craig Coup, of 2826 Placid Circle, Grapevine, Texas, took the Oath of Truth;
and requested favorable consideration of his request and offered to answer any
questions of the Board.
With no further questions for Mr. Triplett, and no additional speakers, Debbie Holt made
a motion to close the public hearing. Richard Adams seconded the motion which
prevailed by the following vote:

Richard Adams made a motion that a special condition existed for the requested
variances. Specifically, had the lot in question been created with the current required lot

Richard Adams then made a motion to grant the following variances to "R-7.5" Single
Family District, Area Regulations: Section 15.G.1., allowing a front yard setback of 27-
feet for an existing residence. "R-7.5" Single Family District, Area Regulations: Section
15.G.2., allowing a rear yard setback of 16-feet. "R-7.5" Single Family District, Area
Regulations: Section 15.G.5., allowing a lot depth of 94-feet and 68-feet along the west
and east property lines respectively. Debbie Holt seconded the motion which prevailed
by the following vote:

MINUTES
Next the Board of Zoning Adjustment considered the minutes of the February 4, 2008,
Briefing Session and Public Hearing.
Ron Cook made a motion to accept the minutes of the February 4, 2008 Briefing
Session. Richard Adams seconded the motion.

Hecht, Cook, Holt, Adams, VanTil
Nays:
None
Absent:
Luers
Ron Cook made a motion to accept the minutes of the February 4, 2008 Public Hearing,
with amendments to the New Business, Minutes and Adjournment sections removing
Alternate John VanTil from the vote. Also, amendments to the Minutes section showing
Secretary Ron Cook abstaining from vote. Richard Adams seconded the motion which
prevailed by the following vote:

Hecht, Cook, Holt, Adams, VanTil

With no further discussion, Debbie Holt made a motion to adjourn. John VanTil
seconded the motion, which prevailed by the following vote:
