The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, March 2, 2009, at 6:00 P.M. in the Planning and Zoning Conference Room, 2nd
Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the
following members present to wit:
Carl Hecht Chairman
Ron Cook Secretary
Debbie Holt Member
Richard Adams Member
Ken White Alternate
constituting a quorum. Also present were City Council Representative Roy Stewart and
the following City Staff:
Ron Stombaugh Planning and Development Manager

CALL TO ORDER
Chairman Carl Hecht called the Briefing Session of the Board of Zoning Adjustment to
order at approximately 6:00 P.M.
ROLL CALL
Chairman Hecht held roll call and announced that all were present, except Vice-
Chairman, Dennis Luers, and Alternate, John VanTil.
NEW BUSINESS
Mr. Stombaugh briefed the Board of Zoning Adjustment regarding the item scheduled to
be heard in the regular public hearing.
ADJOURNMENT
With no further discussion, Debbie Holt made a motion to adjourn. Richard Adams
seconded the motion which prevailed by the following vote:
Ayes: Hecht, Cook, Holt, Adams, White

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, March 2, 2009, at 6:15 P.M., in the Council Chambers, 200
South Main Street, Grapevine, Texas with the following members present:

Adjustment to order at approximately 6:15 P.M.

NEW BUSINESS
BOARD OF ZONING ADJUSTMENT CASE BZA09-03. JILL FUSSELL, 324 SOUTH
CHURCH STREET
The first item for the Board of Zoning Adjustment to consider was BZA09-03 submitted
by Jill Fussell, for property located at 324 South Church Street, legally described as Lot
2, Block 1, South Church Street Addition.
Section 15.G.1., "R-7.5" Single Family District, Area Regulations requires a
minimum front yard setback of thirty-feet (30'). The applicant requested a variance
and if approved by the Board would allow a front yard setback of ten-feet (10') for an
existing lot. �
� Mr. Stombaugh explained that Staff found a special condition existed for the requested �
variance. Specifically, the placement of the structure in the position shown on the site
plan maintained alignment and setbacks with the structures of the properties
� immediately adjacent to the north and south given their close proximity to each other
and provided a uniform appearance along this portion of Church Street.
Mr. Stombaugh stated that on October 16, 2007 City Council and the Planning and
Zoning Commission designated a Historic Landmark Sub district on the subject site; a
Certificate of Appropriateness was approved by the Historic Preservation Commission
on January 28, 2009 for the construction of a new home. The owner intended to build a
one (1) story home with a walk out basement approximately 3,976 square feet in size
along with a 470 square foot detached garage on the subject property.
With no questions for Mr. Stombaugh, the applicant, Jill Fussell of 3217 Shady Glen
Drive, Grapevine, Texas, took the Oath of Truth; and requested favorable consideration
of her request and offered to answer any questions of the Board.
Debbie Holt asked Ms. Fussell about the drainage easement at the rear of the property
and how it would affect the garage she intended to construct. Ms. Fussell stated that
she had visited with the city and public housing and there did not seem to be any
conflict.
Chairman Hecht announced that (2) letter of approval had been received.
With no further questions for Ms. Fussell, and no additional speakers, Richard Adams
� made a motion to close the public hearing. Debbie Holt seconded the motion which
prevailed by the following vote:
Ayes: Hecht, Cook, Holt, Adams, White
Nays: None
Absent: Luers, VanTil
Richard Adams made a motion that a special condition existed for the requested
variance. Specifically, the placement of the structure in the position shown on the site

seconded the motion which prevailed by the following vote:

Richard Adams then made a motion to grant the following variance to Section 15.G.1.,
"R-7.5" Single Family District, Area Regulations, that a variance of finrenty-feet (20'),
allowing a front yard setback of ten-feet (10') for an existing lot. Debbie Holt seconded
the motion which prevailed by the following vote:

Next the Board of Zoning Adjustment considered the minutes of the February 2, 2009,
Briefing Session and Public Hearing.
Ron Cook made a motion to accept the minutes of the February 2, 2009, Briefing
Session. Richard Adams seconded the motion.
Ayes: Hecht, Cook, Holt, Adams, White
Nays: None
Absent: Luers, VanTil
Ron Cook made a motion to accept the minutes of the February 2, 2009, Public
Hearing. Richard Adams seconded the motion which prevailed by the following vote:
Ayes: Hecht, Cook, Holt, Adams, White
Nays: None
Absent: Luers, VanTil
ADJOURNMENT
With no further discussion, Richard Adams made a motion to adjourn. Debbie Holt
� seconded the motion, which prevailed by the following vote:
