CO T WILLIAMS V LOPMENT SERVICES DIRECTOR / B DING OFFICIAL STATE OF TEXAS COUNTY OF TARRANT CITY OF GRAPEVINE The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday evening, June 2, 2008, at 6:00 P.M. in the Planning and Zoning Conference Room, 2"d Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the following members present to wit: Carl Hecht Chairman Ron Cook Secretary Debbie Holt Member Richard Adams Member John VanTil Alternate constituting a quorum. Also present were the following City Staff: Ron Stombaugh Planning and Development Manager Albert Triplett Planner II Connie Cook Development Services Assistant CALL TO ORDER Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to order at approximately 6:00 P.M. ROLL CALL Chairman Hecht held roll call and announced that all were present, except City Council Representative Roy Stewart, and Vice -Chairman, Dennis Luers. NEW BUSINESS Mr. Stombaugh briefed the Board of Zoning Adjustment regarding the item scheduled to be heard in the regular public hearing. STAFF REPORTS Ron Stombaugh informed the Board on upcoming construction projects throughout the city. ADJOURNMENT With no further discussion, Debbie Holt made a motion to adjourn. Also present were the following City Staff: Ron Stombaugh Planning and Development Manager Albert Triplett Planner II Connie Cook Development Services Assistant CALL TO ORDER Chairman Carl Hecht called the Public Hearing Session of the Board of Zoning Adjustment to order at approximately 6:35 P.M. ROLL CALL Chairman Hecht held roll call and announced that all were present, except City Council Representative Roy Stewart, and Vice -Chairman, Dennis Luers. OLD BUSINESS BOARD OF ZONING ADJUSTMENT CASE BZA08-05, KIRK HOWARD, 3433 LAKEVIEW DRIVE The first item for the Board of Zoning.Adjustment to consider was BZA08-05 submitted by Kirk and Christina Howard, for property located at 3433 Lakeview Drive, legally described as Lot 7, Block 6, Grapevine Lake Estates. Section 14.G.1., "R-12.5" Single Family District, Area Regulations, requires a minimum depth of the front yard of 35-feet. The applicant requested a variance and if approved by the Board would allow a front yard setback of 32-feet. Section 14.G.2., "R-12.5" Single Family District, Area Regulations, requires a minimum depth of rear yard of 25-feet. The applicant requested a variance and if approved by the Board would allow a rear yard setback of 17-feet. Section 14.G.5., "R-12.5" Single Family District, Area Regulations, requires a minimum lot depth of 100-feet. The applicant requested a variance and if approved by the Board would allow a lot depth of 98-feet. Mr. Stombaugh explained that Staff found special conditions existed for the requested variances. Specifically, this was an existing single family home on a platted lot that could not be expanded. It was a corner lot with public right-of-way to the north and east and developed residential property immediately adjacent to the west and south. Given that the applicant's expansion area was the most practical location for new construction, the shallowness of the lot coupled with the pool location precluded expansion of the existing residence in any other location. Chairman Hecht announced that (1) letter of approval, and (1) letter of disapproval had been received. With no further questions for Mr. Stombaugh, the applicant, Kirk Howard, of 3433 Lakeview Drive, Grapevine, Texas, took the Oath of Truth; and explained to the Board the purpose for the expansion and requested favorable consideration of his request and offered to answer any questions of the Board. Debbie Holt asked Mr. Howard to explain what the area was on the site plan around the fireplace; he stated that it was a dining area that had been added prior to the purchase of the home, and that it would be removed with the construction of the addition. Ms. Holt also asked Mr. Howard how they derived the square footage for the addition. He stated they tried to make it a usable room to incorporate existing furniture. John Van Til asked Mr. Howard if they considered trying to maintain the west side line of the existing home. He stated that they had, but felt that the additional three -feet (3') would make the addition more feasible. With no further questions for Mr. Stombaugh, and no additional speakers, Richard Cook made a motion to close the public hearing. Debbie Holt seconded the motion which prevailed by the following vote: Ayes: Hecht, Cook, Holt, Adams, VanTil Nays: None Absent: Luers Richard Adams made a motion that a special condition existed for the requested variances. Section 14.G.1., "R-12.5" Single Family District, Area Regulations, allowing a front yard setback of 32-feet for an existing single family residence. Section 14.G.5., "R-12.5" Single Family District, Area Regulations, allowing a lot depth of 98-feet for an existing platted lot. Debbie Holt seconded the motion which prevailed by the following vote: Ayes: Hecht, Cook, Holt, Adams, VanTil Nays: None Absent: Luers MINUTES Next the Board of Zoning Adjustment considered the minutes of the May 5, 2008, Briefing Session and Public Hearing. Ron Cook made a motion to accept the minutes of the May 5, 2008 Briefing Session. John VanTil seconded the motion. Ayes: Hecht, Cook, Holt, Adams, VanTil Nays: None Absent: Luers Ron Cook made a motion to accept the minutes of the May 5, 2008 Public Hearing.
