The Board of Zoning Adjustment for the City of Grapevine, Texas, met on Monday
evening, December 5, 2011 at 6:00 P.M. in the Planning and Zoning Conference Room,
2nd Floor, 200 South Main Street, Grapevine, Texas, for a Briefing Session with the
following members present to wit:
Debbie Holt Chairman
Richard Adams Vice-Chairman
Ron Cook Secretary
Ken White Member
George Dalton Alternate
constituting a quorum. Also present were City Council Representative Roy Stewart, City
Attorney, Matthew Boyle, and the following City Staff:
Ron Stombaugh Planning and Development Manager
Albert Triplett Planner II
Connie Cook Development Services Assistant
CALL TO ORDER
� Chairman Debbie Holt called the Briefing Session of the Board of Zoning Adjustment to
order at approximately 6:00 P.M.
ROLL CALL
Chairman Holt held roll call and announced that all were present, except Member
Robert Rainwater.
NEW BUSINESS
Mr. Triplett briefed the Board of Zoning Adjustment regarding the item scheduled to be
heard in the regular public hearing.
ADJOURNMENT
With no further discussion, Richard Adams made a motion to adjourn. Ken White
seconded the motion which prevailed by the following vote:
Ayes: Holt, Adams, Cook, White, Dalton
Nays: None
Absent: Rainwater

The Board of Zoning Adjustment for the City of Grapevine, Texas, met in regular
session, Monday evening, December 5, 2011, at 6:15 P.M., in the Council Chambers,
200 South Main Street, Grapevine, Texas with the following members present:

Chairman Debbie Holt called the Public Hearing Session of the Board of Zoning
� Adjustment to order at approximately 6:00 P.M.

Chairman Holt held roll call and announced that all were present, except Member

PUBLIC HEARING
BOARD OF ZONING ADJUSTMENT CASE BZA11-13, STEVE MASSEY, 1211 WEST
NORTHWEST HIGHWAY
The first item for the Board of Zoning Adjustment to consider was BZA11-13 submitted
by Steve Massey for property located at 1211 W. Northwest Highway, legally described
as Lot 1A, Block 1, Westview Business Park.
Section 43.E.3., Nonconforming Uses and Structures allows the Board of Zoning
Adjustment to approve the remodeling and/or enlargement of a nonconforming
use.
The applicant requested a special exception allowing the site to remain as developed as
shown on the site plan.
�„ Mr. Triplett explained that Staff found a special condition existed for the requested
special exception. Specifically, the site was an existing developed lot, the existing car
wash was constructed in 1982 prior to the adoption of the current City zoning ordinance.
The existing site was noncompliant with the current zoning ordinance (82-73) relative to
open space, impervious area and front yard setback adjacent to Dove Road.
�,r Mr. Triplett stated that the property was currently zoned "HC" Highway Commercial
District and was developed as a 4,480-square foot, eight (8) bay self service car wash
and accessory vacuums.
He explained that the proposed conversion of one (1) existing wash bay, into an
automatic wash bay had necessitated a conditional use application and a special
exception request. As a result of improvements to West Northwest Highway and Dove
Road in 1997, the open space, impervious area and front yard setback on the east side
of the subject site had become noncompliant with the current zoning ordinance.
He went on to state that on November 15, 2011 Council approved on the first reading of
an ordinance the conditional use application to convert one (1) bay into an automatic
wash bay. On the same date the Planning and Zoning commission recommended that
the Site Plan Review Committee review the revised conditional use application site plan
prior to proceeding to Council. Council will consider a second reading of the ordinance,
for the subject site at their December 20, 2011 meeting.
Chairman Holt announced that finro (2) letters of approval had been received.
With no questions for Mr. Triplett, the applicant Steve Massey of 816 Fall Creek,
Grapevine, Texas, took the Oath of Truth; he gave a brief presentation to the Board and
� requested favorable consideration of his request and offered to answer any questions of
the Board.
With no questions for Mr. Massey, and no additional speakers, Richard Adams made a
motion to close the public hearing. Ken White seconded the motion which prevailed by
the following vote:
Ayes: Holt, Adams, Cook, White, Dalton
Nays: None
Absent: Rainwater

Next the Board of Zoning Adjustment considered the minutes of the August 1, 2011,

and Public Hearing. Ken White seconded the motion which prevailed by the following
vote:

Next the Board of Zoning Adjustment considered the minutes of the August 29, 2011,
Briefing Session and Public Hearing.

Session and Public Hearing. Ken White seconded the motion which prevailed by the
